MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Thursday, September 4, 2014, in the
General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at
approximately 7:00 p.m. Mr. Stowe called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a 7 to 0 vote (1 member was absent),
the August 5, 2014, minutes were approved as presented.
CHAIRMAN ’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at
approximately 7:01 p.m.
Case 1 , Larry Edward Landrum & Janice J. Landrum , R-1 4-035 – Mr. Stowe opened the public hearing at
7:01 p.m. Mr. Shelton, Director of Code Compliance, reported that Larry and Janice Landrum had petitioned
to rezone 2.89 acres, located off U.S. Highway 29 (on Landrum Road), in the Westover Election District from
R-1, Residential Suburban Subdivision District to A-1, Agricultural District to allow for a possible second
dwelling or pastureland. Larry Landrum was present to represent the petition. He stated he had nothing to
add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:02 p.m. A motion
was made by Mr. Weatherford, seconded by Ms. Mease, to recommend the Board of Supervisors rezone
the property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed
by a 7 to 0 vote (1 member was absent).

Case 2 , HRE Holdings, LLC , R-1 4-036 – Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton,
Director of Code Compliance, reported that HRE Holdings, LLC, had petitioned to rezone 9.78 acres,
located on U.S. Highway 41/Franklin Turnpike, in the Tunstall Election District from R-1, Residential
Suburban Subdivision District to A-1, Agricultural District to make the zoning consistent with the adjacent
parcels of land zoned A-1 and for future subdivision of the property. John Hall, III, was present to represent
the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed
the public hearing at 7:04 p.m. During the discussion, it was stated the petitioned parcel is surrounded by A-
1, Agricultural District zoned properties. A motion was made by Mr. Motley, seconded by Mr. Weatherford,
to recommend the Board of Supervisors rezone the property from R-1, Residential Suburban Subdivision
District to A-1, Agricultural District. Motion passed by a 7 to 0 vote (1 member was absent).
Case 3 , Charles F. Sanders & Karen B. Sanders , R-14-0 37 – Mr. Stowe opened the public hearing at 7:05
p.m. Mr. Shelton, Director of Code Compliance, reported that Charles and Karen Sanders had petitioned to
rezone 5.26 acres, located on Reservoir View Drive, in the Staunton River Election District from R-1,
Residential Suburban Subdivision District to A-1, Agricultural District to allow for construction of a second
dwelling on the property. Charles Sanders was present to represent the petition. He stated he had nothing
to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. A motion
was made by Mr. Arthur, seconded by Mr. Motley, to recommend the Board of Supervisors rezone the
property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed by
a 7 to 0 vote (1 member was absent).
This concludes the Rezoning cases.
Case S-1 , Fred D. Curl & Sylvia C. Curl , S-14-0 10 – Mr. Stowe opened the public hearing at 7:07 p.m. Mr.
Shelton, Director of Code Compliance, reported that Fred and Sylvia Curl had petitioned for a Special Use
Permit on 2.34 acres, located on State Road 751/Grassland Drive, in the Callands-Gretna Election District
for a dance hall. Fred Curl was present to represent the petition. He stated he had nothing to add. There
was no opposition to the petition. Mr. Stowe closed the public hearing at 7:08 p.m. During the discussion, it
was stated there was no opposition to the Special Use Permit request, a petition was presented to the Board
members in favor of the dance hall, and this would be good for the community. A motion was made by Ms.
Mease, seconded by Mr. Weatherford, to recommend the Board of Zoning Appeals grant this Special Use
Permit request. Motion passed by a 7 to 0 vote (1 member was absent).
Case S-2, Barbara Ann Warren , S-14-0 11 – Mr. Stowe opened the public hearing at 7:09 p.m. Mr. Shelton,
Director of Code Compliance, reported that Barbara Ann Warren had petitioned for a Special Use Permit on
1.53 acre, located on State Road 726/Ringgold Depot Road, in the Dan River Election District to allow for
placement of a single-wide mobile home for her personal residence. Barbara Ann Warren was present to
represent the petition. She stated she had nothing to add. Following questions from one of the Board
members, Ms. Warren also stated that no one is living on the petitioned property. Ronald Ransom and
Tamara Poindexter spoke in opposition to the petition. Their concerns included, but were not limited to, the
following: Single-wide mobile homes do not hold their value; fear of a decrease in property values; single-
wide mobile homes belong in a mobile home park; a desire to uphold property values in the community.
Ms. Warren offered a rebuttal and stated she had planned to place brick around the bottom of the home to
improve its appearance. Mr. Stowe closed the public hearing at 7:15 p.m. During the discussion, it was
stated the area is solidly zoned R-1, Residential Suburban Subdivision District, there is a brick home on one
side of the petitioned parcel and a modular home on the other side, and there are no single-wide mobile
homes in the immediate area. One of the Board members also stated the map speaks for itself, and he
would not want a single-wide mobile home in his community if he lived there. A motion was made by Mr.
Motley, seconded by Mr. Weatherford, to recommend the Board of Zoning Appeals deny this Special Use
Permit request. Motion passed by a 7 to 0 vote (1 member was absent).
This concludes the Special Use Permit cases.

OLD BUSINESS
There was no old business.
NEW BUSINESS
Mr. Shelton stated the Board of Supervisors would like to have a Joint Work Session between the Board of
Supervisors and the Planning Commission. He asked the Board members to think about the dates they
would be available to meet next month and to advise him of the available dates. Mr. Shelton then stated the
topics of discussion will include the update of the 2015 Comprehensive Plan, setbacks for the new proposed
RR-A District, and spreading biosolids.
The meeting was adjourned at approximately 7:21 p.m.
