VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, April 1, 2014, in the General District
Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meering to order at appro�mately 7:00 p.m. Mr. Stowe
called the roll.

A motion was made by Mr. Modey, seconded by Mr. Arthur, and by a unanimous vote, the March 4, 2014, minutes were
approved as presented.

THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approxirnately
7:01 p.m.
Case 1, Duane O. Blevins & Eva D. Blevins, R-14-016 — Mr. Stowe opened the public hearing at 7:01 p.m. Mr.
Shelton, Director of Code Compliance, reported that Duane and Eva Blevins had peritioned to rezone 1.44 acre, located
on State Road 726/Ringgold Depot Road, in the Dan River Election District from R-1, Residential Suburban Subdivision
District to M-1, Industrial District, Light Industry for metal fabrication and welding operations. Dwayne Dickens was
present to represent the petition. He stated he wanted to build a metal building for his business and he wanted to be in
compliance with Pittsylvania County. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:03
p.m. A motion was made by Mr. Welborn, seconded by Mr. Arthur, to recommend the Board of Supervisors rezone the
property from R-1, Residenrial Suburban Subdivision District to M-1, Industrial District, Light Industry. Motion passed
unanimously.

Case S-1, Earlie Alexander Boles & Codv Lee Coxworth, S-14-004 — Mr. Stowe opened the public hearing at
7.04 p.m. Mr. Shelton, Director of Code Compliance, reported that Earlie Boles and Cody Coxworth had
peririoned for a Special Use Permit on 0.53 acre, located on State Road 729/Mount Tabor Road, in the Dan
River Election District to allow for placement of a single-wide mobile home for a family member. Christina
Gibson, mother of Earlie Boles and Cody Co�vorth, was present to represent the petirion. She stated she had a
total of nine (9) people living in her house and three (3) of the children were special needs children. She also
stated her 18-year-old special needs son wanted a place to live, and she wanted him living next door to her to
allow her to care for him and to also care for her home. There was no opposirion to the petition. Mr. Stowe
closed the public hearing at 7:05 p.m. A morion was made by Mr. Welborn, seconded by Dr. Miller, to
recommend the Board of Zoning Appeals grant this Special Use Permit request. Morion passed unanimously.
This concludes the Special Use Permit case.

Pursuant to Article V, Division 7 of the Pittsylvania County Zoning Ordinance, we the
Planning Commission have been empowered to hear and decide specific applications in
support of said ordinance and to make recommendations to the Board of Supervisors or
the Board of Zoning Appeals. In accomplishing this important task, we are charged with
promoting the health, safety, and general welfare of the citizens of Pittsylvania County.
We must insure that all our decisions and recommendations be directed to these goals and
that each be consistent with the environment, the comprehensive plan and in the best
interest of Pittsylvania County, its citizens and its posterity. Anyone here to speak to the
board regarding zoning cases will be limited to (3) three minutes.
PUBLIC HEARING PROCEDURE
A. Prior to opening Hearing, Chairman reviews zoning law precepts for all present.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Commission's public hearing on a zoning map amendment, there shall be
erected on the property pxoposed to be rezoned, a sign or signs provided by the Zoning Adininistrator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public xoad and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the property,
then a sign shall be erected in the same mannex as above for each such abutting xoad. If no public xoad abuts

Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
heaxing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the xequixements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Adininistrator or an authorized agent of eitheY,
to remove or tampex with any sign furnished during the period it is required to be maintained under this Section. All
signs erected under this Secrion shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.

Home Occupations - An occupation conducted in a dwelling unit for profit. The County uses
two (2) categorizations of home occupations: Class A and Class B, with Class B being less
restrictive.
The following general regulations apply:
a. The use of the dwelling unit for the home occupation shall be clearly incidental and
subordinate to its use for residential purposes by the family.
b. There shall be no change in the outside appearance of the building or premises, or other
visible evidence of the conduct of such home occupation other than signs, which do not
exceed the sign regulations of this Ordinance.
c. No traffic shall be generated by such home occupation in greater volumes than would
normally be expected in the immediate neighborhood and any need for parking generated by
the conduct of such home occupation shall be met of the street and other than in a required
front yard.
d. No equipment or process shall be used in such home occupation, which creates noise,
vibrations, glare, fumes, odors, or electrical interference detectable to the normal senses off
the lot, if the occupation is conducted in a single-family residence, or outside the dwelling
unit if conducted in other than a single-family residence. In the case of electrical interference,
no equipment or process shall be used which creates visual or audible interference in any
radio or television receivers off the premises. Boarding houses and rooming houses, tourist
homes and private educational institutions shall not be deemed home occupations.
Home Occunation, Class A- An occupation conducted in a dwelling unit for profit in
connection with which no person other than members of the family residing on the premise is
engaged in such occupation.
Home Occupation. Class B- An occupation conducted in a dwelling unit for profit, with or
without the use of one or more accessory structures, in connection with which there are
employed not more than two (2) persons other than members of the family residing on the
premises which persons may be in addition to such family members.
HUD - means the United States Department of Housing and Urban Development.
Label or Certification Label - means the approved form of certification by the manufacturer that,
under 24 CFR 3282.362 (c) (2) (i) of the Manufactured Home Procedural and Enforcement
Regulations, is permanently affixed to each transportable section of each manufactured home
manufactured for sale to a purchaser in the United States.
Lot - A parcel of land occupied or to be occupied by a main structure or group of main structures
end accessory structures, together with such yards, open spaces, lot width and lot areas as are
required by this Ordinance, and having frontage upon a street, either shown on a plat of record or
considered as a unit of property and described by metes and bounds.
LotArea -The total horizontal area included within the rear, side and front lot lines or proposed
street lines of the lot, excluding any streets or highways, whether dedicated to public use,

27, 2014, requesting a Special Use Permit on a total of 8.82 acres, three parcels of land, shown on the Pittsylvarua
County Tax maps as GPIN #s 1563-52-2941, 1563-53-4051 and 1563-52-5816, located on State Road 626/
Smith Mountain Road, in the Callands-Gretna Election District.
The applicant would like to request a Special Use Permit for a campground. These parcels of land were recently
rezoned from RPD, Residenrial Planned Unit Development District to A-1, Agricultural District in March, 2014
(Case R-14-011).

camp�rc�und to lacilitate the �afE a��d easy �ccess in cc�nsideration of�and s�paratiotl 1'rc�m
vehicular traffic.
10) A sanitary s�w�er puc��p-c�ut and haldin�; ta�ilit�° for the reereatic�rlal v�;hicles and
campers on site �hall be provided on sit� for the �xclusi��e use of carn��raund olzests.
'I'his facility st1a11 be constantly° rnanitored to assu�°�; the required perit>dic disposal of�
stored effluent to an approved disposal site by an authorized septic tank service company
as required by the laws of the Commonwealth of Virginia.
11) All existing septic tanks, distribution boxes and drainfields and their associated
apputenances on the request site, which are to be used by the campground, shall be
inspected, approved and maintained as required by the Pittsylvania County Health
Department.
12) All utility services, such as gas, telephone, cable TV, water and sanitary sewer
lines shall be installed underground, as permitted by law.
13) All building or pole mounted meters, junction boxes, tanks, vents, etc., shall be
painted to match the color of the adjacent or associated structure.
14) All trash dumpster or other container used for the storage and disposal of refuse
shall be located, enclosed or otherwise screened from view by a fence, wall and/or
landscaping.
15) All ground mounted electrical transformers, utility pedestals, etc., shall be
screened on three (3) sides with landscaping, walls, etc.
16) No outdoor speakers or paging systems shall be permitted.
17) All site identification signs shall conform to the standards of the Pittsylvania
Code. In addition, if sign lighting is proposed, only indirectly illuminated signs are
permitted. No electronic, flashing or changing copy signs, sound making devices, moving
components, banners or pennants are be permitted.
18) In the event that the campground as located on the request parcel(s) and as
described and enumerated in Case No. R-14-011 ceases and desists operation the current
owner shall, at that time and immediately, apply for a reversion of the then current zoning
classification of the subject site to Residential Planned Development (RPD) at the
owner's expense.
These proffered Conditions of Development are hereby respectfully submitted for your
approval and acceptance and shall be made a legally enfarceable part of Case No.: R-14-
O11 by recordation in the Clerk's Office of the Circuit Court of Pittsylvania County,
Virginia.
