At their joint meeting on Tuesday, June 30, 2015, the Pittsylvania County Board of
Supervisors and Danville City Council approved a Joint Resolution of Support for the
"Commonsense Permitting For Job Creation Act". Attached is a copy of the executed resolution.
The Pittsylvania County Board of Supervisors and Danville City Council expresses their

A JOINT RESOLUTION OF SUPPORT FOR THE
"COMMONSENSE PERMITTING FOR JOB CREATION ACT"
WHEREAS, the Danville - Pittsylvania County area desperately needs jobs for citizens
unemployed and underemployed due to the closure of legacy tobacco and textile industries; and
WHEREAS, in accordance with the Federal Water Pollution Control Act, the U.S. Army Corps of
Engineers regulates development of any industrial site which might adversely impact wetlands and
streams; and
WHEREAS, site development permits can take years to secure and economic development
efforts are hindered when a recruited company will not locate to a site without an approved permit;
however the applicable permit will not be issued by the Corps of Engineers without an end -user
committed to locate on the site; and
WHEREAS, to resolve this dilemma, U.S. Representative Robert Hurt and U.S. Senators Tim
Kaine and Mark Warner introduced the "Commonsense Permitting for Job Creation Act of 2013" (H.R.
2937 and S. 1470) that would amend Section 404(b) of the Federal Water Pollution Control Act (33
U.S.C. 1344(b)) to include the following:
The guidelines described in this subsection shall not prohibit the specification of a
site due to the lack of a final site plan resulting from the lack of an identified end -
user or industry or industrial classification for the site in determining whether there
exists a practicable alternative to a proposed discharge that would result in less
adverse impact on the aquatic ecosystem.
WHEREAS, passage of the Commonsense Permitting for Job Creation Act would make the
Clean Water Act permitting process less burdensome while continuing to protect the environment.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Pittsylvania County and
the Council of the City of Danville that both governing bodies do hereby proclaim strong support for the
Commonsense Permitting for Job Creation Act and recommend its adoption.
