Summary of Meeting:
Chairman David Eagle called the meeting to order at 12:03 pm and welcomed
visitors Andrew Tipton of the Virginia National Guard and Danielle Lissbergr of
Near Southwest Preparedness Alliance. Chief Eagle requested everyone to
initial the signup sheet and to indicate if he or she was the primary contact for
their business or agency. This is needed for voting, etc. as indicated in the
LEPC’s bylaws. Following a moment of silence everyone had an opportunity to
go through the buffet line.
The meeting reconvened at approximately12:30 pm and Chief Eagle asked for
approval of the minutes of the last meeting. It was noted that an addition to the
minutes needed to be made to include Steve Bowman as a member of the
Bylaws Committee. With this addition, the minutes were approved following a
motion from Brenda Bowman and seconded by Steve Bowman.
Chairman & vice chairman report:
Chief Eagle stated that it was time for agencies to submit Tier II reports as
mandated by Sara Title III. The deadline for reporting is March 1st.
Submission addresses can be found on the LEPC website hosted by
Pittsylvania County.
It was noted that Jim Harr, Director of Danville’s W&G Division and previous
member of the LEPC, had passed away.
Vice-chairman Steve Bowman had nothing to report.
Subcommittee Reports:
CERT Reports
Al Smith of the City reported he was working with Goodyear Tire &
Rubber in a training program in preparedness for emergencies and is
also working with Averett University. He reported that a Sky Warn
class would be held at DCC on April 15th at 6:30 pm in the Temple
Building and was open to the public. Also, a tornado drill will be
conducted March 12th at 9:45 a.m. for the entire state. He also
reported that individuals can now go to the VDEM website and sign up
to have weather watches, warnings and alerts broadcasted to their
phones.
Eddie Walker of the County recommended the Sky Warn class to all
members. He also reported that 29 students in Pittsylvania County
had enrolled in the county’s CERT program. A total of 407 students
have already gone through the program—taking the info home to
benefit themselves and their families.
Haz-Mat Report
Steve Dishman reported there have been several incidents on the Danville
bypass, one involving honey and one with beer. He reported on the Haz Mat
Team’s new equipment: The Haz-Mat ID has been ordered, the Area Rae
monitoring equipment is now in service and members have been trained. The
team has also received the Midland Kit, which is a state of the art kit for rail
tank cars. The propane transfer pump has been put in place and everyone
has been trained.
Presentation / Discussion Topics:
EPA training event. In the absence of Myles Bartos of EPA and Brian
Thurman of VDEM, Steve Dishman reported on the training event that is
scheduled for May 14, 15 and 16 in Danville. The event will include Haz-Mat
responses to simulated leaks and will include aspects of illegal activities. The
training will include the Haz-Mat Team, and the Police Department’s Street
Crimes and Tactical Teams. Each day different scenarios will be presented
and will include as many people as possible. Danville Life Saving Crew,
Virginia State Police BCI, Emergency Management, EPA, the hospital and
others will be involved to exercise aspects of different equipment, identify
hazards, and the different communication of these hazards between the
agencies. Each agency will have specific sections of different scenarios. The
event will be publicized so as not to alarm citizens. Volunteers will be needed
to be role players in scenarios and those wishing to be volunteers were asked
to contact Steve Dishman.
Unfinished Business:
A brief update from the Bylaws Committee was given. Suggested changes are
being made in the bylaws and once completed the changes will be brought
before the members and the primary members will vote on the updated changes.
It was noted that the names of the primary members are submitted to the Virginia
Department of Emergency Management.

The next LEPC meeting is scheduled for April 11 th at C&E’s Restaurant, 2201
West Gretna Road, Gretna, VA at 12:00 pm.
