Pursuant to Virginia Code §15.2-2507, the Board of Supervisors of Pittsylvania County will hold a public hearing to hear citizen input on proposed amendments to the county budget for fiscal year 2016. Proposed Budget Amendments 2015-2016 REVENUES Current Budgeted Revenues $ 173,309,354.00 School Carryovers 1,184,156.49 County Carryovers (Including Landfill) 768,233.66 Unassigned Fund Balance 5,052,927.09 Proposed Amended Revenues $ 180,314,671.24 EXPENDITURES Current Budgeted Expenditures $ 173,309,354.00 School Operating Budget 1,184,156.49 County Operating Budget 818,310.75 Landfill Operating Budget 36,050.00 Debt Service-Payment of Principal 4,945,000.00 Animal Shelter Project 21,800.00 Proposed Amended Expenditures $ 180,314,671.24 (a) Animal Shelter Project Appropriations –At the Board’s 08-18-2015 meeting, a motion was made by Mr. Harville, seconded by Mr. Snead, for the appropriation of $39,800 for the Animal Shelter Project. This motion required a 10-Day Layover that has now been met. Requires a Roll Call Vote. (b) Animal Shelter Manager Salary/Benefits Appropriation - At the Board’s 08-18-2015 meeting, a motion was made by Mr. Harville, seconded by Mr. Snead, for the appropriation of $68,127.09 for the Animal Shelter Manger position salary and fringe benefits. This motion required a 10-Day Layover that has now been met. Requires a Roll Call Vote. (c) Use of Unassigned Fund Balance to pay down $4,945,000 Outstanding Debt - Requires a Roll Call Vote. (d) Encumbered/Discretionary Carryover Funds - Requires a Roll Call Vote. (e) Pittsylvania County Schools Carryovers - Requires a Roll Call Vote. UNFINISHED 7. FY 2014/15 Year-End Budget Amendments - At the Board’s 08-18-2015 meeting, a motion was made by Mr. Blackstock, seconded by Mr. Harville, which required a 10-Day Layover that has now been met. Requires a Roll Call Vote. 8. Summary of Refunding Transaction –Kim Van Der Hyde, Director of Finance PRESENTATIONS 9. Pittsylvania County Health Department – Dr. Matthew Arroyo, MPH Acting Health Director, will cover the Health Department’s 2014/15 accomplishments 10. Introduction of Pittsylvania County Parks & Recreation Program Coordinator – Corey Stephens NEW BUSINESS 11. Request for Public Hearing – Proposed Amendment to Chapter 2.2-22; Running At Large Restriction in Designated Areas, of the Pittsylvania County Code, to include Jasper Wood Road located in Hurt, Virginia. 14. Request for Public Hearing – Proposed Amendment to Chapter 6-6.3; Property Exempt by Classification or Designation, of the Pittsylvania County Code, to include Blanche’s Closet: Community Mission, owned by The First Baptist Church of Gretna, located in Gretna, Virginia. 15.
