MINUTES
The regular meeting of the Danville/Pittsylvania County LEPC was held on
Thursday, April 10, 2014. 12:00 p.m. at C & E’s Restaurant, Gretna, VA. The
meeting was called to order at 12:04 p.m. by Chairperson Jim Davis.

Approval of Agenda/Minutes
A motion was made by Chief Eagle, seconded by Steve Bowman, unanimously
carried to approve the agenda.

Chairperson’s Report
Jim Davis thanked Chief Eagle for serving as LEPC Chairperson for the past two
years.
Jim Davis received a notice from the VA Dept of Emergency Management that
the County Emergency Operations Plan update will be due April 2015. Jim Davis
will be drafting a copy of the plan and emailing a copy of the draft to Committee
Member. Also Jim Davis and the Fire Marshal will be working together on the
Hazard Material Plan.
Vice Chairperson’s Report
Chief Eagle advised that Mr. Dishman could not be here today. Chief Eagle
stated that the City will also be updating their EOC over the next year.
Introduction of Visitors
Visitors and new members John Sullivan with Sartomer, Elton Blackstock
Staunton River District Board of Supervisor and Justin Jones Animal Control
Officer with Pittsylvania County were introduced.
Subcommittee Report
CERT Reports - Eddie Walker advised that Tunstall High School is interest in
having an adult and teen CERT classes.
A motion to receive this report was made by Shannon Robertson, seconded by
Elton Blackstock and unanimously carried.
Chief Eagle advised that Al Smith is not present today but he is working on a
CERT class with Averett University.
A motion to receive this report was made by Steve Bowman, seconded by
Donald Motley, unanimously carried.
Hazmat Reports –Chief Eagle advised that the City has had two calls, one was
coal ash in the Dan River and then on April 2nd they got a full scale regional
response to South Hill VA at the water treatment plant. Fourteen members were
sent from our regional hazmat team. At the water treatment facility two
chemicals were mix together and the reaction of the two chemicals produced a
toxic gas. Eighteen people were sent to the hospital.

New Business
Myles Bartos is trying to get some training under the Tier II program in August. If
you are interested please email him and he will get back with you.
Myles Bartos gave an update on the coal ash spill in Eden NC in February. Thirty-
nine tons of coal ash went into the river and spread eighty miles down the river.
Clean-up will start within the next two or three months and should take less than
three months to complete. A public meeting is scheduled for Monday, April 14th,
to talk about the dredging operations.
