VIRGINIA: The Adjourned Meeting of the Pittsylvania County Board of Supervisors
was held on Monday, September 15, 2015 in the General District Courtroom of the Edwin R.
Shields Addition in Chatham, Virginia. Brenda H. Bowman, Chair, called the meeting to order at
7:00 p.m. The following members were present:

Ms. Bowman announced that beginning with this meeting, the Board of Supervisors
meetings would be videoed through the remainder of the fiscal year and that there would be a
link on the County’s website to a YouTube site for citizens to view the meetings, or citizens
could just subscribe at the YouTube site for a notification each time a new meeting was uploaded
there.
Mr. Clarence C. Monday, County Administrator, Mr. J. Vaden Hunt, County Attorney,
Mr. Greg L. Sides, Assistant County Administrator for Planning & Development, Ms. Kim Van
Der Hyde, Director of Finance, and Ms. Rebecca Flippen, Deputy Clerk to the Board were also
present.
Ms. Bowman led the Pledge of Alliance.
Approval of Agenda
Motion was made by Mr. Snead, seconded by Mr. Barksdale, to approve the agenda,
which was unanimously approved by the Board.
Hearing of the Citizens
Barbara Hudson of the Callands-Gretna District stated Rosh Hashanah, the Jewish New
Year, which began at sunset Sunday, September 13, 2015, would end at nightfall that night,
September 15, 2015.
Deborah Dix of the Chatham-Blairs District commented that WOTUS, (Waters of the
U.S.) Clean Water Rule, under the EPA’s Clean Water Act, was liked by activist but disliked by
farmers.
This concluded the Hearing of the Citizens.
Consent Agenda
Motion was made by Mr. Barksdale, seconded by Mr. Barber, to approve the Consent
Agenda, which was approved by the Board of Supervisors.

Public Hearing
Rezoning Cases
Case 1: Warren McDowell & Nancy D. McDowell – Dan River Election District: R-15-028
Ms. Bowman opened the public hearing at 7:06pm. Mr. Shelton explained that Warren and
Nancy McDowell had petitioned to rezone a total of 4.50 acres, two (2) parcels of land, located
off State Road 956/Junior Dodson Road, in the Dan River Election District from R-1, Residential
Suburban Subdivision District to A-1, Agricultural District (to combine with the adjacent parcels
of land zoned A-1). The Planning Commission, with no opposition, recommended granting the
petitioners’ request. Warren McDowell was present to represent the petition. No one signed up
to speak and Ms. Bowman closed the hearing at 7:08pm. Motion was made by Mr. Snead,
seconded by Mr. Harville, to approve rezoning Case R-15-028 from R-1 to A-1 and the
following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr.
Blackstock-Yes; Mr. Barksdale-Yes; Mr. Hagerman-Yes; and Ms. Bowman-Yes. Mr. Snead’s
motion to rezone Case R-15-028 from R-1 to A-1 was unanimously approved by the Board.
Case 2: Howard Thomas Powell, Jr. & Ann S. Powell – Callands/Gretna Election District:
R-15-029
Ms. Bowman opened the public hearing at 7:10pm. Mr. Shelton explained that Howard Thomas
Powell, Jr., and Ann S. Powell had petitioned to rezone 15.93 acres, located off State Road
815/Gap Road (on Sunshine Acres), in the Callands-Gretna Election District from R-1,
Residential Suburban Subdivision District to A-1, Agricultural District (to allow for placement of
a second dwelling, a 2008 single-wide mobile home, to be used for the care of the elderly
parents). The Planning Commission, with no opposition, recommended granting the petitioners’
request. Ann Powell was present to represent the petition. No one signed up to speak and Ms.
Bowman closed the hearing at 7:11pm. Motion was made by Mr. Hagerman, seconded by Mr.
Harville, to approve rezoning Case R-15-029 from R-1 to A-1 and the following Roll Call Vote
was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr. Blackstock-Yes; Mr.
Barksdale-Yes; Mr. Hagerman-Yes; and Ms. Bowman-Yes. Mr. Hagerman’s motion to rezone
Case R-15-029 from R-1 to A-1 was unanimously approved by the Board.
This concluded the public hearings.
Presentations
Senator William “Bill” Stanley was present to accept a Letter of Appreciation the Board
of Supervisors had approved at their August 3, 2015 Board meeting; however Senator Stanley
was unable to attend to receive due to work conflicts. The letter formally thanks Senator Stanley
for the legal services he provided pro bono publico with ACLU prayer lawsuit, Barbara Hudson
v. Pittsylvania County, Virginia and Board of Supervisors of Pittsylvania County, Virginia.
Senator Stanley thanked the Board, telling them he had been honored in representing the County.
Pete Boswell, Chief Animal Control Officer for Pittsylvania County, informed the Board
of Supervisors there would be an “October Adoption Fest” held at the County’s animal facility
located at 382 Rainbow Drive, Dry Fork, on Saturday, October 10, 2015 between the hours of
11:00am – 3:00pm. Chief Boswell stated that for a $5 fee, a pet (dog) could be adopted that
would be: (1) spayed/neutered; (2) Up-to-date on shots; and (3) microchipped. Chief Boswell
stated there would also be a rabies clinic held from 1:00pm – 3:00pm and for a $5 fee, people
could bring their dogs and receive a one (1) year rabies vaccination.

Laurie Moran, Executive Director for the Danville-Pittsylvania County Chamber of
Commerce, presented the Chamber’s FY 2014/15 annual report.
Katie Millner, CSA Coordinator for Pittsylvania County, presented the Community
Policy Management Team (CPMT)’s Quarterly Report, noting to the Board all Team members
were in compliance with their attendance.
Unfinished Business
At their meeting on September 15, 2015, the Board of Supervisors were presented
information from Greg Sides, Assistant County Administrator for Planning & Development, and
Joseph Craddock, Halifax Residency Area Land Use Engineer/Assistant Resident Engineer with
the Virginia Department of Transportation (VDOT), concerning VDOT’s new project
prioritization system based on General Assembly legislation referred to as HB2 (House Bill no.
2). HB2 1887 revised how VDOT projects are funded. Local governments and Planning District
Commissions can submit applications for highway related projects that address needs identified
in a long range statewide multi-modal plan known as VTRANS2040. Mr. Sides stated then he
would be returning to the Board on September 15th with a Resolution of Support to accompany
the applications for the two most viable projects:
1. Climax Road Improvements – widen Climax Road and Piney Road to 20 foot minimum
and overlay with surface treatment. VDOT has already widened a 1.94 mile section, so
the new project can be considered Phase II.
2. Mount Cross Road, Tunstall High Road and Stoney Mill Road Intersection Improvements
– improve traffic flow and safety at this busy intersection that involves school traffic,
local traffic and commercial traffic. This intersection has been previously studied by
VDOT and recommendations are available.
Motion was made by Mr. Blackstock, seconded by Mr. Hagerman, to approve Resolution 2015-
09-02, which was unanimously approved by the Board.

New Business
Mr. Monday explained the County Administration Office had received a letter from the
Pittsylvania County Health Department requesting permission to retain a portion of the local
monies remaining at year-end. The amount requested of $35,000 would be used to install more
modern telecommunication systems in the Pittsylvania County Health Department to better
service the residents of the county and to expand community outreach by undertaking a
comprehensive community wide health assessment. The Health Department will be returning
approximately $30,000 of unspent 2014-2015 local funds to the County. The County staff wishes
to utilize these funds to help offset costs associated with the County’s financial advisor since no
funds were budgeted in the 2016 budget for this purpose. Motion was made by Mr. Harville,
seconded by Mr. Snead; approve the Pittsylvania County Health Dep artment’s request to retain
$35,000 of the local portion of year-end balance to be used in FY 2016 budget and to
reappropriate a total of $30,000 to the Financial Advisory Services line item (100-4-011010-
56593). This motion required a 10-Day Layover.
Motion was made by Mr. Blackstock, seconded by Mr. Barber; amend the State Library
Grant budget and appropriate $5,269 for an additional library grant the County received as
follows:

Motion was made by Mr. Harville, seconded by Mr. Snead, to approved a Proclamation
declaring October as Countywide Cleanup during October 2015 in Pittsylvania County, noting
the proclamation contained a special action by the Board of Supervisors for the citizens to bring
in any of their trash to the landfill Friday, October 23, 2015 from 7:30am until 3:30pm AND
from 10:00am until 2:00pm on Saturday, October 24, 2015, waiving the tipping for the citizens
to bring in their trash to the landfill. The County is only limited by the items it can take in at the
landfill that must be non-hazardous and permitted under the County’s permit. The following

motion was unanimously approved by the Board.
Board Announcements
Mr. Hagerman reminded everyone the Climax Sorghum Festival would be held Saturday,
September 22, 2015 and the Callands Fall Festival would be held Saturday, October 3, 2015.
Mr. Barber suggested that due the impending closing of Miller Brewery in Eden, North
Carolina, that perhaps Mr. Monday should draft a letter to the County’s U.S. Representative
(Congressman Hurt and U.S. Senators Kaine and Warner) on how this closing would have a
large adverse economic impact for our local area in hopes they could gain more support for the
Congress to pass the Commonsense Permitting for Job Creation Act, and perhaps the County
contact the City of Eden and Rockingham County, NC for their staffs to do the same. Ms.
Bowman directed the County Administrator to draft Mr. Barber’s requested letters.
Ms. Bowman reminded everyone of the Pittsylvania County Community Action’s
Banquet on September 17, 2015; NAACP’s banquet on Saturday, September 26, 2015; of the
School Board’s Candidate Forum on Friday, September 18, 2015 at 3:00pm; the Danville-
Pittsylvania County Chamber of Commerce’ annual cookout on Tuesday, September 29, 2015;
and the Board of Supervisors’ Candidate Breakfast on 7:30am October 7, 2015 at the Olde
Dominion Agricultural Complex.
Reports by County Administrator
Mr. Monday stated the County has been reviewing applications for the Temporary
Shelter position in hopes to soon fill that position; and staff is also reviewing applications as they
are received for the Shelter Manager position.
