Summary of Meeting:
Chairman, David Eagle, welcomed everyone to the meeting and asked if there were any new
members. The meeting started approximately at 12:30 pm, after everyone had the chance to go
through the lunch buffet line.
Chief Eagle then asked for the approval of the last meeting’s minutes, and they were approved
with the appropriate motions.
Fire Department Report – We are currently in the process of doing a citywide EMS study this
week to make sure that we as a city are doing everything in our power to make sure the needs of
our patients are met.
HazMat Report – There have been several HazMat incidents since our last meeting. The most
significant of the incidents was the animal waste truck spill between Airport Drive and 58. There
has been an indictment of an illegal dumping site (brush and tire particles) since our last meeting
as well. The team continues to get pass through grant money from VDEM and Homeland
Security. We have done a lot to improve the regional HazMat team, with outfitting a new trailer
and protective gear. The last drill that the team had was with Sartomer and the County rescue

agencies. The drill went well, and the facility has their own onsite response team (which helps in
training so that when the team comes in for training, the onsite response team could have already
started the process of the drill).
CERT Reports – The city just went through training with Southern VA Mental Health Institute, and
had about 15 participates. The county can no longer print materials for CERT, so they have
received permission from the State to download CERT manuals to E-Books for training
measures. The governor has also mandated training for state agencies, and we will get
information out to everyone once we get that information.
Williams Gas and Colonial Pipeline were at the meeting to pass out new information, and if you
have any questions for them, do not hesitate to ask.
Presentation – Morris Reece, from the Near Southwest Preparedness Alliance, came to speak
about his organization. His organization started in 2003, and its primary function is hospital
preparedness. This program is divided into six different regions. They have a similar grant
procedure as us, and they administer their funds to interoperable communications, HazMat, and
educational training. Their adjunct agency is called RHCC, Regional Healthcare Coordinating
Center, which helps hospitals coordinate response. The physical location for this organization is
in the Dispatch center in Carillion in Roanoke, VA. They communicate by using WebEOC, and
make sure the triage of all patients is to the nearest hospital. This organization is not a command
center, but a coordinating system. They hope to work together with the LEPC in training and
future preparedness meetings.
Unfinished Business – The bylaws are written so that the committee can change and amend
where necessary. If there are any changes that you think need to be made from the email copy,
please let Jim Davis or David Eagle and we will finalize everything at the next meeting on
Thursday, December 8th at C&E’s in Gretna, VA at 12:00pm. We also need to consolidate
non-voting and voting members, and also primary and alternate contacts to finalize a list to send
to the state so that they can bond us as one agency.
Police Department Report – This report was moved to the end of the meeting so that Chief
Broadfoot and Tommy Merricks could report on the new armored vehicle. Department of
Homeland Security provided the grant money to fund 14 vehicles throughout the State. Armored
vehicles are being shared for regional response. The vehicle in Danville has a breathing
apparatus and a license plate reader. The SWAT vehicle is a Linko Bearcat that was built in
Pittsville, Massachusetts on a Ford F-550 chasse with a self-contained cascade system.
Chief Eagle then asked if there was any other discussion for the good of the meeting and
adjourned the meeting, at approximately 1:15 pm with the show and tell of the new armored
vehicle afterwards.
