VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, April 8, 2014, in the General
District CouYtroom, Edwin R. Shields Couxthouse Addition, Chatham, Virginia. Mr. Talbott called the meeting to
order at approximately 7:00 p.m. The Board observed a few moments of silence. Mr. Shelton called the roll.

APPROVAL OF THE MINUTES
B�� motion of Mr. Merricks, seconded by Mr. Fastes, and by unanimous vote the Minutes of the March 11, 2014,
meeung were approved as prescnted.
Old Business
Mr. Shelton and the Board discussed private easements and right of ways and setbacks off of these easements and
rights of way. After some discussion it was determined that private easement and rights of way would be treated as a
property line and the applicable setbacks for front, side and rear property lines would apply.
New Business
NTr. Shelton reported on the case for the May 2014 Cycle.

THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at
approtimately 7:08 p.m.
Case S-1 Earlie Boles and Cod�Coxworth S-14-004— Mr. Talbott opened the public hearing at approximately 7:10
p.m. I��. Shelton, Director of Code Compliance/Zoning Admuiistrator, repotted Earlie Boles and Cody Coxworth
had petitioned for a Special Use Permit on .53 of an acre, located on State Road 729/Mount Tabor Road, in the Dan
River Elecuon District to allow for placement of a single-wide mobile home fot a family member. He further stated
the Planning Commission, with no opposition, recommended granting the petitioner's request. Christina Gibson
was present to represent the petition and explained the reason foY petition. No one was present to oppose oY spoke
in opposition to the peririon. Mr. Talbott closed the public hearing at approximately 7:12 p.m. The Board discussed

the petition as the Committee of the Whole and determined there were no adverse effects. Upon motion of Mr.
Merricks, seconded by NIr. F.asley, the following motion was adopted: Whereas, Earlie Alesander Boles and Cody
Lee Coxworth have petitioned d�e Board of Zoning Appeals for a Special Use Permit for placement of a single-wide
mobile home for a family member and, Whereas, we find no substantial detriment to adjacent property, that the
character of the zoning district will not be changed thereby, and that such use will be in harmony with the purpose
and intent of the Ordinance, I move the Special Lse Permit be granted. Motion passed unanimous.
This concludes the Special Use case.

Pursuant to Article V, Division 7 of the Pittsylvania County Zoning Ordinance, we the
Board of Zoning Appeals have been empowered to hear and decide specific applications
and appeals in support of said ordinance. In accomplishing this important task we are
charged with promoting the health, safety, and general welfare of the citizens of
Pittsylvania County. We must insure that all our decisions and recommendations be
directed to these goals and that each be consistent with the environment, the
comprehensive plan and in the best interest of Pittsylvania County, its citizens and its
posterity. Anyone here to speak to the board regarding zoning cases will be limited to (3)
three minutes.
PUBLIC HEARING PROCEDURE
A. Prior to opening Hearing, Chairman reviews zoning law precepts for all present.
B. Open Hearing by Chairman.

A-1, Agricultural District - A district occupied by various open uses such as farms, forest,
lakes, paxklands that permits single-family dwellings and accessory buildings.
RE, Residential Estates — Residential lots ranging from 5 to 20 acxes for single-family
dwellings; plus accessory buildings.
R-1, Residential Suburban Subdivision District — Residential lots for affoxdable housing
including single-family, modular and double-wide mobile homes; plus accessory buildings.
RG1, Residenrial Combined Subdivision District — Residential lots for affordable housing
including single-family dwellings and mobile homes; plus accessory buildings.
RMF, Residential Mulri-Famil� District — Residential locations for apartments, townhouses,

rented/leased to the home owners.
B-1, Business District, I.iinited — A district for genexal business oriented toward
neighborhood focus, in which the public requixes direct and frequent access to, limited to
xetail establishments.
B-2, Business District. General — A district for general business and commercial enterprise
limited to commercial, retail and wholesale type establishments, oriented to service the entire
countty.
M-1, Industxial District, Light Industrv — A district foY small-scale manufacturing and
wholesale business pximaxily operated within enclosed structuYes and not dealing with large
volumes of customers.

10) A sanit��ry sewer pu���p-out� �nd holdir��; f'acility� for the recreati<�r�al v�hi�l�s �nd
campers on site shall be provided on siie ior the exclusive use of carnpground btzests.
Z'his facility shall be constantly ��lonitc>reci to assw•e ttie required periodic disposal of�

stored effluent to an approved disposal site by an authorized septic tank service company
as required by the laws of the Commonwealth of Virginia.
11) All existing septic tanks, distribution boxes and drainfields and their associated
apputenances on the request site, which are to be used by the campground, shall be
inspected, approved and maintained as required by the Pittsylvania County Health
Department.
12) All utility services, such as gas, telephone, cable TV, water and sanitary sewer
lines shall be installed underground, as permitted by law.
13) All building or pole mounted meters, junction boxes, tanks, vents, etc., shall be
painted to match the color of the adjacent or associated structure.
14) All trash dumpster or other container used for the storage and disposal of refuse
shall be located, enclosed or otherwise screened from view by a fence, wall and/or
landscaping.
15) All ground mounted electrical transformers, utility pedestals, etc., shall be
screened on three (3) sides with landscaping, walls, etc.
16) No outdoor speakers or paging systems shall be permitted.
17) All site identification signs shall conform to the standards of the Pittsylvania
Code. In addition, if sign lighting is proposed, only indirectly illuminated signs are
permitted. No electronic, flashing or changing copy signs, sound making devices, moving
components, banners or pennants are be permitted.
18) In the event that the campground as located on the request parcel(s) and as
described and enumerated in Case No. R-14-011 ceases and desists operation the current
owner shall, at that time and immediately, apply for a reversion of the then current zoning
classification of the subject site to Residential Planned Development (RPD) at the
owner's expense.
These proffered Conditions of Development are hereby respectfully submitted for your
approval and acceptance and shall be made a legally enforceable part of Case No.: R-14-
O11 by recordation in the Clerk's Office of the Circuit Court of Pittsylvania County,

Secretary to the Zoning Administrator a petition to obtain a Special Use Permit for a
campground.
WHEREAS, the petition was referred to the Planning Commission which, considered
this petition in a public hearing on May 6, 2014; and
WHEREAS, at that public hearing all parties in interest were afforded an opportunity to
be heard; and
WHEREAS, the Planning Commission, after due consideration has recommended to the
Pittsylvania County Board of Zoning Appeals that the Special Use Permit be ranted.
NOW, THEREFORE BE IT RESOLVED that the Planning Commission recommends to
the Pittsylvania County Board of Zoning Appeals that the above-referenced parcel of land be
