VIRGINIA: The Adjourned Meeting of the Pittsylvania County Board of Supervisors
was held on Tuesday, October 21, 2014 in the General District Courtroom of the Edwin R.
Shields Addition in Chatham, Virginia. Jessie L. Barksdale, Chairman, called the meeting to
order at 7:00 p.m. The following members were present:

Mr. Clarence C. Monday, County Administrator, Mr. J. Vaden Hunt, County Attorney,
Mr. Greg L. Sides, Assistant County Administrator for Planning & Development, Mr. Odie H.
Shelton, Jr., Direct of Code Compliance, and Ms. Rebecca D. Flippen, Deputy Clerk to the
Board, were also present.
The Pledge of Allegiance was led by Chairman Barksdale.
Approval of Agenda
Motion was made by Mr. Blackstock, seconded by Mr. Snead, to approve the agenda,
which was unanimously approved by the Board
Hearing of the Citizens
No one signed up to speak.
Consent Agenda
There were no Consent Agenda items.
Public Hearings
Rezoning Cases
Case 1: Lizzie M. Doss – Staunton River Election District R-14-038
Mr. Barksdale opened the public hearing at 7:04pm. Mr. Shelton explained that Lizzie M. Doss
had petitioned to rezone 96.00 acres, located on SR 637/County Club Road, in the Staunton
River Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural
District (to allow for a second dwelling on the property-the old house was being converted to
storage). The Planning Commission, with no opposition, recommended granting the petitioner’s
request. Mr. James P. Kent, of Kent & Kent Law Firm, was present to represent the case. No
one signed up to speak and Mr. Barksdale closed the hearing at 7:06pm. Motion was made by
Mr. Blackstock, seconded by Mr. Barber, to approve rezoning Case R-14-038 from R-1 to A-1
and the following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-
Yes; Mr. Blackstock-Yes; Ms. Bowman-Yes; Mr. Hagerman-Yes; and Mr. Barksdale-Yes. Mr.
Blackstock’s motion was unanimously approved by the Board.

Case 2: Scotty D. Bailess & Carolyn C. Bailess – Staunton River Election District R-14-039
Mr. Barksdale opened the public hearing at 7:07pm. Mr. Shelton explained that Scotty and
Carolyn Bailess had petitioned to rezone a total of 0.96 acre of land, located on SR 668/Grit
Road, in the Staunton River Election District from R-1, Residential Suburban Subdivision
District to A-1, Agricultural District (to allow for a pre-manufactured steel carport with lean-to
shelters to remain on the vacant parcel of land where it is currently located). The Planning
Commission, with no opposition, recommended granting the petitioners’ request. Mr. Bailess
was present to represent the petition and no one signed up to speak. Mr. Barksdale closed the
hearing at 7:08pm. Motion was made by Mr. Barksdale, seconded by Mr. Snead, and the
following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr.
Blackstock-Yes; Ms. Bowman-Yes; Mr. Hagerman-Yes; and Mr. Barksdale-Yes. Mr.
Blackstock’s motion was unanimously approved by the Board.
This concluded the Rezoning Cases.
Public Hearings
Public Hearing to receive citizen input to receive citizen input on proposed amendment to
Pittsylvania County Code (“PCC”) to PCC §2-22; Running at Large Restrictions, of the
PCC to include Pin Oak Lane, Carter Drive, and Bowe Street in the Westover Election
District.
Mr. Barksdale opened the public hearing at 7:11pm. Mr. Monday explained staff received a
petition from residents of Pin Oak Lane, Carter Drive and Bowe Street requesting the Board of
Supervisors designate these roads from Hwy 58 East until reaching the Berry Hill Road with
Running at Large Restrictions per Chapter 2-22 of the Pittsylvania County Code. After reviewing
and comparison to the recorded plat, 14 (56% percent) of the landowners of the proposed
controlled area had signed the petition letters in favor of establishing an animal controlled area.
(25 eligible landowners with 14 owners’ signatures in favor of a controlled area.) The petition
met the requirements of Chapter 2-22(b) of the Pittsylvania County Code and the public hearing
had been lawfully advertised. No one signed up to speak and Mr. Barksdale closed the hearing
at 7:11pm. Motion was made by Mr. Harville, seconded by Ms. Bowman, to approve amending
Pittsylvania County Code Section 2-22 to include Pin Oak Lane, Carter Drive and Bowe Street
from Hwy 58 East until reaching the Berry Hill Road and the following Roll Call Vote was
recorded: Mr. Harville-Yes; Mr. Barber-Yes; Mr. Snead-Yes; Mr. Blackstock-Yes; Ms.
Bowman-Yes; Mr. Hagerman-Yes; and Mr. Barksdale-Yes. Mr. Harville’s motion was
unanimously approved by the Board.
This concluded the Public Hearings.
Unfinished Business
At their October 6, 2014 meeting a motion was made by Mr. Snead, seconded by Mr.
Barber, to approve the reappropriation of funds as follows: $51.33 to County Attorney-Office
Supplies (100-4-012210-6001), $16.00 to Finance-Printing (100-4-012430-3500), $15.00 to
Finance-Office Supplies (100-4-012430-6001), $199.67 to Clerk of Courts-Copier Lease (100-4-
021600-60051), $10.00 to Sheriff-Subsistence & Lodging (100-4-031200-5530), $29.01 to
Sheriff-Fuel (100-4-031200-6008), $1,011.31 to Sheriff-Parts (100-4-031200-6030), $717.20 to
Sheriff-Labor (100-4-031200-6031), $379.50 to Extradition (100-4-033100-5550), $20.00 to
Animal Control-Donations (100-4-035100-5883), $20.00 to CPMT-Office Supplies (100-4-

Telephone (520-4-042400-5230). Mr. Snead’s motion required a 10-Day Layover that had now
been met and the following Roll Call Vote was recorded: Mr. Harville-Yes; Mr. Barber-Yes;
Mr. Snead-Yes; Mr. Blackstock-Yes; Ms. Bowman-Yes; Mr. Hagerman-Yes; and Mr.
Barksdale-Yes. Mr. Snead’s motion was unanimously approved by the Board.
New Business
Motion came from the Solid Waste Committee to approve using $430,000.00 in the Solid
Waste budget to proceed with improvements on the Callahan Hill and 839 Compactor sites, and
to move forward with the Sandy River site, with was unanimous approved by the Board.
Motion was made by Mr. Snead, seconded by Mr. Blackstock, with SunTrust Bank to
purchase 8 school buses for the Pittsylvania County Public Schools lease and appropriate
$672,610.00 to Fund 210 for the purpose of purchasing 8 school buses and have these funds
maintained by the Treasurer’s Office, noting the 2015 lease payment has already been
appropriated to the School Board’s 2015 budget. Mr. Snead’s motion was unanimously
approved by the Board.
Mr. Monday explained that The Town of Chatham has applied for Revenue Sharing
Project funds through the VDOT Fiscal Year 2015-2016 Revenue Sharing Program. This
application is requesting an allocation of Revenue Sharing funds up to $35,000.00, and the Town
of Chatham intends to provide up to $35,000.00 as its match of funds. The application’s project
is for the repair and replacement of broken or damaged sidewalks along Main Street in the
downtown area of the Town. Council for the Town of Chatham has already voted to support their
match of funds for the Revenue Sharing request from VDOT. According to VDOT, the Town of
Chatham cannot apply directly for Revenue Sharing. The Revenue Sharing Program project
identified in the application would have to be administered by Pittsylvania County. Motion was
made by Ms. Bowman, seconded by Mr. Hagerman, to approve Resolution 2014-10-07 and
authorize the County Administrator to sign all necessary documentation for this Revenue Sharing
application, which was unanimously approved by the Board.

RESOLUTION
2014-10- 07
At the adjourned meeting of the Pittsylvania County Board of Supervisors held in the General
District Courtroom in Chatham, Virginia on October 21, 2014, on a motion by Brenda H.
Bowman, seconded by Jerry A. Hagerman, the following resolution was adopted by a vote of 7
to 0.
WHEREAS, The Virginia Department of Transportation Revenue Sharing Program
states that Towns not maintaining their own streets may not directly apply for Revenue Sharing
Funds, but may include their request as part of a package submitted by the County in which they
are located; and

WHEREAS, the Pittsylvania County Board of Supervisors desires to submit an
application for an allocation of funds of up to $35,000.00 through the Virginia Department of
Transportation Fiscal Year 2015-2016 Revenue Sharing Program, on behalf of the Town of
Chatham; and
WHEREAS, the Chatham Town Council has committed to provide up to $35,000.00 as
its local match of these funds requested to repair and replace sidewalks in the downtown area;
then
NOW, BE IT HEREBY RESOLVED, that the Board of Supervisors of Pittsylvania
County hereby supports this application on behalf of the Town of Chatham for an allocation of
up to $35,000.00 through the Virginia Department of Transportation Revenue Sharing Program,
with the understanding that the required matching funds will be provided by the Chatham Town
Council; and
BE IT FURTHER RESOLVED, that the Board of Supervisors of Pittsylvania County
authorizes the County Administrator to execute the project application agreements for the
approved revenue sharing project, with the understanding that the Chatham Town Manager or
Chatham Clerk of Council will provide all necessary project administration agreements and
documentation to the County Administrator.
Board Announcements
Ms. Bowman stated citizens brought 6.31tons of household trash to the landfill during
the “Take Your Trash to the Landfill On Us” from 7:30am until 3:30pm on Friday, October 17,
2014 and from 10:00am until 2:00pm on Saturday, October 18, 2014, and that the Board’s
waiving of tipping fees for citizens bringing their trash to the landfill on those days came to a
County cost of $258.71, and reminded everyone that that the County-wide Fall Cleanup would
continue through the remainder of October.
County Administrator’s Reports
Mr. Monday reminded the Board of Supervisors of the upcoming 2015 Regional
Comprehensive Economic Development Strategy (CEDS) and to be looking over the existing
CEDS, and to advise staff of any changes or additions to the upcoming 2015 CEDS they would
like to see submitted.
Adjournment
Motion was made by Mr. Barber, seconded by Mr. Harville, to adjourn, which was
unanimously approved by the Board. The meeting adjourned at 7:25pm.
