REGULAR MEETING
January 12, 2010
MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, December 12, 2010, in the General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia.
Mr. Talbott called the meeting to order at approximately 6:35 p.m. Mr. Easley gave the invocation. Mr. Shelton called the roll.

APPOINTMENT OF CHAIRMAN & VICE CHAIRMAN FOR THE YEAR 2010 – Upon motion of Mr. Merricks, seconded by Mr. Yeaman, and by unanimous vote Mr. Talbott was elected Chairman for the year 2010.
Upon motion of Mr. Reynolds, seconded by Mrs. Glass, and by unanimous vote Mr. Easley was elected Vice Chairman for the year 2010.
APPROVAL OF THE MINUTES
By motion of Mr. Easley, seconded by Mr. Merricks, and by unanimous vote the Minutes of the December 8, 2009, meeting were approved as presented.
Old Business
There was no old business.
New Business
Mr. Shelton reported there were two special use permit cases and one sign permit case for the February cycle.
CHAIRMAN’S REPORT
There was no Chairman’s report.
A. Resolution – Mrs. Gary L. Fitts
Mr. Shelton stated that the Board of Supervisors prepared a plaque for Mrs. Fitts and Mr. Tim Barber had planned to attend the Board of Zoning Appeals meeting to present
it to her; however, Mrs. Fitts
was unable to attend the meeting. Mr. Shelton stated that he will take Mr. Barber to Mrs. Fitts’ home to
present the plaque to her.

THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at approximately 7:00 p.m.
Case Z-1, Michael L. Davis, Z-10-001 – Mr. Talbott opened the public hearing at approximately 7:01 p.m. Mr. Shelton, Director of Code Compliance, reported that Michael Davis had petitioned
for a Sign Permit on 0.61 of an acre, located on Highway 41/Franklin Turnpike, in the Chatham-Blairs Election District (for an 8 x 4 (32 square feet) non-illuminated, two-faced, off-site
advertisement sign). Mr. Davis was present to represent the petition and stated that he has been in business in Pittsylvania County since 1982 and that he will update the sign. There
was no opposition to the petition. Mr. Talbott closed the public hearing at approximately 7:03 p.m. The Board discussed the petition as the Committee of the Whole and determined that
there were no adverse effects. Upon motion of Mr. Merricks, seconded by Mr. Yeaman, the following motion was adopted: Whereas, Michael Davis has petitioned the Board of Zoning Appeals
for a Sign Permit for an 8 x 4 (32 square feet) non-illuminated, two-faced, off-site advertisement sign and, Whereas, the application meets the requirements of Section 35-95 of the Pittsylvania
County Zoning Ordinance, I move the Sign Permit be granted. Motion passed unanimous.
Case Z-2, Raffaele Guardascione, Z-10-002 – Mr. Talbott opened the public hearing at approximately 7:05 p.m. Mr. Shelton, Director of Code Compliance, reported that Raffaele Guardascione
had petitioned for a Sign Permit on 1.50 acre, located on Highway 41/Franklin Turnpike, in the Chatham-Blairs Election District (for an 8 x 4 (32 square feet) non-illuminated, one-faced,
off-site advertisement sign). Mr. Guardascione was present to represent the petition and stated that this sign was for his business. There was no opposition to the petition. Mr. Talbott
closed the public hearing at approximately 7:06 p.m. The Board discussed the petition as the Committee of the Whole and determined that there were no adverse effects. Upon motion of
Mr. Easley, seconded by Mrs. Glass, the following motion was adopted: Whereas, Raffaele Guardascione has petitioned the Board of Zoning Appeals for a Sign Permit for an 8 x 4 (32 square
feet) non-illuminated, one-faced, off-site advertisement sign and, Whereas, the application meets the requirements of Section 35-95 of the Pittsylvania County Zoning Ordinance, I move
the Sign Permit be granted. Motion passed unanimous.
This concludes the Sign Permit cases.
