01/27/2014PITTSYLVANIA COUNTY BOARD OF SUPERVISORS JOINT SETBACK STUDY SUBCOMMITTEE JANUARY 27, 2014 MINUTES VIRGINIA: The Pittsylvania County Board of Supervisors Joint Setback Study Subcommittee met on Monday, February 27, 2014, in the JTI Classroom located in the Olde Dominion Agricultural Complex, Chatham, Virginia. Mr. Greg Sides, Assistant County Administrator for Planning & Development, called the meeting to order at approximately 1:00 p.m. Mr. Sides called the roll. PRESENT Elton W. Shelton, Jr. Director of Code Compliance/Zoning Administrator Fred Wydner Director of Agriculture Development ABSENT Roger Jefferson Agricultural Development Board ORGANIZATION OF SUBCOMMITTEE: ELECTION OF CHAIRMAN AND VICE-CHAIRMAN Upon motion of Mr. Harville, seconded by Mr. Winn, and by a 7 to 0 vote (1 member was absent), Mr. Richard Modey was elected Chairman of the Subcommittee. By motion of NIr. Harville, seconded by Mr. Winn, and by a 7 to 0 vote (1 member was absent), Mr. Titnothy Clark was elected Vice-Chairman of the Subcommittee. INTRODUCTION OF MEMBERS Each member of the Subcommittee introduced themselves to the public in attendance at the meeting. Mr. Motley then recognized the members of the Pittsylvania County Board of Supervisors in attendance which included Mrs. Brenda Bowman, Mr. Jesse Barksdale, Mr. Elton Blackstock and Mr. Coy Harville. Joint Setback Study Subcominittee January 27, 2014 Page 2 A morion was made by Mr. Harville to allow Mr. Jay E. Calhoun, Jr., to sit in for Mr. Roger Jefferson in his absence with no voting rights. The motion passed by a 7 to 0 vote (1 member was absent). GENERAL DISCUSSION OF CURRENT AND PROPOSED SETBACKS Mr. George Winn presented a brief review of the information that was distributed to the Subcommittee members prior to the meeting. He then presented basic informarion on biosolids and organic fertilizers, and he also discussed setbacks, lot sizes and concerns of farmers which include, but are not limited to, the following: a desire for residential property owners bordering farmland to comply with the same setback requirements that farmers adjoining residential dwellings must follow (within 200 feet from an occupied dwelling or within 100 feet from a well). Properties already deeded and subdivided would be grandfathered if the rule is granted. Mr. Winn also stated the minimum lot size in Pittsylvania County is 0.44 acre, which is the smallest in Virginia, and Pittsylvania County is one of the top ten (10) agricultural counties in Virginia. He also stated this change in lot size would provide the potential for future growth for the agricultural commurury. Mr. Tim Clark then questioned the Board members as to how this change would affect the entire zoning ordinance. Mr. Shelton stated this change would affect any new lots created if the lots were adjacent to agricultural land in all zoning districts. Mr. Harville stated the primary purpose of the January 27, 2014, meeting was to organize the committee. He suggested the Subcoininittee members review the information presented to them and be prepared to ask and answer questions at the next meeting. Next month's meeting was scheduled for Monday, February 24, 2014, at 1:00 p.m. in the JTI Classroom in the Old Dominion Agricultural Center.
