DISCUSSION: In order to have input concerning comments on this proposed increase, they must be submitted by September 24, 2009 to the Clerk of the State Corporation Commission. Attached hereto, is a resolution from the Pittsylvania County Board of Supervisors on behalf of citizens of Pittsylvania County under the APCO service area opposing additional increases for 2009. RECOMMENDATION: Staff submits this resolution for review, consideration and approval by the Board of Supervisors. P1 PITTSYLVANIA COUNTY BOARD OF SUPERVISORS RESOLUTION 2009-08-04 VIRGINIA: At the adjourned meeting of the Pittsylvania County Board of Supervisors held on Tuesday, August 18, 2009, the following resolution was presented and adopted: WHEREAS, Appalachian Power Company (APCO) has had three rate increases in the past year; and WHEREAS, APCO is seeking another rate increase with a public hearing requirement for October 1, 2009, which proposes to raise residential customers 3.5 monthly; and WHEREAS, APCO is one of the five electric companies servicing Pittsylvania County providing service to citizens on the western side of U. S. Route 29 from Chatham north to Staunton River; and WHEREAS, this fourth tax increase by APCO would place a significant burden on citizens in Pittsylvania County; then BE IT HEREBY RESOLVED, by the Pittsylvania County Board of Supervisors, that they oppose an additional increase by the Appalachian Power Company (APCO) from residential customers in Pittsylvania County; and BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to the State Corporation Commission on the behalf of the Pittsylvania County Board of Supervisors. The company seeks to implement the increased surcharge beginning January 1, 2010. As proposed by the company, the monthly bill of a typical residential customer would increase by approximately 3.5 percent. A public hearing on the request is scheduled for 10 a.m. on Thursday, October 1, 2009. It will be held in the Commission's second floor courtroom located in the Tyler Building, 1300 East Main Street, in downtown Richmond. Any person wishing to comment at the hearing should arrive early and notify the SCC bailiff. The SCC intends to webcast the audio portion of the hearing via the Internet. Instructions can be found on the SCC website at http://www.scc.virginia.gov/case. Written comments on the proposals must be submitted by September 24, 2009. All correspondence should be sent to the Clerk of the State Corporation Commission, Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118, and refer to case number PUE-2009-00039.
