2014 -09 -03
VIRGINIA: At a regular meeting of the Board of Supervisors of Pittsylvania County, Virginia, held in
the General District Courtroom of the Edwin R. Shields Courthouse Addition in Chatham, Virginia on Tuesday,
September 2, 2014, the following resolution was presented and adopted:
WHEREAS, Pittsylvania County, as the largest landmass county in the Commonwealth of Virginia, is
by nature a very rural county; and
WHEREAS, farming and farm enterprises have historically been the root of the County's economic
success; and
WHEREAS, farming in the County generates nearly $1 billion dollars in economic impact and employs
nearly 7,000 persons; and
WHEREAS, the County's farmers and farming families are extremely successful in their enterprises;

WHEREAS, diversification in our agricultural enterprises today, reflects the rich history in farming and
innovative agribusiness initiatives that collectively will produce the food and fiber for all Americans in the
future; and
WHEREAS, the County's geographic location, climatology, utility services, road and rail infrastructure,
soils, and farmer expertise are uniquely poised to support new and emerging agriculture enterprises; and
WHEREAS, the County Board of Supervisors has supported the farming community and our farming
constituents in the past by signing numerous resolutions in favor of a multitude of agriculturally related
projects; then
BE IT HEREBY RESOLVED, that the Board of Supervisors of Pittsylvania County, Virginia, fully
supports the continued efforts of the farming community and the County's Office of Agribusiness
Development to encourage the diversification of our farm enterprises by engaging and soliciting integrated
agriculture establishments, along with independent agribusinesses, in their future considerations for
commercial development that benefits, promotes and enhances the health, safety, and general welfare of the
citizens of Pittsylvania County.

BACKGROUND:
Pittsylvania County has supported agricultural development through the formation of an Agriculture
Development Board and through a Director of Agricultural Development, Mr. Fred Wydner, who is
responsible for promoting existing agricultural operations and looking for new agricultural development
opportunities to bring new jobs and income to the County.
As Mr. Wydner meets with existing and prospective agribusiness operations, it is beneficial to be able to
demonstrate support for agricultural enterprises by the Pittsylvania County Board of Supervisors. A Board of
Supervisors resolution is one way to show this broad support. The proposed resolution is not specific to any
one agricultural opportunity and does not mean that the Board would not be able to follow normal review and
approval processes as future projects are developed.
RECOMMENDATION:
Staff recommends that the Board of Supervisors approve Resolution 2014- 09 -03, supporting and encouraging
diversified agribusiness enterprises in Pittsylvania County.

agricultural education and encourage others to consider the great career opportunities in agricultural education.
Attached hereto, is a Proclamation from the Pittsylvania County Board of Supervisors declaring September 25,
2014 as National Teach Ag Day in Pittsylvania County.
Staff recommends the Board of Supervisors approves the attached Proclamation and authorize that a copy be
forwarded to Jessica Jones, Agricultural Science Educator and FFA Advisor with the Pittsylvania County Public
Schools, and to all necessary news media.

Proclamation
Teaching Ag: It's more than just a career ... It's a way of life.
WHEREAS, over 12, 000 secondary and post - secondary agricultural educators teach in over
7,500 public middle schools and high schools in the United States; and
WHEREAS, approximately one million students receive agricultural education in the United
States; and
WHEREAS, more than 500, 000 of these students are members of the National Future Farmers of
America (FFA) Organization; and
WHEREAS, more than 700 Ag teachers will retire over the next three years, while 100+ new Ag
programs opened during the 2012 -2013 academic year, expanding the national teacher shortage in
agricultural education, causing many agricultural education programs to suffers from lack of qualified
teachers; and
WHEREAS, The National Association for Agricultural Educations, on the behaf of the National
Council for Agricultural Education, is organizing National Teach Ag Day on September 25, 2014 as one
component for the National Teach Ag Campaign; and
WHEREAS, the goal of National Teach Ag Day is to have every agricultural educator in
America teaching a lesson to encourage their students to consider a career in agricultural education; and
WHEREAS, Ag educators share their passion for agriculture by creating lessons that are hands -
on, reaching students of all abilities and interests through diverse curriculum options and engaging
delivery methods by working with new and emerging agriculture, food and natural resource technology;
and
WHEREAS, agricultural educators contribute a strong and effective education in public schools;
and
WHEREAS, a student's growth and future are positively impacted by the dedication and quality
teaching of agricultural educators; then
NOW, THEREFORE, BE IT PROCLAMED that the Pittsylvania County Board of Supervisors
proclaims September 25, 2014 as National Teach Ag Day in Pittsylvania County, Virginia, and wishes to

Over the years, the Pittsylvania County Board of Supervisors has approved requests to purchase service weapons
issued members of the Pittsylvania County Sheriff's Office upon their retirement.
DISCUSSION:
Attached hereto, is a letter from the Honorable Mike Taylor, Sheriff of Pittsylvania County, requesting approval
from the Board of Supervisors that retiring Lieutenant Suzanne D. Holland be allowed to purchase her issued
service weapon. §59.1- 148.3, Purchase of Handguns of Certain Officers, of the Code of Virginia, 1950, as
amended, covers the circumstances pertaining to officers being allowed to purchase their issued service weapons
and Sheriff Taylor's request meets all the requirements of the State code. (See attached).
Staff recommends the Board of Supervisors approve Sheriff Taylor's request that retiring Lieutenant Holland be
allowed to purchase her issued service weapon.

VIRGINIA: The Regular Meeting of the Pittsylvania County Board of Supervisors was
held on Monday, August 4, 2014 in the General District Courtroom of the Edwin R. Shields
Addition in Chatham, Virginia. Jessie L. Barksdale, Chairman, called the meeting to order at
7:01 p.m. The following members were present:

Hearing of the Citizens
Matthew Speck of the Staunton River District thanked the Board for their continued stand
on the public prayer issue and then offered a word of prayer.
Jeff Hand of the Callands- Gretna District made comments from several resources
claiming various damages that occurred from the addition of fluoride to public water systems and
asked that the Board help stop the spending of money by other entities to add fluoride to public
water.
This concluded the Hearing of the Citizens.

Public Hearing
The Virginia Department of Transportation (VDOT) and the Board of Supervisors of
Pittsylvania County, in accordance with §33.1 -70.01 of the Code of Virginia, 1950, as amended,
conducted a joint public hearing for the purpose to receive public comment on the proposed
Secondary Six -Year Plan for Fiscal Years 2015 through 2020 in Pittsylvania County and on the
Secondary System Construction Budget for Fiscal Year 2015. Kenneth Martin, Residency
Maintenance Manager for Pittsylvania/Halifax Counties; Joseph Craddock, Area Land Use
Engineer /Assistant Residency Administrator for Pittsylvania/Halifax Counties and Randy
Hamilton, Director of Planning and Investment Management, from VDOT were present,
explaining the plan was for allocations for constructions and not a construction plan itself. Mr.
Craddock read the advertised projects. Mr. Barksdale opened the public hearing at 7:20pm. No
one signed up to speak and Mr. Barksdale closed the public hearing at 7:21pm. Motion was
made by Mr. Harville, seconded by Mr. Blackstock, to approve the Secondary Six -Year Plan for
Fiscal Years 2015 through 2020 in Pittsylvania County and on the Secondary System
Construction Budget for Fiscal Year 2015, and authorize the County Administrator to sign all
necessary documentation. The following Roll Call Vote was recorded: Mr. Harville -Yes; Mr.
Barber -Yes; Mr. Snead -Yes; Mr. Blackstock -Yes; Ms. Bowman -Yes; Mr. Hagerman-Yes; and
Mr. Barksdale -Yes. Mr. Harville's motion was unanimously approved by the Board.
Presentations
The Board of Supervisors presented Donna Meeks, who retired July 1, 2014 from her
position as the Purchasing Manager for Pittsylvania County, with a plaque in appreciation of her
36 years of services with Pittsylvania County.
Ms. Laurie Moran, Executive Director for the Danville - Pittsylvania Chamber of
Commerce, presented the Chambers' 2013/14 Business Services Report.
New Business
The Legislative Committee met at 4:30pm on August 4, 2014 and presented the following
recommendations to the Board of Supervisors:
(a) Hold a public hearing at the regular meeting in September for a proposed amendment
to Section 6 -3.1. Local County Tax Exemption, that would incorporate Sec. 6 -3.1 (C);
Household Goods Exemption from Taxation. The Committee's motion was seconded
by Mr. Blackstock, which was unanimously approved by the Board.
(b) Hold a public hearing at the regular meeting in September to revise Land Use Form 2
to incorporate clarifications on what type of documentation is required and what types
of documents are acceptable and not acceptable when filing Land Use Revalidation
Form 2. Mr. Harville stated instead of this section ending in "and so forth ", he
wanted "sales receipt or cancelled check" included on the form. Ms. Bowman made
a motion, seconded by Mr. Blackstock, to hold the public hearing with the changes
recommended by the committee that also included Mr. Harville's request, which was
unanimously approved by the Board.

The Legislative Committee also referred revisions of concerning the Revalidation Late
Fee to the Agricultural Development Board for their review and comments for that board's next
meeting on Thursday, August 28, 2014 and directed the County Attorney to attend that meeting.
Lastly, the Legislative Committee directed the County Attorney to draft a proposed By-
Law revision that would include participating in public meetings from remote locations for the
Board of Supervisors' review at a later date.
The Tri- County Lakes Administrative Commission (TLAC) has respectfully requested
the Counties of Bedford, Campbell, Franklin, and Pittsylvania to endorse the provisions of H.R.
4976 as being essential for the protection of private property rights for owners of shoreline
property along the nation's hydro - electric property. Motion was made by Mr. Harville, seconded
by Mr. Hagerman, to (1) approve Resolution 2014- 08 -03, endorsing the United States Congress
H.B. 4976 to require the Federal Energy Regulatory Commission to minimize the infringement
on the exercise and enjoyment of private property rights when issuing hydro - electric power
licenses, and for other purposes; and (2) authorize the County Administrator to sign the
resolution and forward it to TLAC. Mr. Harville's motion was unanimously approved by the
Board.
Motion was made by Mr. Harville, seconded by Mr. Snead, to approve the
reappropriation of funds as follows: : $60.00 to County Attorney - Office Supplies (100 -4-
012210- 6001), $199.67 to Clerk of Courts - Copier Lease (100 -4- 021600 - 60051), $506.00 to
Sheriff -Parts (100 -4- 031200- 6030), $300.00 to Sheriff -Labor (100 -4- 031200 - 6031), $11,395.92

Appointments
Motion was made by Mr. Harville, seconded by Mr. Snead, to ratify the re- appointment
of Jessie Barksdale as the Banister District representative to the Danville - Pittsylvania
Community Services Board of Directors for a term date of July 1, 2013 through June 30, 2016,
which was unanimously approved by the Board.
Motion was made by Ms. Bowman, seconded by Mr. Hagerman, to approve the
following appointments to the Pittsylvania County Youth Commission and the Advisory
Committee members for terms beginning immediately and ending August 1, 2015, which was

Added Items
Motion was made by Mr. Snead, seconded by Mr. Barber, to approve continuing to fund
100% of the KeyCare 30 insurance plan for all enrolled employees, noting the renewal rates from
Anthem included a 4.7% increase over the rates used for FY2014 and was anticipated so funds
had already been appropriated to the approved County Budget to cover this cost. Mr. Snead's
motion was unanimously approved by the Board.
Motion was made by Mr. Harville, seconded by Mr. Barber, to appropriate $12,918.34 to
the Rescue Billing Fund, noting this fund operates solely on the payments received from the

Board Announcements
Condolences were given to Mr. Snead on the passing of his sister, to Mr. Barksdale in the
passing of his uncle, and to the Zane Womack family as well as employees of the Chatham Star
Tribune on Mr. Womack's passing.
Mr. Barksdale thanked Mr. Monday, Mr. Sides and Ms. Van Der Hyde for all their help
in providing information for his State of the Region address.
County Administrator's Reports
Mr. Monday updated the Board on the status of food/food supplies procurement for the
Pittsylvania County Jail. Mr. Monday explained Section V on Cooperative Procurement in the
County's Procurement Policy allows the County to participate in the purchase of goods and
services through contracts awarded by other governmental bodies when: (i) the cooperative
procurement is in the best interest of the County; (ii) the cooperative procurement is based on
competitive procurement principles; and (iii) the cooperative procurement includes cooperative
language within the solicitation. Henry County solicited competitive bids for jail food in July
2014 and met all the provisions as per Section V on Cooperative Procurement, labeled as

"piggyback" provision. Dan Valley Foods was the lowest bidder and was awarded such a
contract for a six month term ending in December 2014. Staff intends to cooperatively
participate in Henry County's bid and thus contract with Dan Valley Foods for jail food
immediately through December 31, 2014. The County will initiate an IFB in November with the
goal of a longer overall term, with renewal options. Mr. Monday noted this will put the County
into compliance with the auditor's findings.
Mr. Monday introduced Ms. Connie Gibson as the County's new Purchasing Manager.

Hearing of the Citizens
Darlene Doss of the Callands /Gretna District offered a word of prayer. Ms. Doss then
commented she was opposed to phone -in of elected official to their scheduled meetings.
Phillip Lovelace of the Callands /Gretna District commented the respective boards needed
to be very careful when considering changes like those proposed from the setback study as there
were items that would adversely affect loans when buying homes, as well as property values, and
consequently, tax revenues.
Karen Maute of the Westover District thanked the Board and staff for the timely
responses she receives when sending emails, and stated she would like to see the County have
live streaming of board meetings on their website.
Debra Dix of the Chatham/Blairs District made comments opposing changes to the
setback ordinances. Ms. Dix felt farmers spreading bio- solids should be solely liable for any
imposed setbacks from property lines and not the residential landowner.

VIRGINIA: At the adjourned meeting of the Pittsylvania County Board of Supervisors held in
the General District Courtroom of the Edwin R. Shields Courthouse Addition in Chatham,
Virginia on Tuesday, August 19, 2014, the following resolution was presented and adopted:
WHEREAS, Section 33.1 -70.1 of the Code of Virginia, permits the hard surfacing of
certain unpaved roads deemed to qualify for designation as a Rural Rustic Road; and
WHEREAS, any such road must be located in a low- density development area and have
no more than 1,500 vehicles per day; and

WHEREAS, the Board of Supervisors of Pittsylvania County, Virginia (`Board ") desires
to consider whether Route 694 (Davis Road), From: 0.8 miles east of Business 29 to 1.01 miles
east of Business 29, should be designated a Rural Rustic Road; and
WHEREAS, the Board is unaware of pending development that will significantly affect
the existing traffic on this road; and
WHEREAS, the Board believes that this road should be so designated due to its
qualifying characteristics; and
WHEREAS, this road is in the Board's six -year plan for improvements to the secondary
system of state highways.
NOW, THEREFORE, BE IT RESOLVED, the Board hereby designates this road a
Rural Rustic Road, and requests that the Residency Administrator for the Virginia Department of
Transportation concur this designation.
BE IT FURTHER RESOLVED, the Board requests that this road be hard surfaced and,
to the fullest extent prudent, be improved within the existing right -of -way and ditch -lines to
preserve as much as possible the adjacent trees, vegetation, side slopes, and rural rustic character
along the road in their current state.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to
the Virginia Department of Transportation Residency Administrator.

portion of 18.24 acres (approximately 1.28 acre) to A -1, Agricultural District. They had
also petitioned to rezone 1.00 acre from R -1, Residential Suburban Subdivision District

used as a cemetery for the Mt. Zion Baptist Church in Gretna, Virginia. This proposed
cemetery will be located at 261 Telegraph Road/State Road 685; GPIN # 2550 -72 -7423; Lot
12 in the Callands- Gretna District.
Mr. Barksdale opened the public hearing at 7:29pm. Mr. Monday explained that Mt. Zion
Baptist Church, located in Gretna, Virginia, plans to purchase 0.90 acre of land (GRIN #2550 -72-
7423, Lot 12) at 261 Telegraph Road/SR 685 for the purpose of forming a cemetery for the
church. Since this property is not adjacent to the church, an amendment to Chapter 5;
Cemeteries, of the Pittsylvania County Code is required to include the proposed cemetery for Mt.
Zion Baptist Church. No one signed up to speak and Mr. Barksdale closed the public hearing at

Public Hearing to receive citizen input on a proposed No Thru Truck Traffic Restriction
Engineering Study seeking alternate routes for truck traffic between Hwy 40 and Hwy 57,
more specifically for SR 605/Toshes Road (from Hwy 40 to SR 785/Lark Drive); SR
785/Lark Drive (from SR 605 Toshes Road to SR 750 Oxford Road); SR 750 /Oxford Road
(from SR 785/Lark Drive to SR 649 /Anderson Mill Road); SR 750 /Green Pond Road (from
SR 649 /Anderson Mill Road to Hwy 57); SR649 /Anderson Mill Road (from SR 750 /Oxford
Road to SR 799 /Climax Road); SR 649 /Anderson Mill Road (from SR 799 to US Hwy 29);
SR 790/Piney Road (from Hwy 40 to SR 799 /Climax Road); SR 799 /Climax Road (from /to
Hwy 57 to Hwy 40).
The Proposed Alternate Routes would be:
(1) For trucks to exit off RT 57 (Callands Road), heading north onto SR 969 (Sago Road);
continuing north until SR 969 (Sago Road) intersects with SR 626 (Museville Road);
continuing on SR 626 (Museville Road) until reaching Hwy 40.
(2) For trucks to exit off Hwy 40, heading south onto SR 626 (Museville Road) until
intersecting with SR 969 (Sago Road); and continuing south until reaching Hwy 57
(Callands Road).
Mr. Monday explained that in their meeting on July 17, 2012, the Board of Supervisors held a
public hearing for citizen input on a No Thru Truck Traffic Restriction proposal to be placed on
Green Pond Road/State Route 750 coming off of State Route 57 to its intersection with Anderson
Road/State Route 800 and along Anderson Road to its intersection with Climax Road/State
Route 799; thence north to Virginia State Route 40. The primary comments from citizens in
favor of the truck restrictions at that public hearing were Narrow roads were not made for
commercial truck traffic and concern to ensure safety of those travelling on roads and residents
of those roads. Cost estimates were developed by VDOT staff for road widening in certain areas,
estimated at several million dollars, depending on final defined scope of work. In recent months,
there has been much discussion about tractor trailer traffic on SR 799 /Climax Road and
intersecting roads thereof and discussion for engineering study concerning No Thru Truck
Traffic Restrictions could be performed by the Virginia Department of Transportation (VDOT).
At their May 5, 2014 meeting the Board approved sending a request to VDOT for a Speed Study
to be conducted in the Climax area. On August 15, 2014, the County Administrator's office
received the following Speed Study Summary from VDOT:
1. SR 649 /Anderson Mill Road; will be reduced to 45 MPH from SR 750 /Green
Pond Road to SR 799 /Climax Road
2. SR 750 /Green Pond Road; will be reduced to 45 MPH from SR 750 /Green Pond
Road to SR 799 /Climax Road
3. SR 790/Piney Road; will be reduced to 45 MPH from SR 799 /Climax Road to
HWY 40 /West Gretna Road
4. SR 799 /Climax Road; will be reduced to 45 MPH from HWY 40/West Gretna
Road to HWY 57 /Callands Road
5. SR 750 /Oxford Road; speed limit will remain the same
6. SR 804/Double Bridge Road; speed limit will remain the same

7. Other safety items to be implemented:
• Installation of additional curve warning signs in various locations
■ Refreshing of existing pavement markings
■ New speed limit signs are already up and alerts posted for awareness of
new speed limits
Mr. Monday further explained that the public hearing had been duly advertised. He told the
Board that No action was required tonight. However, it will take action by this Board, if it is the
will of the Board, to forward a formal Resolution to VDOT requesting a No Thru Truck Traffic
Restriction Engineering Study for the Proposed Alternate Route. If the Board opts to submit such
a request it is recommended that the County staff work with the VDOT staff to prepare the actual
resolution for the Board's consideration, and if the Board opts to submit such a request, it is an
intensive process, possibly taking up to nine months following receipt of the request. Mr.
Barksdale opened the public hearing at 7:36pm. The following persons spoke in opposition of
SR626/Museville Road and SR969 /Sago Road being used as alternate truck routes: Carol
Cooper, Joe David, Nathan Hammock, Tonya Finney; and Tommy Aylor; for the following
reasons: (1) traffic from the eight roads wanting restrictions to be feed into the Museville Road;
(2) the road is barely 18 -feet wide in the best areas; (3) no speed limit signs posted except in the
bad turns; (3) just the weekend prior to this public hearing an incident involving a commercial
truck blocked for through traffic for several hours; (4) concerns for safety in meeting trucks in
the narrow, winding roads that are unfamiliar with the area; and (5) the roads needed upgrading
already for the residential traffic there, which would be extremely expensive and if that would
done it still would not accommodate commercial truck traffic. Mr. Hammock also stated that
when he supported the idea of road improvements on the Museville and Sago Roads, he did not
realize the improvements were for the intent of making it an alternate truck route. The following
persons made comments opposed to restricting truck traffic and supported the lower speed limits:
Chad Shelton, Brad Fuller, Carolyn Moon, Roger Jefferson; Kenneth Scruggs; Chuck Angier;
and Tony Fox for the following reasons: (1) the problem has not been the trucks using the roads,
the problem has been speeding, primarily from the cars using the roads; (2) widening of the
Climax Road would solve the majority of the problem; (3) roads should not be closed anywhere
since that always hinders someone's business but road conditions need to be considered and
improved for everyone using the roads; (4) roads need to be kept open for commerce: (5)
anytime roads are restricted it places a greater burden on the roads left open for commercial
traffic. Letters were received in the County Administrator's office from the following persons
also in opposition of the advertised restrictions: Max Kendall; the Agricultural Development

in favor the implementing the No Thru Truck Traffic Restrictions based on their concerns for
safety, quality of life, and the roads not designed or safely suitable for commercial truck traffic:
Brenda Brooks; Brenda Amos; a letter from Skip Stroble read by Brenda Brooks; Lettie
Campbell; Anthony Campbell; and a letter from Arlene Pilcer read by Mary Edmunds. The
following persons spoke in approval of the recently reduced speed limits: Annegret Wiegmann
and Arthur Brunner. Janet Bishop, Chatham Town Council, asked the Board to be mindful of
unintended consequences in restricted traffic. Mary Catherine Plaster reminded the Board that
all of the areas involved in this issue: the Museville /Sago /Callands area; the Climax corridor; and
the Town of Chatham are all communities state and federally designated as historic communities.
No one else signed up to speak and Mr. Barksdale closed the hearing at 8:30pm. Mr. Hagerman
stated that the misconception of local trucks traveling the roads was not the problem; it was the
commercial trucks using the roads as thoroughfares that has been the issue; that he did not
misrepresent anything to anyone is this building at the hearing; and he did not want anyone in the

County to be hurt by truck traffic. Mr. Barksdale thanked everyone who came out to speak, that
the Board would not be taking any action that evening, and that the Board would be looking for
impacts of the reduced speed limits.

in any of their trash to the landfill Friday, October 17, 2014 from 7:30am until 3:30pm on AND
from 10:00am until 2:OOpm on Saturday, October 18, 2014, waiving the tipping for the citizens
to bring in their trash to the landfill. The County is only limited by the items it can take in at the
landfill that must be non - hazardous and permitted under the County's permit. The following

Motion was made by Mr. Snead, seconded by Mr. Harville, to approve approve Twin
Branch LP's request for reimbursement of Solid Waste Fees paid in the taxable year of 2013
totaling $5,040.00 and direct the Treasurer's Office to reimburse this amount to Twin Branch LP
for the following reason: The Pittsylvania County Board of Supervisors, under the terms and
provisions of § 58.1 -3916 of the Code of Virginia, 1950, as amended, implemented a Solid
Waste Fee of $5 per month per household to every owner or operator of any house, apartment,
rental house, rental residential unit, multiple residential unit, trailer camp or trailer court that
became effective July 1, 2012. This fee is billed twice a year with the regular Real Estate Tax
levy due December 5 t and June 50' each year. Effective July 1, 2013, Section 17 -13; Payment of
Solid Waste Fee, and as authorized by §15.2- 2159(A) of the Code of Virginia, 1950, as
amended, states "no fee shall be levied upon persons whose residential waste is not disposed of
in the County's landfill, provided said nondisposal is documented by the reasonable satisfaction
of the Commissioner of Revenue's Office, by the collector of generator of such waste. " Letters
addressed to the County Administrator's office and the Pittsylvania County Treasurer's office
from the Honorable Samuel W. Swanson, Jr., Commissioner of the Revenue for Pittsylvania
County in which Mr. Swanson states Twin Branch LP meets the requirements of Sec. 17 -13 and
Sections 58.1 -3990 of the Code of Virginia, 1950, as amended, for Twin Branch LP's request to
the Commissioner of Revenue's Office to be reimbursed $5,040.00 paid towards Solid Waste
Fees in the 2013 taxable year. Ms. Bowman made a substitute motion, seconded by Mr.
Hagerman, to table the issue until more information was available on the location of Twin
Branch L P, how many units were involved, and why the cost was so how. Ms. Bowman's
substitute motion failed by a 2 -5 vote, with Mr. Harville, Mr. Barber, Mr. Snead, Mr. Blackstock
and Mr. Barksdale in opposition. Mr. Snead's main motion to approve the refund passed by a 5-
2 majority vote, with Ms. Bowman and Mr. Hagerman in opposition.
Motion was made by Mr. Snead, seconded by Mr. Barber, to approve the appropriations
total of $881,531.93 in 2014 carryovers, which required a 10 -Day Layover. Mr. Blackstock
stated that he was in opposition of the $30,000 concerning the current animal facility, and the
additional $105,000 for the Blairs water /sewer line, and felt both of these items needs to be
referred back for discussion in the Finance Committee, and the animal facility money in the
Animal Welfare Facility Committee also.

Motion was made by Mr. Snead, seconded by Mr. Harville, to accept the Selective
Enforcement — Alcohol Grant (pass- through grant from the National Highway Safety
Administration for Federal Fiscal Year 2015) that includes $27,800 in federal funds and $13,900
local cash match for a total of $41,700, noting that funds not spend by June 30, 2015 would be
carried over into the FY 2015 -16 year, and that the $13,900 local match will come from the
Sheriffs Budget Line 100 -4- 031200- 600800- FuelsNehicles, and authorize the County
Administrator to sign all necessary documentation. Mr. Snead's motion was unanimously
approved by the Board.
Motion was made by Mr. Harville seconded by Mr. Blackstock, to appropriate an
additional $4,764.00 to the Commissioner of Revenue's part -time salary line (100-4-012310-
1300) due to an increase in state revenues for his office. The following Roll Call Vote was

Board Announcements
Ms. Bowman stated she would like another Board member to serve with her on the Youth
Advisory Committee for the Youth Commission and asked that any Board member interested to

Mr. Harville made comments and had pictures available of all the phone books thrown
out at the end of every driveway in the County. He stated he had made a complaint to Verizon
and the Richmond office about what an eyesore it was creating throughout the County.
Mr. Barksdale informed the Board that meetings were being organized with Dr. Martha
Walker for Strategic Planning Sessions.

At their August 19, 2014 meeting a motion was made by Mr. Snead, seconded by Mr. Harville, to approve Twin
Branch L P's request for reimbursement of Solid Waste Fees paid in the taxable year of 2013 totaling $5,040.00
and directed the Treasurer's Office to reimburse this amount to Twin Branch LP. The Board of Supervisors
approved Mr. Snead's motion.
The Honorable M. Kate Berger, Treasurer for Pittsylvania County, contacted the County Administrator's office
after the Board's action to note that the County must also refund not only the Solid Waste Fee paid by Twin Branch
L P, but also any penalty and interest paid as pursuant to §58.1 -3900. Refunds of local taxes erroneously paid, of
the Code of Virginia, 1950, as amended, and of Sec. 6 -6 -2. Refund of Local Taxes Assessed and Paid in Error, of
the Pittsylvania County Code. (see attached).
Since the Board only approved the tax amount paid of $5,040.00, the Board will also need to approve the penalty
and interest paid by Twin Branch L P, which was $504.00 — late payment penalty; and $92.58 in interest. The total
refund due Twin Branch L P is $5636.58.
RECOMMENDATION:
Staff recommends the Board of Supervisors amend their action of August 19, 2014 to approve Twin Branch L P's
request for reimbursement of Solid Waste Fees paid in the taxable year of 2013, including any penalty and interest
charged, totaling $5636.58, and authorize the Treasurer for Pittsylvania County to refund this amount to Twin
Branch L P. This amended motion would require a Roll Call Vote.

The Board of Supervisors approved the refund of the amount of $5040.00 to Twin Branch L.P. The Code of Virginia and
the PCC says that we must refund the tax paid together with any penalties and interest. See the Virginia Code Section
and PCC below. The amount approved by the Board does not include the penalty and interest paid by Twin Branch L.P
$5040.00 assessed solid waste fee, penalty for late payment $504.00 and interest of $92.58 for a total paid of
$5636.58. Since the Board just approved the base amount but the Virginia Code provides for it all I feel that since the
Commissioner of Revenue asked the Board to approve it that we should have had the Board's motion state for $5040.00
and at least have said plus any interest and penalty or give those amounts. I want to make sure the Board understands
that it is more than $5040.00 that will be refunded. For this reason I have requested that Rebecca put this matter on the
Board Agenda under Old Business. In the future if this occurs it would be best if the motion has at very least plus any
penalty and interest in it so everyone is on the same page.
§ 58.1 -3990. Refunds of local taxes erroneously paid.
The governing body of any city or county may provide by ordinance for the refund of any local taxes or classes
of taxes erroneously paid. If such ordinance be passed, and the commissioner of the revenue is satisfied that he
has erroneously assessed any applicant with any local taxes, he shall certify to the tax - collecting officer the
amount erroneously assessed. If the taxes have not been paid, the applicant shall be exonerated from payment of
so much thereof as is erroneous, and if such taxes have been paid, the tax- collecting officer or his successor in
office shall refund to the applicant the amount erroneously paid, together with any penalties and interest paid
thereon.
When the commissioner of the revenue who made the erroneous assessment has been succeeded by another
person, such person shall have the same authority as the commissioner making the original erroneous
assessment provided he makes diligent investigation to determine that the original assessment was erroneously
made and certifies thereto to the local tax- collecting officer and to his local governing body.
No refund shall be made in any case when application therefor was made more than three years after the last
day of the tax year for which such taxes were assessed; that however, if any tax is declared to be
unconstitutional by a court of competent jurisdiction, the governing body may grant a refund of such tax
hereunder to all taxpayers, for those years to which the court proceeding was applicable.
(Code 1950, § 58- 1152.1; 1958, c. 71; 1960, c. 547; 1974, c. 362; 1976, c. 690; 1977, c. 99; 1978, c. 789; 1979,
c. 517; 1984, c. 675.)
SEC. 6 -6.2. REFUND OF LOCAL TAXES ASSESSED AND PAID IN ERROR.
This Ordinance is made pursuant to Section 58.1 -399 (C), Code of Virginia of 1950, as amended.
Purpose:
To provide for an expeditious and inexpensive remedy against taxes which have been erroneously
assessed and collected.
BE IT HEREBY ORDAINED, that any person, firm or corporation assessed by the Commissioner
of Revenue, or other official performing the duties imposed on Commissioners of Revenue by law,
with local taxes on tangible personal property, machinery and tools, or merchants' capital, or a local
license tax, aggrieved by any such assessment, may, within three (3) years from the last day of the

tax year for which such assessment is made, apply to the Commissioner of Revenue or such other
official who made the assessment for a correction of such assessment made in error.
If the Commissioner of Revenue is satisfied that he has erroneously assessed any applicant with
any local taxes, he shall certify to the Treasurer the amount erroneously assessed. If such taxes
have been paid, the Treasurer, or his successor in office, shall refund to the applicant the amount
erroneously paid, with any penalties and interest paid thereon together with interest on any
overpayment caused by erroneously assessed taxes at the minimum rate allowed by state law as the
same from time to time be amended. (B.S.M.10- 17 -06)
When the Commissioner of Revenue who made the erroneous assessment has been succeeded by
another person, such person shall have the same authority as the Commissioner making the original
erroneous assessment provided he makes diligent investigation to determine that the original
assessment was erroneously made and certifies thereto to the Treasurer and to the local governing

In the event the Commissioner of Revenue makes a determination that such erroneous assessment
has adverse financial impact on the annual budgetary process of the County, the Commissioner
shall promptly notify the Board of Supervisors of such erroneous assessment and its affect on
County finances.
REFUND OF LOCAL TAXES ASSESSED AND PAID IN ERROR
Further, in the event the Commissioner determines that such erroneous assessment of taxes has
been collected by the Treasurer and that a refund of such taxes should be authorized and such
refund of erroneously paid taxes shall have an adverse affect on County finances, the
Commissioner shall so advise the Board and request its advice and guidance in authorizing such
refunds to be made by the Treasurer.
This Ordinance shall be effective immediately upon its adoption.
This Ordinance was adopted by the Pittsylvania County Board of Supervisors on Monday,
April 4, 1988.

Upon review of the 2014 -2015 Compensation Board Budget for the Commissioner of the
Revenue Office, certification monies were approved for two of my deputies, Shirley Hammock
and Robin board in the amount of $6,661.00.
At the time of their certification, I requested to use part time monies to compensate them for
completing the program and reduced the amount of part time monies by this amount for our
office.
I am requesting to restore the amount of $6,661.00 of which $4,764.00 will be state funded to
my part time money line Item. In addition I would like to carry over an additional $3,000.00 in
unused funds from the 2013 -2014 fiscal year budget to part time monies.

I am hereby requesting $30,000 to be carried over from the 2014 budget in order to replace a
fleet vehicle. The County presently has a 1999 Dodge Stratus that is not road worthy. It is my
intent to surplus this vehicle and move a current 2008 Ford Explorer with 1 11,000 miles to the
fleet to sign out to staff members and Constitutional Officers for travel and training purposes.

I have reviewed the attached letter of notification from the Division of Animal & Food
Industry Services of the Commonwealth of Virginia dated July 22, 2014 concerning the
Animal Facility Inspection Report. This animal facility inspection took place on April 17,
2014.
There are two specific items of significant findings that were reported:
Significant findings of noncompliance were noted on inspection.
(a) The animal custody records are not all completed to include notation
whether or not the specified identifiers of potential ownership were
appearing on each animal.
This can be handled administratively and I have instructed Pete Boswell. Chief
Animal Control Officer, to make the necessary corrections and provide training
to the officers.
(b) There were small dogs confined in enclosures that do not protect frown
escape and /or injury due to wide gaps. Appropriate cages were on premises
outside of thefacility, but not in rise for currently col fined dogs.
The actual cages referred to as being on premises was placed outside on this
unannounced inspection due to the fact that the County had a contractor present
installing and finishing the ceiling in the pound. During this period, our
records indicate no small animals were present and the necessity to allow the
contractor to remove the cages to complete the renovations.

2. There were critical repeal findings of significant noncompliance.
(n) The floor and wall surfaces do not permit proper disinfection. Ttte sutfacea
are rough, porous, rusted, corroded, cracked, rind c /tipped due to age, wear,
and deterioration. This is the ftfh consecutive citation of this violation.
In reference to the two findings, I submit the following:
The animal pound was constructed 31 years ago and has become outdated with
regulations for animal pounds in 2014. Through this period of continuous use,
the concrete has become degraded and does not allow for proper cleaning and
disinfecting. I concur with the findings report and 1 have directed the Director
of Buildings and Properties and the Chief Animal Control Officer to develop
Specifications and start the procurement process to correct this deficiency.
In brief, this will require grinding down the concrete floors to remove cracks
and crevices, sealing the concrete and applying epoxy that meets the standards
of today's regulations. It will be necessary to install 6 inch block,
approximately 6 foot high between each cubicle, to provide individual
separation between each cubicle with a chain link cover across the top. The 6
inch block walls will also have to be sealed and epoxy applied very similar to
the floor-
1 will be requesting $30.000 be translerred for the purpose of moving this project forward. If

RE: Sewer and 'Water Extension - Blairs
Dear Mr. Monday:
Per request from Coy Harville, we have completed a cost estimate to extend water and sewer to the east
side of Highway 29 from existing facilities in the vicinity of Toy Lane.
The sewer and water extensions are estimated to cost $113,000 and $62,000 respectively. Both
extensions will require boring under Highway 29 which is a significant portion of both costs.
If the Board approves funding for these extensions, we suggest allocating a total of $185,000 to allow
for contingencies. I understand $80,000 was allocated for this project at the May Board of Supervisors
meeting leaving a needed balance of $105,000.

BACKGROUND:
§ 12VAC5 -31 -420 from the Virginia State Board of Health requires that any applicant for EMS licensure as a
First Responder include in the application a resolution from the governing body of each locality where the
agency maintains an office and stations an EMS vehicle for response within a locality confirming approval.
The Renan Volunteer Fire Department is applying to the Virginia Department of Health; Office of
Emergency Medical Services, for designation as an EMS Agency, First Responder. Attached hereto is
Resolution 2014- 09 -01, approving the Renan VFD's request to provide these services and their obtaining
licensure from the VDH; Office of EMS. Also attached to accompany the resolution is documentation of the
Renan VFD/First Responder Boundary.
Staff recommends the Board of Supervisors approve Resolution 2014 -09 -01 and authorize the County
Administrator to sign any other documentation that may be necessary during Renan VFD's application
process with the Virginia Department of Health; Office of Emergency Medical Services, for its designation as
an EMS Agency, First Responder.

RESPONDER RESPONSE SERVICE AREA
At a regular meeting of the Board of Supervisors of the County of Pittsylvania, held in
the General District Courtroom of the Edwin R. Shields Courthouse Addition in
Chatham, Virginia on Monday, September 2, 2014 at 7:OOpm, the following resolution
was presented and adopted:
WHEREAS, Section 12 VAC5 -31 -420, Application for EMS Agency License, of the
Virginia Emergency Medical Services Regulations, requires a resolution from the
governing body of each locality where the agency maintains an office and stations an
EMS vehicle for response within a locality confirming approval; and
WHEREAS, the Renan Volunteer Fire Department is applying to the Virginia
Department of Health, Office of Emergency Medical Services, for designation as an EMS
Agency; First Response designation; and
WHEREAS, the Pittsylvania County Board of Supervisors understands the importance
of such service to the community and supports such approval of said application; and
WHEREAS, the boundaries of service for the EMS First Responder Program shall
parallel the Renan Volunteer Fire Department's already established fire response district,
as depicted on the attached map; then
NOW, THEREFORE, BE IT RESOLVED, the Pittsylvania County Board of
Supervisors grants approval to the Renan Volunteer Fire Department to provide these

§ 32.1 -111.3 of the Code of Virginia.

This ordinance or resolution must specify the geographic boundaries of the agency's primary service
area within the locality.
D. The Office of EMS will determine whether an applicant or licensee is qualified for licensure
based upon the following:
1. An applicant or licensee must meet the personnel requirements of these regulations.
2. If the applicant is a company or corporation, as defined in § 12.1 -1 of the Code of Virginia, it
must clearly disclose the identity of its owners, officers and directors.
3. An applicant or licensee must provide information on any previous record of performance in
the provision of emergency medical service or any other related licensure, registration,
certification or endorsement within or outside Virginia.
4. The applicant must submit a written agreement with the local governing body that states the
applicant agency will assist in mutual aid requests from the local government if EMS
personnel, vehicles, equipment, and other resources are available.
E. An applicant agency and all places of operation shall be subject to inspection by the Office of
EMS for compliance with these regulations. The inspection may include any or all of the following:
1. All fixed places of operations, including all offices, stations, repair shops or training facilities.
2. All applicable records maintained by the applicant agency.
3. All EMS vehicles and required equipment used by the applicant agency.

A. An EMS agency license may be issued by the Office of EMS provided the following conditions
are met:
1. All information contained in the application is complete and correct; and
2. The applicant is determined by the Office of EMS to be eligible for licensure in accordance
with these regulations.
3. The applicant is determined by the Office of EMS to provide emergency medical services to
the citizens of the Commonwealth in accordance with this chapter.

The Emergency Medical Advisory Committee (EMAC) has duly advertised and conducted a Public Hearing to
consider rate charges to the EMS Transporting Services within the County. The Public Hearing was conducted on
Tuesday August 19, 2014 at the Captain Martin Building Conference Room at 2:OOPM. No one from the public
came out to speak at the hearing. The EMAC met on Tuesday August 26, 2014 at 6:30PM at the Captain Martin
Building Conference Room to approve the recommendations as advertised.
DISCUSSION:
EMAC advertised a public hearing with the following EMS rate charges for transporting services that is
provided within Pittsylvania County by the Rescue Squads.

At a j oint meeting of the Halifax County Board of Supervisors and the Town Councils of Halifax and South Boston
on October 21, 2013, the Halifax County Administrator was directed to request that the Virginia Department of
Conservation and Recreation (DCR) study a segment of the Dan River to determine its eligibility for designation as
a Scenic River. DCR evaluated a segment of the Dan River in Pittsylvania and Halifax Counties that also passes
through the Town of South Boston. Based on the results of the study, a 38.6 mile segment of the Dan River from
the North Carolina state line in Halifax County to its confluence with Aarons Creek has been found to qualify for
Scenic River designation. A small portion of this river segment close to the North Carolina border passes through
Pittsylvania County.
DISCUSSION:
If the Pittsylvania County Board of Supervisors supports the Scenic River designation for this portion of the Dan
River, the Board needs to pass a Resolution of Support. This resolution would then be sent to DCR and our local
legislative representatives requesting that they serve as patrons for the designation legislation. This is the same
process that the Board followed in support of the Banister River and a portion of the Dan River, upstream of the
City of Danville, which were both designated as Scenic Rivers in 2012.
RECOMMENDATION:
Staff recommends that the Board of Supervisors approve Resolution 2014- 09 -02, supporting the request to the
Department of Conservation and Recreation that the 38.6 mile segment of the Dan River from the North Carolina
state line in Halifax County to its confluence with Aarons Creek be designated as a Virginia Scenic River,
conditioned on approval and support by the governing bodies of Halifax County and the Town of South Boston,
and authorize the County Administrator to forward the resolution to the Department of Conservation and
Recreation and legislative representatives.

VIRGINIA: At the regular meeting of the Pittsylvania County Board of Supervisors on Tuesday,
September 02, 2014 in the General District Courtroom of the Edwin R. Shields Courthouse Addition,
the following resolution was presented and adopted:
WHEREAS, the Virginia Scenic Rivers Program was enacted by the Virginia General
Assembly in 1970 for the purpose of identification, protection, and preservation of certain rivers, or
sections of rivers, which possess high quality natural beauty; and
WHEREAS, the Virginia Department of Conservation and Recreation has been charged with
administering the Scenic Rivers Program and developing an objective evaluation process to judge the
suitability of river segments; and
WHEREAS, elected officials and staff from Halifax County and the Town of South Boston
requested that the Virginia Department of Conservation and Recreation evaluate the portion of the Dan
River located within Halifax County and the Town of South Boston, including a very small portion
located in Pittsylvania County, and determine its eligibility for Scenic River designation; and
WHEREAS, the Virginia Department of Conservation and Recreation completed its
evaluation and determined that the 38.6 mile segment of the Dan River under review was found to
qualify as a Virginia Scenic River; then
THEREFORE, BE IT RESOLVED, that the Pittsylvania County Board of Supervisors does
hereby support the designation of the 38.6 mile segment of the Dan River from the North Carolina
state line in Halifax County to its confluence with Aarons Creek, including the small portion within
Pittsylvania County, as a Virginia Scenic River, conditioned on approval and support by the governing
bodies of Halifax County and the Town of South Boston; and
NOW, THEREFORE, BE IT FURTHER RESOLVED, that Pittsylvania County will
contact our General Assembly representatives to request that they serve as patrons for the legislation
that will codify the Scenic River designation.

The field evaluation was performed during a period of several days — from June 16 to 18, 2014.
DCR Central Office Planners traversed the study corridor with support from Virginia Tech Community
Design Assistance Center (CDAC),.staff from Staunton River State Park, and local citizens. DCR is
most appreciative of the local representatives who guided the trip and is especially grateful for the
participation of Delegate James E. Edmunds II.
Should the Halifax and Pittsylvania County Boards of Supervisors and the South Boston Town
Council wish to continue with the designation process, there are several steps in the process that should
be undertaken as soon as possible. The first step would be to contact Lynn Crump of my staff to let her

All three localities will need to pass a resolution of support for the designation of the Dan River
segment described in the first paragraph. A copy of each resolution should be sent to Ms. Crump. There
will need to be contact with your local General Assembly representatives to request that they serve as
patrons for the designation legislation. The attached draft legislation should prove helpful in that regard.

That the Code of Virginia is amended by adding in Chapter 4 of Title 10.1 a section numbered
10.1 -413.3 as follows:
§ 10.1- 413.3. Dan State Scenic River.
A. The Dan River from Berry Hill Road at Route 880 in Pittsylvania County to the downstream
property boundary of Abreu/Grogan Park in Danville, a distance of approximately 15 miles, and
the section from the North Carolina line in Halifax County to the confluence of Aarons Creek, a
distance of approximately 38.6 miles, are hereby designated a component of the Virginia Scenic
Rivers System.
B. Nothing in this section shall preclude the Commonwealth or a local governing body from
constructing, reconstructing, operating, or performing necessary maintenance on any road or
bridge in the designated area.

Recent practice for approval of out -of -state travel has been by the Board of Supervisors. At the July 16, 2014
Board meeting, this practice was questioned, and comments were made about authorizing the County
Administrator to consider and approve all out -of -state travel.
The County's Chief Animal Control Officer has been asked by the Virginia Animal Control Association to
represent them at the National Animal Control Convention September 4 -5, 2014 in Arizona to accept the
award for Outstanding State Animal Control Association in the Nation. All expenses will be paid by the
Virginia Animal Control Association. This request was not received in time to be included in the Board
packet until now. The County Administrator had to make a decision so the employee would know whether
he could represent the VA Association or not.
Furthermore, the County staff is currently working on a travel /training policy with internal control steps to
handle such matters. However, such has not been before the Board for approval.
Information only. Internal policies and procedures are being developed and will be brought to the Board for
approval.

of these lakes. We take our responsibility as primary caretaker of the lakes very seriously and believe
good communication with the community is a cornerstone of being a good corporate citizen.
Recent public meetings in the area about the lakes have resulted in some positive dialogue among
residents, but it has also produced information that is misleading and at times blatantly false Some of
this misinformation has found its way into the press, As the Manager of Hydro Generation, I want to
take this opportunity to provide some clarification and information about Appalachian Power's role In
the ongoing operation of the Smith Mountain Project.
As you may know, the Smith Mountain Project is a two- reservoir hydroelectric generation project that
has been operated by Appalachian Power since the mid -1 960s. in short, it was built to generate
electricity. The project encompasses the dams, powerhouses, and reservoirs associated with both the
Smith Mountain and Leesville facilities. The associated facilities were constructed under the authority
granted in the Federal Power Act and are operated in accordance with the conditions of the licenses
first issued by the Federal Power Commission and then later by the Federal Energy Regulatory
Commission (FERC). Appalachian is obligated to operate and maintain the project in accordance with
the conditions of the project license while ensuring a balance between protecting environmental
resources and allowing full public use of Smith Mountain and Leesville lakes.
As part of the construction of the project, Appalachian Power obtained the necessary land rights to
meet its obligations as defined by the license. Specifically, Appalachian Power either owns the land
within the project boundary in fee, or it owns flowage rights and easement deeds which grant
Appalachian Power the right to submerge affected land and regulate use thereof lying within the project
boundary.
As Licensee; Appalachian Power is required by FERC to develop a comprehensive plan and regulate
uses along the shoreline to ensure protection and enhancement of the project's resources. Known as
the Shoreline Management Plan, this plan includes all lands within the boundaries of the two lakes. As
part of a scheduled review of the Shoreline Management Plan, improvements were made to the plan.
Not everyone in the community was pleased with all of the changes and, as a result Appalachian
Power agreed to go back to the community to resolve some of the issues that were raised.
Over a fourteen -month period, representatives of Appalachian Power met with officials from the four
counties surrounding the lakes and citizen representatives, including a representative of the
organization currently opposed to the premise of the Shoreline Management Plan and FERC regulation
of the project This collaborative effort resulted in several modifications to the Shoreline Management
Plan that all parties agreed would be a fair resolution of the issues raised while also preserving
Appalachian Power's ability to meet its obligations as the licensee.

Approved by FERC on January 30, 2014, key changes to the Shoreline Management Plan include new
parameters for vegetation removal, updated environmental protection statutes and revised permitting
regulations for lighting around the lake. All of the changes are intended to look after this valuable
resource for all to enjoy and to help protect those who own land around the lakes. As with any wide -
ranging compromise, no one got everything they wanted but ail involved agreed to support the new
Shoreline Management Plan.
As the licensee of the Smith Mountain Project, Appalachian Power must comply with the strict rules
contained in the license which includes the enforcement of the Shoreline Management Plan. l he
Shoreline Management Plan explains which types of docks are permitted to be constructed on project
lands, and which permits are necessary from Appalachian Power. In fact a recent ruling by a U.S.
District Court upheld Appalachian Power's authority to enforce these permitting regulations outlined in
the Shoreline Management Plan. This decision reaffirmed that those who claim that permits from
Appalachian Power are unnecessary are misinformed.
In short. Appalachian Power will continue to administer all the elements of the Shoreline Management
Plan for the Smith Mountain Project.
As we have said from the very beginning of this process, Appalachian Power wants to continue to be a
resource for the entire Smith Mountain community. Oir approach will be collaborative and factual in
meeting our license obligations as well as the needs of those around the Bakes. We will continue to
work with the public, local governments, agencies and other stakeholders to be good stewards of the
lakes. We have sincerely enjoyed developing these relationships over the years and want to continue to
maintain these positive connections for years to come.
At Appalachian Power, we are always looking for ways to be better stewards of the lakes and to
improve all areas of operation That is the primary reason for the consolidation of the Shoreline
Management Plan office previously located in Rocky Mount with our Hydro Generation office loatec in
Roanoke. Though the office's IocaGon has changed, we believe the move will result in our being able to
apply additional resources toward the issuance of permits for dock construction and other construction
activities within the project boundary. In addition, the relocation will provide the additional office space
that is needed by our staff.
