REGULAR MEETING
September 10 , 2015
MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Thursday, September 10, 2015,
in the General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr.
Talbott called the meeting to order at approximately 7:00 p.m. The Board observed a few moments of
silence. Mr. Shelton called the roll.

APPROVAL OF THE MINUTES
By motion of Mr. Merricks, seconded by Ms. Glass, and by a 6 to 0 vote (1 member was absent), the
Minutes of the August 11, 2015, meeting were approved as presented.
Old Business
The Board and Mr. Shelton had a brief discussion regarding two (2) cases that were heard previously.
New Business
Mr. Shelton reported on the cases for the October, 2015 cycle.
CHAIRMAN ’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at
approximately 7:05 p.m.
Case Z-1 , Clifton W. Parrish & Jean L. Parrish , Z-15-001 – Mr. Talbott opened the public hearing at
approximately 7:06 p. m. Mr. Shelton, Director of Code Compliance/Zoning Administrator reported
Clifton and Jean Parrish had petitioned for a Sign Permit on a parcel of land with no size on file in the
Commissioner of Revenue’s Office, located on U.S. Highway 58 West/ Martinsville Highway in the
Westover Election District for a monopole 10 x 20 (200 square feet), double-faced (total of four (4)
panels), illuminated off-site advertisement sign. He further reported the Planning Commission, with no
opposition, recommended granting the petitioners’ request. Al Harkins, with Capital Outdoor
Advertising, was present to represent the petition. Mr. Harkins stated the size of the sign had been
decreased to 10 x 30, total of 300 square feet, 2 faced, 2 panel sign. He further stated the sign

would be addressing local businesses. The Board questioned if the lighting being top mounted would
be a problem and Mr. Harkins stated it would not. There was a brief discussion regarding the lighting
for the sign. There was no opposition to the petition. Mr. Talbott closed the public hearing at
approximately 7:12 p.m. The Board discussed the petition as the Committee of the Whole and
determined there were no adverse effects. During the discussion it was stated this was a familiar area,
the entire area was commercial and there was a large advertising sign within 300 feet of the immediate
area. Upon motion of Mr. Griffith, seconded by Mr. Easley, the following motion was adopted:
Whereas , Clifton W. Parrish and Jean L. Parrish have petitioned the Board of Zoning Appeals for a
Sign Permit to allow for a monopole 10 x 30 (300 square feet), double-faced, (total of two (2) panels)
illuminated, off-site advertisement sign and , Whereas , we find no substantial detriment to adjacent
property, that the character of the zoning district will not be changed thereby, and that such use will be
in harmony with the purpose and intent of the Ordinance, I move the Sign Permit be granted with the
following condition:
1)Lighting will be top mounted .
Motion passed by a 6 to 0 vote (1 member was absent).
This concludes the Sign Case.
The meeting adjourned at approximately 7:20 p.m.
