Community Action Annual ReportPittsylvania County Community Action, Inc. February 15, 2022 HISTORY: •Pittsylvania County Community Action began in 1964 after the signing of the Economic Opportunity Act by President Lyndon Johnson •Is assigned as the designated Community Action Agency for the cities of Danville and Martinsville, Virginia and the counties of Henry and Pittsylvania, with a Head Start program located in Campbell County, Virginia. •Currently operates ten major programs : •Head Start, Weatherization, Virginia CARES, Senior Program, Project Discovery, Housing Choice Voucher Program (Section 8), Housing Opportunity for People with AIDS HOPWA), Virginia TAX Assistance Program (VITA), Summer Feeding for Kids, Temporary Assistance for Needy Families (TANF) •Funding to support programs are received from Department of Housing and Community Development, Older American ACT, Virginia Department of Justice, Community Development Block Grant, City of Danville, Pittsylvania County. •Partners/Collaboration with the Department of Social Services (Danville and Pittsylvania), Pittsylvania and Danville County Sheriff Departments, Piedmont Access to Health Services (PATHS), Pittsylvania County School System, Danville/ Pittsylvania County Health Departments… among many MISSION:“To provide opportunities for individuals and families to overcome barriers, gain self-sufficiency, and improve quality of life.” Head Start Services for Pittsylvania County Residents for Program Years 2020 to December 2021 A school readiness program that enhances the cognitive, social, emotional and physical development of children. Serve 242 children in 13 classrooms All Centers are licensed by the Virginia Department of Social Services Classrooms in Pittsylvania County (5) Joseph L. Galloway, (houses 3 classrooms) Bethel Baptist Church Shiloh Baptist Church Weatherization “To reduce energy costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes while ensuring their health and safety.” July 2020 to June 2021 Homes Weatherized: 10 Funds spent: $84,627.00 July 2021 to December 2021 Homes Weatherized: 8 Funds spent: $69,533.00 Virginia CARES •Assists newly released ex-offenders (along with their families) in making a successful transition from prison back to their community(s). •Obtain an MOU with Pittsylvania County Jails to provide: •Training to inmates that are within 90 days of being released to reenter the community; •Provide training on Family Reunification, securing driving permits, and assistance with voting rights application, •Job Skill training, job search, completion of job application, •Assist with basic necessities such as rental and utility assistance; • HOPWA •Provide resources to help clients maintain housing stability, avoid homelessness, and improve access to HIV/AIDS treatment and related care while placing a greater emphasis on permanent supportive housing. •Clients enrolled: 2 •Services Provided: •Rental Assistance •Medical Assistance TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) July 1, 2020 June 30, 2021 Rent Assistance: 19 Families Payment to Landlords: $9,739.00 Utility Assistance: 65 Families Payment to Utility Companies: $28,610.00 July 1, 2021 to December 30, 2021 Rent Assistance: 16 Families Payment to Landlords: $7,943.00 Utility Assistance: 36 Families Payment to Utility Companies $13,701.00 Utility Companies: Mecklenburg Danville Utility Dominion Power Senior Program •Enables older adults to enjoy healthy, productive, and independent lives in their homes and communities. Components •Congregate Meals Title 3B Chatham Senior Building Cherrystone Center •Meals 1,355 •Cost : $4.50 per meal •Home Delivered Meals Title 3C •Meals: 6,086 •Cost: $5.35 per meal •Transportation •330 trips (medical) Section 8 –Housing Choice Voucher •Assist very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing ▪Families Assisted 105 families ▪Average monthly rent $350.00 Summer Feeding Program Number of Children 19,350 Children First 65 Gretna Marching Band 30 Boys and Girl Club 90 Dan River Marching Band 20 Higher Heights 10 Operating Days: Tuesday, Wednesday & Thursday Virginia Income Tax Assistance (VITA) # Federal Return Prepared 1310 Total Amount in Federal Refunds $1,748,550.00 Average Refund Amount $1,335 # Virginia Returns Prepared 1,254 Total Amount in Virginia Refunds $244,213.00 TAX Preparation Sites 2 Project Discovery Increases access to and prepares high school students for success in post-secondary education. Students 33 students Chatham High Dan River High Gretna High Tunstall High Curriculum •Provide workshops to improve basic skills (e.g., study skills, time management, financial planning, etc.) •Assist students with the process of completing applications (admission and financial aid) to post secondary institutions.
