02-03-2015 PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING February 3, 2015 MINUTES VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, February 3, 2015, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. The Board observed a few moments of silence for Mr. Welborn, who is a patient at Duke University Hospital, and for Mr. Arthur, whose brother recently passed away. Mr. Stowe called the roll. PRESENT Morris Stowe Tunstall District Richard Motley Chatham-Blairs District Janet Mease Callands-Gretna District Dr. Charles H. Shelton, Jr. Director of Code Compliance/Zoning Administrator ABSENT Curtis Arthur Staunton River District Larry Welborn Dan River District Greg Sides Assistant County Administrator/Director of Planning HEARING OF THE CITIZENS No citizens came forward to speak. APPROVAL OF THE MINUTES A motion was made by Mr. Motley, seconded by Dr. Miller, and by a 6 to 0 vote (2 members were absent), the January 6, 2015, minutes were approved as presented. CHAIRMAN’S REPORT Mr. Stowe welcomed Mr. Jesse Barksdale, Board of Supervisors Representative for the Banister Election District, to the meeting. THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:00 p.m. Case 1, Ronald Lee Watson, II, & Leslie Worrell Watson, R-15-002 – Mr. Stowe opened the public hearing at 7:02 p.m. Mr. Shelton, Director of Code Compliance, reported that Ronald and Leslie Watson had petitioned to rezone a total of 29.97 acres, three (3) parcels of land, located on State Road 622/Cascade Road, in the Tunstall Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District to combine with the adjacent parcel of land zoned A-1 for agricultural use. Ronald Watson was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:03 p.m. During the discussion, it was stated this is consistent with the surrounding properties. A motion was made by Dr. Miller, seconded by Mr. Motley, to Planning Commission February 3, 2015 Page 2 recommend the Board of Supervisors rezone the properties from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed by a 6 to 0 vote (2 members were absent). Case 2, Doris G. Reynolds, R-15-003 – Mr. Stowe opened the public hearing at 7:04 p.m. Mr. Shelton, Director of Code Compliance, reported that Doris G. Reynolds had petitioned to rezone 0.150 acre, located on State Road 744/Ridgecrest Drive, in the Chatham-Blairs Election District from A-1, Agricultural District to R-1, Residential Suburban Subdivision District to combine with the adjacent parcel of land zoned R-1. Karen Gammons, Mrs. Reynolds’ daughter, was present to represent the petition. She stated she had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:05 p.m. During the discussion, it was stated this rezoning would allow for sale of the property, the farm already has a sale, and Mrs. Reynolds will be moving to live with her daughter. A motion was made by Mr. Motley, seconded by Mr. Hagerman, to recommend the Board of Supervisors rezone the property from A-1, Agricultural District to R-1, Residential Suburban Subdivision District. Motion passed by a 6 to 0 vote (2 members were absent). This concludes the Rezoning cases. OLD BUSINESS Mr. Shelton stated he recently purchased two (2) fruit baskets, one for Mr. Welborn in the hospital and the other for Mr. Arthur, whose brother recently passed away. He then requested that each member of the Board contribute $5.00 at next month’s meeting to help with reimbursement of the Flower Fund. NEW BUSINESS There was no new business.
