RESOLUTION IN SUPPORT OF HOUSE BILL 480; ENHANCED RETIREMENT FOR E911
TELECOMMUNICATORS
WHEREAS,at the Business Meeting of the Pittsylvania County Board of Supervisors(the"Board")held
on Monday, January 21, 2020, in the General District Courtroom of the Edwin R. Shields Courthouse Addition,
the following Resolution was presented and adopted:
WHEREAS, E911 Telecommunicators are currently a part of the Virginia Retirement System ("VRS"),
but do not qualify for enhanced retirement benefits as police, firefighters and emergency medical technicians in
Virginia do; and
WHEREAS, E911 Telecommunicators are the first link in the Public Safety System and should be
considered to have a role similar of that of"First Responders;"and
WHEREAS, E911 Telecommunicators work in an extremely stressful environment and must handle a
multitude of difficult situations; and
WHEREAS,inter alia, E911 Telecommunicators give directions to First Responders;assist and help with
suicidal callers; must keep callers and victims on the line while they may be attacked or harmed; and assist caller
with CPR and First Aid instructions, and
WHEREAS, E911 Telecommunicators are subject to high levels of Post-Traumatic Stress Disorder.
WHEREAS, House Bill 480, in the 2020 Session of the Virginia General Assembly, starting in 2021,
seeks to allow E911 Telecommunicators to be eligible to receive the enhanced VRS retirement benefits.
NOW, THEREFORE, BE IT RESOLVED, that the Board supports the passage of House Bill 480
"Virginia Retirement System; enhanced retirement benefits for 911 dispatchers" into law.
