Summary of Meeting:
Chairman David Eagle called the meeting to order at 12:02 p.m. and welcomed
Dominic Ventura with the EPA who was attending in the absence of Myles
Bartos. After a moment of silence everyone was given the opportunity to go
through the buffet. The meeting reconvened a 12:30 p.m. Chief Eagle asked for
a motion to approve the minutes of the last meeting and following a motion by
Barry Dunkley and seconded by Dan Sleeper, they were approved.
Chairman & vice chairman report: Chief Eagle reported that the bylaws are
continuing to be reviewed. He also asked the members to be careful with
threatening weather situations and to heed alerts and warnings. The vice
chairman was absent due to a fire in the County that required his attendance.
Subcommittee reports:
a. CERT Reports.
In the absence of Al Smith, Steve Dishman reported on the City’s
CERT team. He stated that in the last two months a CERT class had
been completed for 14 members of DCC’s staff and faculty, and
Averett University had recently completed its inaugural CERT training
class for 13 staff and faculty, and is planning on two additional classes
to be held in September or October. EBI, and industry in Danville, has
classes scheduled to start week after next. Dishman also reported that
Danville CERT was represented at a recent Region 6 meeting in
Roanoke.
Eddie Walker of the County’s CERT team stated they were looking
forward to starting new classes with the beginning of the new school
year and said that teachers were already asking for the date the next
class would begin. He also reported that the students that completed
the last class were given a CERT tee shirt.
b. Haz-Mat Report:
Chief Dishman reported that the Haz-Mat team was continuing to train
on the newly acquired equipment, and that there had been no
significant haz-mat incidents in the past two months. He stated that
the recent multi-agency training and exercise sponsored by the EPA in
Danville had been very beneficial and the feedback had been very
positive. The exercise utilized many people, aspects and components
and provided face-to-face interaction among the various agencies and
their resources. He reported that the exercises included a raid on a
biker bar leading into a drug scenario with a meth lab, a scenario
including an active shooter and chemical lab, and a large scale
chemical drug lab and explosive lab with explosive devices
Dominic Ventura with the EPA thanked all the organizations and
individuals that participated in the training exercise. He said that the
feedback forms received had provided good information but a
discussion at the planning level as to where things could be improved
for the next exercise would be very beneficial. He invited everyone to
send suggestions or comments to Myles Bartos.
Chief Broadfoot stated that the exercise and training had been very
positive and that he felt all concerned had learned a lot. He was
questioned if drug labs were a problem in this area and responded that
even though they were not a major issue at the present, local
authorities have been advised by federal enforcement officials that it
could be just a matter of time.
Presentation / Discussion topics
a. Tim Love, Compliance Coordinator for Danville Utilities—Water and Gas
Division provided a presentation on pipeline emergency responses and
information on Danville’s gas safety program and the gas lines in the area. A
question and answer period followed the presentation.

New business: Stephanie LaPrade of the Southern Area Agency on Aging
advised the committee of her agency’s Fan Program that is available free to
those that meet the guidelines. Individuals with questions about the program
should contact the agency.
The next LEPC meeting is scheduled for August 8, 2013 in Gretna at C&E’s
Restaurant, 12:00 p.m.
Chief Eagle adjourned the meeting at 1:24 p.m.
