Economic Development Strategic Planning Session
VIRGINIA: The Special Session of the Pittsylvania County Board of Supervisors was held on
Wednesday, October 7, 2014 at the Historic Research Center and Library (former Train Depot) at 340
Whitehead Street in Chatham, Virginia. Jessie L. Barksdale, Chairman, called the meeting to order at
6:03 p.m. The following members were present:
Jessie L. Barksdale Banister District - Present
Coy E. Harville Westover District - Absent
James H. Snead Dan River District - Present
Brenda H. Bowman Chatham-Blairs District - Present
Jerry A. Hagerman Callands-Gretna District - Absent
Elton W. Blackstock Staunton River District - Present
Tim R. Barber Tunstall District - Absent
Mr. Clarence C. Monday, County Administrator, Mr. J. Vaden Hunt, County Attorney, Mr.
Otis S. Hawker, Assistant County Administrator of Operations, Mr. Greg L. Sides, Assistant County
Administrator for Planning & Development, and Ms. Rebecca D. Flippen, Deputy Clerk to the Board,
were also present.
Approval of Agenda
Motion was made by Mr. Snead, seconded by Ms. Bowman, to approve the agenda, which was
unanimously approved by the Board with the exception of Mr. Harville, Mr. Hagerman, and Mr.
Barber who were absent.
Work Session
Dr. Martha Walker, Ph.D., Extension Specialist on Community Viability, Virginia Cooperative
Extension of the Virginia Tech Department of Agriculture and Applied Economics, facilitated the
work session, having the Board and staff work in groups to identify goals that would drive the
economic development team. After Dr. Walker summarized the Board and staff identified objectives
from their October 1, 2014 work session, the Board and staff form groups to develop goals and
objectives that would create, engage, and support an economic development team with a proactive
staff work plan. With each goal, the groups detailed objectives that required strategies, resources
needed, identified responsible parties, timelines, and what the expected outcome would be.
Mr. Barksdale directed County Administrator that a summary of all three work sessions be
compiled and presented at the November 3, 2014 Board of Supervisors meeting to allow for the public
to be informed of what was discussed and allow for comments by the full Board of Supervisors.
Adjournment
Motion was made by Mr. Snead, seconded by Mr. Blackstock, to adjourn, which was
unanimously approved by the Board, with the exception of Mr. Harville and Mr. Barber who were
absent. The meeting adjourned at 9:10pm.
