VIRGINIA: The Adjourned Meeting of the Pittsylvania County Board of Supervisors
was held on Tuesday, March 17, 2015 in the General District Courtroom of the Edwin R. Shields
Addition in Chatham, Virginia. Brenda H. Bowman, Chair, called the meeting to order at 7:00
p.m. The following members were present:

Mr. Clarence C. Monday, County Administrator, Mr. J. Vaden Hunt, County Attorney,
Mr. Greg L. Sides, Assistant County Administrator for Planning and Development, Mr. Odie H.
Shelton, Director of Code Compliance, and Ms. Rebecca Flippen, Deputy Clerk to the Board
were also present.
Ms. Bowman led the Pledge of Alliance.
Approval of Agenda
Motion was made by Mr. Snead, seconded by Mr. Barber, to approve the agenda with the
following additions:
(a) CPMT Attendance Report (report only, no action to be taken)
(b) Appointment to the Danville Community College Board of Trustees
(c) Appointment to the Regional Industrial Facilities Authority
Mr. Snead’s motion was unanimously approved by the Board.
The Honorable Danny Turner, Mayor for the City of Martinsville, Virginia, presented
Chair Bowman and Mr. Snead, Martinsville Bulldogs Boys High School jerseys and caps to wear
during the Board meeting, honoring the friendly agreement that Chair Bowman and Mr. Snead
would wear Martinsville’s jerseys/caps should the Martinsville Bulldogs defeat the Dan River
Wildcats for the 2015 2A Boys High School Basketball State Championship.
Hearing of the Citizens
Jason Andrews from the Callands-Gretna District offered a word of prayer.
Wayne Robertson of the Chatham/Blairs District, and Pittsylvania County School Board
representative for the Chatham/Blairs District, stated he understood the Board of Supervisors’
position on funding the schools and thanks the Board for their support.
Karen Maute of the Westover District stated she was looking forward to the Board of
Supervisors working together towards Economic Development and updating the Comprehensive
Plan; that she hoped the venue for the joint meeting between the Board of Supervisors and the
Planning Commission would be a neutral location; and asked the Board of Supervisors to
consider revising the proposed resolution concerning support for vertic ally integrated poultry
operations development in Pittsylvania County.
Deborah Dix made comments opposing the development of vertically integrated poultry
operations development in Pittsylvania County and questioned some of the statements made in
the Poultry Feasibility Study.
This concluded the Hearing of the Citizens.

BOYS & GIRLS CLUB WEEK
March 22-28, 2015
Whereas, the young people of Pittsylvania County, Virginia, are tomorrow’s leaders; and
Whereas, many such young people need professional youth services to help them cope with a
wide range of social and financial hardships; and
Whereas, the Chatham Unit of the Boys & Girls Clubs of the Danville Area organization is
providing services to more than 100 young people annually; and
Whereas, the Boys & Girls Clubs are at the forefront of efforts in academic success, healthy
lifestyles and good character and leadership; and
Whereas, the Boys & Girls Club organizations in our state help ensure that our young people
keep off the streets, offering them a safe and supportive place to go and providing them with
quality programs; and
Whereas, the Boys & Girls Clubs of Pittsylvania County will celebrate National Boys & Girls
Club Week, along with some 4,100 Clubs and more than four million young children and
teenagers; then
Now, Therefore, Be It Resolved, that the Pittsylvania County Board of Supervisors do hereby
proclaim March 22 through March 28, 2015 as Boys & Girls Club Week in Pittsylvania
County, and call on our citizens to join in recognizing and commending the Boys & Girls Club
organizations in our state for providing comprehensive, effective services to young people in our
communities.

“Counties Moving America Forward:
The Keys are Transportation and Infrastructure”
Whereas, counties move America forward by building infrastructure, maintaining roads and
bridges, providing health care, administrating justice, keeping communities safe, running
elections, managing solid waste, keeping records and much more; and
Whereas, Pittsylvania County and all counties take pride in their responsibility to protect and
enhance the health, welfare and safety of its residents in efficient and cost-effective ways; and
Whereas, through National Association of Counties President Riki Hokama’s “Transportation
and Infrastructure” initiative, NACo is encouraging counties to focus on how they have
improved their communities through road projects, new bridges, building new facilities, water
and sewer improvements and other public works activities; and
Whereas, in order to remain healthy, vibrant, safe and economically competitive, America’s
counties provide transportation and infrastructure services that play a key role in everything
from residents’ daily commutes to shipping goods around the world; and

across the country to actively promote their own programs and services to the public they serve;

Whereas, Pittsylvania County has invested in the future economic growth and stability of its

planning activities with the Virginia Department of Transportation and innovative workforce
development programs in partnership with the Pittsylvania County School System; then
Now, Therefore, Be It Resolved, that the Pittsylvania County Board of Supervisors do hereby
proclaim April 2015 as National County Government Month and encourage all county
officials, employees, schools and residents to participate in county government celebration
activities.

NATIONAL ANIMAL CONTROL APPRECIATION WEEK
April 12th – April 18th, 2015
Whereas, the National Animal Control Association has designated the second week in April each
year as Animal Control Appreciation Week; and
Whereas, the various Federal, State, and Local Government Officials throughout the Country
takes this time to recognize, thank, and commend all Animal Control Officers for the ded icated
service they provide to the Citizens, various Public Safety, Public Service Agencies and
Departments throughout the Country; and
Whereas, the Pittsylvania County Board of Supervisors would like to express its sincere thanks
and appreciation for the outstanding service the Pittsylvania County Animal Control Department
who risk their lives and spend huge amounts of personnel resources including time away from
family and friends while serving the public like all other public safety and law enforcement
agencies involved and empowered with the same duties; and
Whereas, the Pittsylvania County Board of Supervisors recognizes and commends the Animal
Control Officers for the many dedicated and long hours of service they perform in serving this
community, and for fulfilling their commitment to providing the highest and most efficient level
of service; and
Whereas, the Pittsylvania County Board of Supervisors wishes to commend each and every
Animal Control Officer for their service, which is in keeping with the long and distinguished
tradition of the Animal Control Profession; and

NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK
April 12th – 18th, 2015
Whereas, emergencies can occur anytime that require police, fire or emergency medical
services; and
Whereas, when an emergency occurs the prompt response of police officers, firefighters and
paramedics is critical to the protection of life and preservation of property; and

Whereas, the safety of our police officers and firefighters is dependent upon the quality and
accuracy of information obtained from citizens who telephone the Pittsylvania County E-911
Communications Center; and
Whereas, Public Safety Dispatchers are the first and most critical contact our citizens have with
emergency services; and
Whereas, Public Safety Dispatchers are the single vital link for our police officers and
firefighters by monitoring their activities by radio, providing them information and insuring their
safety; and
Whereas, Dispatchers in Pittsylvania County Emergency Management have contributed
substantially to the apprehension of criminals, suppression of fires and treatment of patients;
and
Whereas, each dispatcher, the unseen individual providing a calm voice when emergencies
arise, has exhibited compassion, empathy, and professionalism, keeping our county and citizens
safe, and providing moral support to citizens in distress; and
Whereas, each dispatcher has exhibited compassion, understanding and professionalism during
the performance of their job in the past year; then
THEREFORE, BE IT HEREBY PROCLAIMED that the Pittsylvania County Board of
Supervisors proclaims the week of April 12th through 18th, 2015 to be National
Telecommunications Week in Pittsylvania County, Virginia, in honor of the men and women
whose diligence and professionalism keep our County and citizens safe.

Shadow Day - Monday, April 13, 2015
Whereas, National Job Shadowing Day is championed by the Bureau of Labor Statistics and
many other organizations; and
Whereas, Job Shadowing is an academically motivating activity designed to give young people
the unique opportunity of an up-close look at the world of work and provide the answer to the
commonly asked question, “Why do I have to learn this?”; and
Whereas, Job Shadowing provides job seekers and youth a unique look into different industries
and careers within those industries. It’s a great way to learn from others in the role, gain
perspective from their experience, and get a true feel for that particular job, company and
industry without the pressures of an actual interview. It’s a great way to learn more about what
makes the company work; and
Whereas, Job shadowing is about three things: Education, Information, and Involvement. The
experience is interactive and provides a good education about the opportunity, information
about the companies and the culture, and provides an opportunity for the person job shadowing
to be involved; and
Whereas, on April 13, 2015, members of the Pittsylvania County Youth Commission will be
participating in Job Shadowing at local businesses to include Gretna Centra Medical Center,
Dewberry, Reynolds-Clark Development, the Pittsylvania County Sheriff’s Department, the Star
Tribune, Attorney Sandra Gilstrap-Chinn, Steve Padgett Honda, and others; then
Now, Therefore, Be It Resolved, that the Pittsylvania County Boards of Supervisors do hereby
proclaim Monday, April 13, 2015, as Pittsylvania County Youth Commission Shadow Day.

RESOLUTION
2015-03-02
WHEREAS, Susan Worley is a native of Climax who graduated from Gretna High
School and received a bachelor’s degree from Averett College; and
WHEREAS, a former teacher for Pittsylvania County Schools, Ms. Worley started
working at the Altavista Journal in 1981 covering Pittsylvania County, including the Board of
Supervisors, School Board, Gretna Town Council, and Hurt Town Council; and
WHEREAS, Susan Worley joined the Chatham Star-Tribune in 1990 and has received
numerous awards for news and feature writing from the Virginia Press Association; and
WHEREAS, Ms. Worley is a longtime member of the Pittsylvania Historical Society,
Chatham Rotary Club, and the Merchants Association of Gretna. Furthermore, Susan Worley
helped organize the Gretna Christmas Parade, the Old Timers’ Jubilee, and Fourth of July events
for many years; and
WHEREAS, Susan Worley was named Gretna’s Citizen of the Year in 2007 by the
Merchants Association; and

WHEREAS, after 34 years of local news media service, Susan Worley will be retiring on
March 19, 2015; then
THEREFORE, BE IT HEREBY RESOLVED that the Pittsylvania County Board of
Supervisors expresses their sincere appreciation and special thanks to Ms. Susan Worley for her
journalistic professionalism, dedication to service and kindness to the citizens of Pittsylvania
County and the Board wishes her well in her future endeavors; and
BE IT FURTHER RESOLVED that a copy of this resolution be presented to Susan
Worley at her retirement reception on March 19, 2015.
Ms. Faith Stamps, Executive Director of the Boys & Girls Clubs of Danville and
Pittsylvania County was present to accept the proclamation from the Board, thanking them, and
gave the Board a brief summary of the services offered by the clubs and the number of children
serviced by the club in Pittsylvania County and the City of Danville.
Motion was made by Mr. Harville, seconded by Mr. Snead, to approve the proclamation
declaring April 2015 as Spring Cleanup Month in Pittsylvania County, and approving the
proclamation’s waiver of a landfill tipping fee waiver for the “Take Your Trash to the Landfill
On Us” from 7:30am until 3:30pm on Friday, April 17, 2015 and from 10:00am until 2:00pm on
Saturday, April 18, 2015 for citizens bringing their trash to the landfill on that day. The
following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr.
Blackstock-Yes; Mr. Barksdale-Yes; Mr. Hagerman-Yes; and Ms. Bowman-Yes. Mr. Harville’s
motion was unanimously approved by the Board.
Public Hearings
Rezoning Cases
Case 1: Rufus Randolph Duffer – Staunton River Election District: R-15-004
R-1, Residential Suburban Subdivision District to A-1, Agricultural District
Ms. Bowman opened the public hearing at 7:28pm. Mr. Shelton explained that Rufus Duffer had
petitioned to rezone a total of 102.89 acres, two (2) parcels of land, located on SR 685/Telegraph
Road, in the Staunton River Election District from R-1, Residential Suburban Subdivision
District to A-1, Agricultural District (to combine with the adjacent parcels of land zoned A-1 for
agricultural use). The Planning Commission, with no opposition recommended granting the
petitioner’s request. Richard Armstrong was present to represent the case and no one signed up
to speak. Ms. Bowman closed the hearing at 7:29pm. Motion was made by Mr. Blackstock,
seconded by Mr. Barksdale to approve rezoning Case R-15-004 from R-1 to A-1 and the
following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr.
Blackstock-Yes; Mr. Barksdale-Yes; Mr. Hagerman-Yes; and Ms. Bowman-Yes. Mr.
Blackstock’s motion to rezone Case R-15-004 from R-1 to A-1 was unanimously approved by
the Board.

Presentations
On behalf of the Virginia Law Enforcement Professional Standards Commission
(VLEPSC), Sheriff Steve Draper from the City of Martinsville, Virginia, presented Sheriff Mike
Taylor with an award plaque, honoring the Pittsylvania County Sheriff’s Department’s
achievement for re-accreditation.
David Hoback, the new Executive Director for the West Piedmont Planning District
(WPPD), gave a briefly familiarized the Board of Supervisors on the role of the WPPD.
Unfinished Business
At the Board of Supervisors’ meeting on March 2, 2015, a motion was made by Mr.
Barksdale, seconded by Mr. Snead, for the reappropriation of $34,749.48 as follows: $120.00 to
Indigent Court Cost (100-4-012210-3152), $15.48 to County Attorney-Office Supplies (100-4-
012210-6001), $38.56 to Finance-Office Supplies (100-4-012430-6001), $29.98 to Purchasing-
Office Supplies (100-4-012530-6001), $199.67 to Clerk of Courts-Copier Lease (100-4-021600-
60051), $4,000.00 to Sheriff-DARE Supplies (100-4-031200-6002), $60.00 to Sheriff-Parts

Barksdale’s motion was unanimously approved by the Board.
New Business
No action came from the Personnel Committee that met at 5:00pm on March 17, 2015.
Motion was made by Mr. Blackstock, seconded by Mr. Barksdale, to award a contract
proposal to PFM Group as financial advisors for Pittsylvania County, for 3 years with a possible
2-one year renewals. PFM Group services included in the negotiations but not limited to other:
For typical advisory services that are not related to the issuance of bonds, PFM is
proposing an annual retainer at $30,000 payable quarterly in arrears. This retainer
allows PFM professionals to be available to address the County’s needs, including:
An annual meeting with the County to discuss all proposed debt obligations for the year
and review of existing debt that could be refunded and reduce debt service.
General discussions with the rating agencies concerning the County and briefing the
County on any expected changes or focus by the rating agencies.
A review of proposals from banks and underwriters, and recommendations to the County
that may or may not result in a financing.
Periodic reviews of the changes being implemented in conjunction with the Dodd Frank
Act such as continuing disclosure, and the MA rules.
Updates on the municipal market, new financing options and strategies that relate to the
proposed capital needs of the County.
Development of the financing portion of the CIP that would consider five years of future
debt and deliver proposed debt service costs for debt and the impact on the County’s
debt ratios.
Development and maintenance of an Operational Budgeting Model.
Regular dialogue between staff and PFM on financial matters that arise during the course
of the year.
Presentations to the Board of Supervisors, as needed, to update the Board on financial
matters described above.
Transactional Related Fees
For bond sale related activities, PFM proposes a flat transaction completion fee that would
depend upon the credit of the transaction and other factors as shown in the following matrix:
Mr. Blackstock’s motion was unanimously approved by the Board.
Motion was made by Mr. Barber, seconded by Mr. Snead, to appropriate $340,000.00
from unappropriated General Funds for compactor site contracts for Sandy River Medical Center
Road and Callahan’s Hill Roads. This motion required a 10-Day Layover.
Motion was made by Mr. Barber, seconded by Mr. Harville, to award compactor site
contracts for Sandy River Medical Center Road and Callahan’s Hill Roads to Concrete
Foundations, Inc. in the amount of $340,000.00, which was unanimously approved by the Board.
Motion was made by Mr. Harville, seconded by Mr. Barber, to approve staff notifying the
Virginia Department of Transportation of the Board’s intent to abandon a section of old Hwy 58
(in front of 820 Grays Park Road), which was unanimously approved by the Board.
Motion was made by Mr. Blackstock, seconded by Mr. Harville, to approve Resolution
2015-03-03, supporting Agribusiness Development that would include vertically integrated
poultry operations. After discussion, Mr. Barksdale requested the last paragraph of the
resolution be amended, after the phrase …”more fully promote”… to state “commercial
development that promotes job opportunities and enhance tax revenues in Pittsylvania County”,
and remove …”commercial development that benefits, promotes and enhances the health, safety,
and general welfare of Pittsylvania County”… Mr. Blackstock amended his motion to include
Mr. Barksdale’s amendment to the resolution, and Mr. Harville seconded. The Board agreed by
a 6 to 1 vote to approve the amended resolution, with Mr. Hagerman opposing.

RESOLUTION
2015-03-03
VIRGINIA: At an adjourned meeting of the Board of Supervisors of Pittsylvania
County, Virginia, held in the General District Courtroom of the Edwin R. Shields Courthouse
Addition in Chatham, Virginia on Tuesday, March 17, 2015, the following resolution was
presented and adopted:
WHEREAS, Pittsylvania County, as the largest landmass county in the Commonwealth
of Virginia, is by nature a very rural county; and
WHEREAS, farming and farm enterprises have historically been the root of the
County’s economic success; and
WHEREAS, farming in the County generates nearly $1 billion dollars in economic
impact and employees nearly 7,000 persons on a yearly basis; and
WHEREAS, Agriculture and Forestry are the Commonwealth of Virginia’s largest
industries; and
WHEREAS, the County’s geographic location, climate, utility services, road and rail
infrastructure, soils, and farmer expertise are uniquely poised to support new and emerging
agriculture enterprises; and
WHEREAS, the County applied for and received a Planning Grant from the Governor’s
Agriculture and Forestry Industries Development Fund to study the feasibility and impacts of
locating a vertically integrated poultry operation to the County, which demonstrated the
substantial, positive economic development benefits that would accrue to the County and region;
and
WHEREAS, the County Board of Supervisors has supported the farming community in
the past through numerous resolutions in favor of agriculturally related projects; then
BE IT HEREBY RESOLVED that the Board of Supervisors of Pittsylvania County,
Virginia, fully supports the continued efforts of t he farming community and the County’s Office
of Agribusiness Development to encourage the diversification of our farm enterprises by
engaging with vertically integrated agricultural operators along with independent agribusinesses,
to more fully promote commercial development that promotes job opportunities and enhances
tax revenue in Pittsylvania County.
Motion was made by Mr. Harville, seconded by Mr. Snead, to approve Resolution 2015-
03-04 for FY15 Tobacco Commission Special Projects – Megasite Program, and to authorize the
submittal of the tobacco grant application, which was unanimously approved by the Board.

FACILITY AUTHORITY

WHEREAS, Pittsylvania County has been impacted by the decline of the tobacco
industry causing a negative impact on economic development and growth throughout the
County, and
WHEREAS, the Tobacco Indemnification and Community Revitalization Commission
has developed a Megasite Grant Program to help tobacco related localities to change and
revitalize their economy, and

WHEREAS, grants from the Tobacco Indemnification and Community Revitalization
Commission will assist Pittsylvania County in transforming its economy to replace the decline in
the tobacco agro-business community, then
BE IT HEREBY RESOLVED, that the Board of Supervisors of Pittsylvania County
authorizes the submission of a grant application to the FY2015 Special Projects Megasite Grant
Program for Electrical Transmission Line Relocation for the Berry Hill Regional Industrial Park
being developed by the Danville-Pittsylvania Regional Industrial Facility Authority and
authorizes the County Administrator to file this application and all necessary correspondence
relating to the Tobacco Indemnification and Community Revitalization Commission required by
this grant and to be responsible for the accuracy of the application and for the appropriate use of
funds, should they be granted.
Motion was made by Mr. Harville, seconded by Mr. Blackstock, for staff to setup a joint
meeting with the City of Danville Council and the Board of Supervisors, with updates to all
members of both entities on economic development, which was unanimously approved by the
Board.

Motion was made by Mr. Hagerman, seconded by Mr. Snead, to appoint John Meade to
the Danville Community College Board of Trustees for a four (4) year term, beginning July 1,
2015 until June 30, 2019, which was unanimously approved by the Board.

Subject: Animal Shelter
Purpose: Discussion or consideration of acquisition of real property
for a public purpose where discussion in an open meeting

The Board unanimously approved Mr. Snead’s motion and they entered into Closed Session at
8:35pm.

Session, which was unanimously approved by the Board.
