RESOLUTION#2019-09-05
A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE A
MEMORANDUM OF UNDERSTANDING WITH THE COUNTY, CITY,RIFA, AND
PCSA TO ALLOW THE CITY TO SERVE THE SOUTHERN VIRGINIA MEGA PARK
AT BERRY HILL WITH WATER AND SEWER SERVICES.
WHEREAS, the City of Danville, Virginia(the "City") and Pittsylvania County, Virginia
(the"County"),through the Danville-Pittsylvania County Regional Industrial Authority("RIFA")
jointly own the Southern Virginia Mega Park at Berry Hill ("SVMP") industrial site; and
WHEREAS, RIFA's Bylaws call for the jurisdiction where the jointly owned industrial
park is located to be responsible for providing water and sewer infrastructure; and
WHEREAS, the Pittsylvania County Service Authority ("PCSA") is the entity that would
normally serve water and sewer within the SVMP, through an Agreement with the City of Eden,
North Carolina, for water and sewer treatment; and
WHEREAS,the PCSA has expressed doubts about its ability fund the cost of infrastructure
to fully serve the SVMP in advance of any major utility customers committing to the site; and
WHEREAS, the City and the County agree to work together to seek grants and loans to
help pay for the cost of infrastructure; and
WHEREAS, the City plans to construct infrastructure using low interest loans, grants,
capacity charges, and utility fund reserves; and
WHEREAS, the City believes that it can fund this infrastructure without raising rates for
existing customers in the short term,and with the possibility of lowering customer rates in the long
term as development occurs within the SVMP; and
WHEREAS, the City has the ability to begin construction of infrastructure within the
SVMP that would make it attractive to companies seeking to locate in our Region,which will lead
to significant job creation and/or capital investment that would result in significant new tax
revenue.
NOW THEREFORE, BE IT RESOLVED, by the Pittsylvania County Board of
Supervisors, that it authorizes the County Administrator to execute a Memorandum of
Understanding with the County, City, and PCSA to allow the City to serve the SVMP with water
and sewer services.
