REGULAR MEETING

MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Thursday, October 13, 2015, in the General
District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr. Talbott called the meeting to
order at approximately 7:00 p.m. The Board observed a few moments of silence. Mr. Shelton called the roll.

APPROVAL OF THE MINUTES
By motion of Mr. Yeaman, seconded by Mr. Craddock, and by unanimous vote, the Minutes of the September 10,
2015, meeting were approved as presented.
Old Business
The Board and Mr. Shelton had a brief discussion regarding a previous case heard by the Board.
New Business
Mr. Shelton reported there were no cases for the November, 2015 cycle.
CHAIRMAN’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at
approximately 7:00 p.m.
Case S-1, Niki Hendricks, S-15-012 – Mr. Talbott opened the public hearing at approximately 7:01 p. m. Mr.
Shelton, Director of Code Compliance/Zoning Administrator, reported Niki Hendricks had petitioned for a Special
Use Permit on 0.38 acre, located on State Road 634/Blue Ridge Drive in the Staunton River Election District, to
allow for placement of a single-wide mobile home for her sister’s residence. He further reported the Planning
Commission, with no opposition, recommended granting the petitioner’s request. Ms. Hoggatt, Ms. Hendricks sister,
was not present to represent the petition. There was no opposition to the petition. Mr. Talbott closed the public
hearing at approximately 7:02 p.m. The Board discussed the petition as the Committee of the Whole and determined
there were no adverse effects. During the discussion the lot of record was discussed. Upon motion of Mr. Merricks,
seconded by Mr. Yeaman, the following motion was adopted: Whereas, Niki Ann Hoggatt Hendricks has petitioned
the Board of Zoning Appeals for a Special Use Permit to allow for placement of a single-wide mobile home for her
sister’s personal residence and, Whereas, we find no substantial detriment to adjacent property, that the character of

the zoning district will not be changed thereby, and that such use will be in harmony with the purpose and intent of
the Ordinance, I move the Special Use Permit be granted with the following conditions:
1) Debris in rear of lot must be removed.
2) Applicant must meet all setback requirements.
Motion passed unanimously.
Case S-2, Southern Virginia Holdings, LLC, S-15-013 – Mr. Talbott opened the public hearing at approximately
7:13 p. m. Mr. Shelton, Director of Code Compliance/Zoning Administrator, reported Southern Virginia Holdings,
LLC had petitioned for a Special Use Permit on 20.51 acres, located on State Road 734/Ringgold Road in the Dan
River Election District, to allow for a private club for the Boy Scouts. He further reported the Planning
Commission, with no opposition, recommended granting the petitioners’ request with the following condition: The
private club will be for Boy Scout Troop 372. Steve Adkins, District Commissioner of the Dan River District and
Assistant Scout Master was present to represent the petition. He stated he had nothing to add. Mr. Adkins did
explain that Ringgold Baptist Church had entered into a lease with the owner of the property to lease the property for
the use of the Boy Scouts. He further stated the building would be used for storage of equipment and so the Scouts
could get out of the weather and that the troop had about 25 members. There was no opposition to the petition. Mr.
Talbott closed the public hearing at approximately 7:19 p.m. The Board discussed the petition as the Committee of
the Whole and determined there were no adverse effects. During the discussion it was stated the Scouts had done a
good job of fixing up the building. Upon motion of Mr. Easley, seconded by Mr. Craddock, the following motion
was adopted: Whereas, Southern Virginia Holdings, LLC has petitioned the Board of Zoning Appeals for a Special
Use Permit to allow for a private club for the Boy Scouts and, Whereas, we find no substantial detriment to adjacent
property, that the character of the zoning district will not be changed thereby, and that such use will be in harmony
with the purpose and intent of the Ordinance, I move the Special Use Permit be granted with the following
conditions:
1) The Special Use Permit is for the exclusive use of the Dan River District of the Boy Scouts of
America.
Motion passed unanimously.
This concludes the Special Use Permit Cases.
The meeting adjourned at approximately 7:25 p.m.
