Regular Meeting
VIRGINIA: The Regular Meeting of the Pittsylvania County Board of Supervisors was
held on Monday, March 2, 2015 in the General District Courtroom of the Edwin R. Shields
Addition in Chatham, Virginia. Elton W. Blackstock, Vice- Chair, called the meeting to order at
7:00 p.m. The following members were present:
Tim R. Barber Tunstall District
Coy E. Harville Westover District
James H. Snead Dan River District
Jerry A. Hagerman Callands-Gretna District
Jessie L. Barksdale Banister District
Mr. Blackstock made the following statement: “In compliance with Virginia Code §2.15,
the Deputy Clerk is to record into the minutes that Chair Bowman, due to illness, is legal ly
remotely participating in tonight’s (March 2, 2015) Pittsylvania County Board of Supervisors’
meeting, via telephone, from her home located at 300 Bowman Drive, Dryfork, Virginia, 24549.
Chair Bowman has authorized me, Elton Blackstock, as Vice-Chairman, to lead tonight’s
meeting. Please be aware that Chair Bowman will be remotely participating in only the regular
portion of tonight’s meeting and not the Closed Session portion. Finally, please note that a
quorum of the Board of Supervisors is physically assembled at the primary meeting location, and
arrangements have been made for Chair Bowman’s voice to be heard via speakerphone by all
persons in attendance at tonight’s primary meeting location.”
Mr. Clarence C. Monday, County Administrator, Mr. J. Vaden Hunt, County Attorney,
and Ms. Rebecca Flippen, Deputy Clerk to the Board were also present.
Mr. Blackstock led the Pledge of Alliance.
Approval of Agenda
Motion was made by Mr. Snead, seconded by Mr. Barber, to approve the agenda and the
following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr.
Barksdale-Yes; Mr. Hagerman-Yes; Ms. Bowman-Yes; and Mr. Blackstock-Yes. Mr. Snead’s
motion was unanimously approved by the Board.
Hearing of the Citizens
Richard Shumate of the Westover District offered a word of prayer. Afterwards, Mr.
Shumate questioned if any of the money borrowed for school renovations was being paid back;
and made comments opposing integrated poultry complexes in the county.
This concluded the Hearing of the Citizens

Motion was made by Mr. Barber, seconded by Mr. Barksdale to approve the Consent
Agenda.

RESOLUTION
2015-03-01
WHEREAS, the Pittsylvania County Board of Supervisors, during the development of a
comprehensive plan for the future of Pittsylvania County, realized a need for emergency and

regular medical care facilities to be located in the urbanizing areas of Pittsylvania County,
included but not limited to, the incorporated areas of the Towns of Chatham, Gretna, and Hurt
and with the arrival of the new Gretna Medical Center by Centra, it is further realized that
advanced medical equipment needs to be located in Pittsylvania County; and
WHEREAS, Mobile Magnetic Resonance Imaging (MRI) is a non -invasive imagining
technology that produces three dimensional detailed anatomical images without the use of
damaging radiation and is often used for disease detection, diagnosis for both diseases and
injuries, and treatment monitoring; and
WHEREAS, the closest locations for MRI imaging is currently more than 35-60 miles
away from many of the residents in Pittsylvania County; and
WHEREAS, having MRI technology at the new Gretna Medical Center two days a week
will eliminate health disparities in our community and provide the citizens a choice of healthcare
providers and achieve health equity; therefore
BE IT HEREBY RESOLVED that the Board of Supervisors supports Centra Health in
their application for a Certificate of Public Need to the Virginia State Health Commission for
Mobile Magnetic Resonance Imaging (MRI) services to be located at the Gretna facility
proposed by Centra Health in Pittsylvania County.

Proclamation
AMERICAN RED CROSS MONTH
March 1-31, 2015
Whereas, American Red Cross Month is a special time to recognize and thank our Everyday
Heroes-those who reach out to help people in need; and
Whereas, American Red Cross heroes assist their communities in a variety of ways, such as
donating blood or visiting injured service members; and
Whereas, the Board of Supervisors would like to remember its heroes here in Pittsylvania
County who help people in need, tirelessly assisting their neighbors; and
Whereas, across the country and around the world, the American Red Cross responds to
disasters; and
Whereas, our communities can depend on the American Red Cross; and
Whereas, the Pittsylvania County Board of Supervisors dedicates the month of March to those
who support the American Red Cross mission to prevent and alleviate human suffering in the
face of emergencies; and
Whereas, the citizens of Pittsylvania County are encouraged, especially during this special
month, to support the humanitarian mission of the American Red Cross and help their fellow
citizens by donating their time and resources; then
Now, Therefore, as the Board of Supervisors of Pittsylvania County, we hereby proclaim March
2015 as American Red Cross Month in Pittsylvania County.

NATIONAL AGRICULTURE DAY
March 18, 2015
"AGRICULTURE: SUSTAINING FUTURE GENERATIONS"
WHEREAS, agriculture development in Pittsylvania County is one of the major economic
resources of the County and ranks in the top 10 of Agribusiness Counties in the Commonwealth;
and

WHEREAS, the Virginia Department of Agriculture and Consumer Services suggests this a
perfect opportunity to give credit to the farmers of our state and county; and
WHEREAS, National Agriculture Day is an important celebration in Virginia because
agriculture is the Commonwealth’s largest industry that contributes $55 billion to the state’s
economy each year, and over $62 million in agriculture receipts based on crops and livestock in
Pittsylvania County; and
WHEREAS, agriculture in the Commonwealth is a diversified industry with products
encompassing livestock, field crops, fruits, vegetables, poultry, dairy, aquaculture, vineyards,
and more; and the mild climate and rich soil of Virginia provide an environment in which crops
are harvested nearly year-around; and
WHEREAS, in the 1960s one farmer supplied food for 25.8 persons in the U.S. and abroad.
Today, one farmer supplies food for 155 people in the U.S. and abroad; and
WHEREAS, every Virginian should understand how food, fiber and renewable resource
products are produced and should value the essential role of agriculture in maintaining a strong
economy, and appreciate the role Virginia agriculture plays in providing safe, abundant, and
affordable products; and
WHEREAS, because only two percent of the population is engaged in production of agriculture,
basic knowledge about and experience with the industry is on the decline, and Nati onal
Agriculture Day helps young people to understand and consider career opportunities in the
agriculture, food and fiber industries; then
BE IT HEREBY PROCLAIMED by the Pittsylvania County Board of Supervisors that March
18, 2015 be proclaimed “National Agriculture Day” in Pittsylvania County and all citizens of
Pittsylvania County are encouraged to thank a farmer for the products they provide which enrich
our daily lives and urges parents, grandparents, and educators to inform young children on the
importance of local agriculture and to consider career opportunities in the agriculture, food and
fiber industries.
Unfinished Business
At their meeting on February 17, 2015, a motion was made by Mr. Blackstock, seconded
by Mr. Barksdale, to approve Altavista RS’s request for $10,000.00 to enable them to acquire
three (3) additional portable radios. This Board voted to begin the required 10-Day Layover
process which has now been met and the following Roll Call Vote was recorded: Mr. Harville-
Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr. Blackstock-Yes; Mr. Barksdale-Yes; Mr. Hagerman-
Yes; and Ms. Bowman-Yes. The Board unanimously approved Mr. Blackstock’s motion.
New Business
The Finance Committee met at 5:00pm on Monday, March 2, 2015 and the following
motion came as a recommendation to the full Board of Supervisors: The Finance Committee
moved the Pittsylvania County Board of Supervisors hold two separate public hearings to be held
at the Pittsylvania County Schools’ Cultural Center at 7:00pm on Monday, March 23, 2015 to (1)
received public input on the FY2015-2016 proposed Pittsylvania County School Budget totaling
$92,571,081, and (2) received public input on the FY 2015-2016 proposed Pittsylvania County
Budget totaling $176,206,294.00, noting that the County budget does not propose a tax increase.
The following Roll Call Vote was recorded: Mr. Harville-No; Mr. Barber-No; Mr. Snead-Yes;
Mr. Barksdale-Yes; Mr. Hagerman-Yes; Ms. Bowman-Yes; and Mr. Blackstock-Yes. The
Finance Committee’s motion passed by a majority 5-2 vote of the Board, with Mr. Harville and
Mr. Barber opposing.
Motion was made by Mr. Snead, seconded by Mr. Harville, to approve and appropriate a
total of $1,402,031.00 in additional grant funds from the Virginia Community College System
for the Workforce Investment Act for a Job Driven National Emergency grant that would be used
to serve the dislocated worker population in the area. The following Roll Call Vote was
recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr. Barksdale-Yes; Mr.
Hagerman-Yes; Ms. Bowman-Yes; and Mr. Blackstock-Yes. Mr. Snead’s motion was
unanimously approved by the Board.
Motion was made by Mr. Barksdale, seconded by Mr. Snead, for the reappropriation of
$34,749.48 as follows: $120.00 to Indigent Court Cost (100-4-012210-3152), $15.48 to County
Attorney-Office Supplies (100-4-012210-6001), $38.56 to Finance-Office Supplies (100-4-

012430-6001), $29.98 to Purchasing-Office Supplies (100-4-012530-6001), $199.67 to Clerk of
Courts-Copier Lease (100-4-021600-60051), $4,000.00 to Sheriff-DARE Supplies (100-4-
031200-6002), $60.00 to Sheriff-Parts (100-4-031200-6030), $500.00 to B&G-Building Supplies
(100-4-043100-6007), $1,349.00 to Recreation-Capital Outlay-Equip. (100-4-071100-8102),
$371.93 to Library-Postage (100-4-073100-5210), $.34 to Library-Telephone (100-4-073100-
5230), $652.74 to Library-Building Supplies (100-4-073100-6007), $125.85 to Youth
Commission (100-4-081200-5696), $27,215.93 to WIA-Other Operating (251-4-353853-6014),
$70.00 to WIA-Other Operating (251-4-353855-6014). This motion required a 10-Day Layover.
Motion was made by Mr. Harville, seconded by Mr. Barber, to approve a Farmers’
Market Lease between the Pittsylvania County Board of Supervisors and the Olde Dominion
Agricultural Foundation. The following Roll Call Vote was recorded: Mr. Harville-Yes; Mr.
Barber-Yes; Mr. Snead-Yes; Mr. Barksdale-Yes; Mr. Hagerman-Yes; Ms. Bowman-Yes; and
Mr. Blackstock-Yes. Mr. Harville’s motion was unanimously approved by the Board.
The Honorable Michael W. Taylor, Sheriff for Pittsylvania County, and Angela
Freedman from the Virginia Attorney General’s Office appeared before the Board about a
program sponsored by the Virginia Attorney General’s Office called Virginia Rules. Ms.
Freedman explained that Virginia Rules is an educational program especially designed to help
instructors, parents and students under the law as it applies to teens in their everyday lives.
Sheriff Taylor stated the Pittsylvania County Sheriff’s Office participates in this program and
one aspect of the program is a training camp. The cost of the training camp for 10 participants is
$5,000, of which Virginia Rules funds will pay 100%. Motion was made by Mr. Barber,
seconded by Mr. Snead, to approve the $5,000.00 of grants funds from Virginia Rules and
authorize the County Administrator to sign any necessary documentation. The following Roll
Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr. Barksdale-Yes;
Mr. Hagerman-Yes; Ms. Bowman-Yes; and Mr. Blackstock-Yes. Mr. Barber’s motion was
unanimously approved by the Board.
Motion was made by Mr. Harville, seconded by Mr. Barber, for staff to draft a pro
poultry industry resolution that would be brought back to the Board at their next meeting on
March 17, 2015. The following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes;
Mr. Snead-Yes; Mr. Barksdale-Yes; Mr. Hagerman-Yes; Ms. Bowman-Yes; and Mr.
Blackstock-Yes. Mr. Harville’s motion was unanimously approved by the Board.
Board Announcements
Mr. Harville asked the County Administrator to set up a joint meeting between the
Pittsylvania County Board of Supervisors and the Pittsylvania County Planning Commission.
Ms. Bowman ended her meeting via telephone with the Board of Supervisors.
Closed Session
Motion was made by Mr. Harville, seconded by Mr. Barber to enter into Closed Session
for the following:
(a) Legal Authority: §2.2-3711(A)(3) of the Code of Virginia, 1950, as amended
Subject: Animal Shelter
Purpose: Discussion or consideration of acquisition of real property
for a public purpose where discussion in an open meeting
would adversely affect the bargaining position or
negotiating strategy of the public body.

Purpose: Discussion concerning a prospective business or industry or
the expansion of an existing business or industry where no
previous announcement has been made of the business’ or
industry’s interest in locating or expanding its facilities in
the community.
Mr. Harville’s motion was unanimously approved by the Board, with the exception of Ms.
Bowman, who was absent from this portion of the meeting, and the Board present entered into
Closed Session at 8:02pm.
Motion was made by Mr. Harville, seconded by Mr. Barber to re-enter into Open Session.
PITTSYLVANIA COUNTY BOARD OF SUPERVISORS
CERTIFY CLOSED MEETING
BE IT RESOLVED that at a Regular Meeting of the Pittsylvania County Board of
Supervisors on Monday, March 2, 2015, the Board hereby certifies by a recorded vote that to the
best of each board member’s knowledge only public business matters lawfully exempted from
the open meeting requirements of the Virginia Freedom of Information Act and identified in the
motion authorizing the closed meeting were heard, discussed or considered in the closed
meeting. If any member believes that there was a departure from the requirements of the Code,
he shall so state prior to the vote indicating the substance of the departure. The statement shall
be recorded in the minutes of the Board.

Motion was made by Mr. Harville seconded by Mr. Snead, to adjourn, which was
unanimously approved by the Board. The meeting ended at 8:33 pm.
