MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, August 5, 2014, in the General District
Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe
called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a unanimous vote, the July 1, 2014, minutes were
approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately
7:02 p.m.
Case 1, Glenn Robert Nations & Joanie J. Nations, R-14-031 – Mr. Stowe opened the public hearing at 7:02 p.m. Mr.
Shelton, Director of Code Compliance, reported that Glenn and Joanie Nations had petitioned to rezone the R-1,
Residential Suburban Subdivision District portion of 18.24 acres (approximately 1.28 acre) to A-1, Agricultural District.
He also reported they had petitioned to rezone 1.00 acre from R-1, Residential Suburban Subdivision District to A-1,
Agricultural District to make the zoning consistent and to combine with the adjacent parcel of land zoned A-1. He then
stated the properties are located on State Road 728/Hillside Road, in the Dan River Election District. Glenn and Joanie
Nations were present to represent the petition. They stated they wanted to combine the properties into one parcel of land.
There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:03 p.m. A motion was made by Mr.
Welborn, seconded by Mr. Arthur, to recommend the Board of Supervisors rezone the properties from R-1, Residential
Suburban Subdivision District to A-1, Agricultural District. Motion passed unanimously.

Case 2, Robert M. Pollok, Jr., & Billie S. Pollok, R-14-032 – Mr. Stowe opened the public hearing at 7:04 p.m. Mr.
Shelton, Director of Code Compliance, reported that Robert and Billie Pollok had petitioned to rezone 2.85 acres, located
on State Road 750/Whitmell School Road, in the Tunstall Election District from R-1, Residential Suburban Subdivision
District to A-1, Agricultural District to combine with the adjacent parcel of land zoned A-1. Robert Pollok was present to
represent the petition. He stated he needed more access to his farm. There was no opposition to the petition. Mr. Stowe
closed the public hearing at 7:05 p.m. During the discussion, it was stated this is a rural, agricultural area. A motion was
made by Mr. Motley, seconded by Mr. Weatherford, to recommend the Board of Supervisors rezone the property from
R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed unanimously.
Case 3, John R. Valentine & Ruby O. Valentine, R-14-033 – Mr. Stowe opened the public hearing at 7:06 p.m. Mr.
Shelton, Director of Code Compliance, reported that John and Ruby Valentine had petitioned to rezone 0.48 acre, located
on Highway 62/Milton Highway, in the Dan River Election District from R-1, Residential Suburban Subdivision District
to A-1, Agricultural District to combine with the adjacent parcel of land zoned A-1. John and Ruby Valentine were present
to represent the petition. They stated they had nothing to add. There was no opposition to the petition. Mr. Stowe closed
the public hearing at 7:07 p.m. A motion was made by Mr. Welborn, seconded by Mr. Arthur, to recommend the Board
of Supervisors rezone the property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District.
Motion passed unanimously.
Case 4, Burnell Butcher Williams, Life Tenant, Et Als, Mary S. Williams, Life Tenant, Et Als, Martha W. Jenkins,
Remainderman, Et Als, R-14-034 – Mr. Stowe opened the public hearing at 7:08 p.m. Mr. Shelton, Director of Code
Compliance, reported that Burnell Williams and Others had petitioned to rezone 55.62 acres, located off Route 997/
Oleander Drive, in the Banister Election District from RC-1, Residential Combined Subdivision District to A-1,
Agricultural District for agricultural use – harvesting of timber on the property. Mr. Shelton then stated Mr. Williams was
unable to be present at the meeting and he would try to answer any questions from the Board members. There was no
opposition to the petition. Mr. Stowe closed the public hearing at 7:09 p.m. A motion was made by Dr. Miller, seconded
by Mr. Welborn, to recommend the Board of Supervisors rezone the property from RC-1, Residential Combined
Subdivision District to A-1, Agricultural District. Motion passed unanimously.
This concludes the Rezoning cases.
Case V-1 Davey Lee Moore, Jr., V-14-002 – Mr. Stowe opened the public hearing at 7:10 p.m. Mr. Shelton, Director of
Code Compliance, reported that Davey Lee Moore, Jr., had petitioned for a Variance on 0.90 acre, located on State Road
605/Toshes Road, in the Callands-Gretna Election District to Section 35-182. Minimum Yard Dimensions. (A.) Front
Setback, of the Pittsylvania County Zoning Ordinance, requesting a variance of 18 feet to allow for placement of a metal
carport/shop. Davey Lee Moore was present to represent the petition. Mr. Moore presented a petition signed by residents
in favor of the Variance to the Board members for their review. Ms. Terri Doss came forward and stated she had no
opposition to the petition. Mr. Stowe closed the public hearing at 7:11 p.m. During the discussion, it was stated the
neighbors had no opposition to the variance, the lay of the property would make it difficult for the structure to be placed
anywhere else, the petitioner was not aware of the zoning laws, and the property is zoned A-1, Agricultural District. A
motion was made by Ms. Mease, seconded by Mr. Weatherford, to recommend the Board of Zoning Appeals grant this
Variance. Motion passed unanimously.
This concludes the Variance case.
Case Z-1 Howard P. Amos, Life Tenant, Florence R. Amos, Life Tenant, Howard Paul Amos, Jr.,
Remainderman, Z-14-001 – Mr. Stowe opened the public hearing at 7:13 p.m. Mr. Shelton, Director of Code
Compliance, reported that Howard P. Amos and Others had petitioned for a Sign Permit on 1.00 acre, located on U.S.
Highway 41/Franklin Turnpike, in the Callands-Gretna Election District to allow for an off-site advertisement sign for
Steve’s Home Improvement to remain where it is currently located on the petitioned parcel of land. Steve Cousins was
present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe
closed the public hearing at 7:14 p.m. A motion was made by Ms. Mease, seconded by Mr. Weatherford, to recommend
the Board of Zoning Appeals grant this Sign Permit. Motion passed unanimously.

Case Z- 2 James Dickie Barbour, Z-14-002 – Mr. Stowe opened the public hearing at 7:15 p.m. Mr. Shelton, Director
of Code Compliance, reported that James Dickie Barbour had petitioned for a Sign Permit on 0.90 acre, located on U.S.
Highway 57/Callands Road, in the Callands-Gretna Election District to allow for an off-site advertisement sign for Steve’s
Home Improvement to remain where it is currently located on the petitioned parcel of land. Steve Cousins was present to
represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the
public hearing at 7:16 p.m. A motion was made by Ms. Mease, seconded by Mr. Weatherford, to recommend the Board of
Zoning Appeals grant this Sign Permit. Motion passed unanimously.
This concludes the Sign Permit cases.
OLD BUSINESS
Mr. Shelton stated Fred Wydner, Director of Agriculture Development, brought a letter to the office from George Winn,
Chairman of the Pittsylvania County Agriculture Development Board, requesting the recommendations from the Joint
Setback Study Subcommittee regarding the proposed new zoning classification RR-A be sent back to the Board of
Supervisors. During the discussion, it was stated the Planning Commission is here for all the citizens of Pittsylvania
County, not just the farmers. A motion was made by Mr. Arthur, seconded by Mr. Welborn, to recommend the proposed
new zoning classification RR-A be forwarded to the Board of Supervisors with no action taken by the Planning
Commission. Motion passed unanimously.
NEW BUSINESS
There was no new business.
The meeting was adjourned at approximately 7:23 p.m.
