BACKGROUND:
The Board supported the City of Danville's Enterprise Zone Amendment application on December 17, 2013 and
authorized the Interim County Administrator to sign a Joint Application Amendment Agreement.
DISCUSSION:
Staff from the City of Danville's Economic Development Office contacted the Assistant County Administrator's
office after the December meeting and said that the Virginia Department of Housing and Community Development
informed them that a Resolution was needed from the Pittsylvania County Board of Supervisors, in addition to the
previously signed form.
RECOMMENDATION:
Staff recommends that the Board support the City of Danville's proposed Enterprise Zone amendment and approve
the attached resolution.

VIRGINIA: At the regular meeting of the Pittsylvania County Board of Supervisors held on
Tuesday, January 21, 2014, in the General District Courtroom of the Edwin R. Shields Courthouse
Addition, in Chatham Virginia, the following resolution was presented and adopted:
WHEREAS, the City of Danville and Pittsylvania County jointly created an Enterprise
Zone in 2001 (Enterprise Zone #57), through the Virginia Department of Housing and Community
Development, which offers both state and local economic development incentives; and
WHEREAS, each locality participating in a joint Enterprise Zone may amend their local
Enterprise Zone boundaries within its portion of the Enterprise Zone; and
WHEREAS, the City of Danville has determined that it is advantageous to amend its local
Enterprise Zone boundary to ensure utilization by businesses and effectiveness in attracting and
expanding targeted business sectors within the City's portion of the zone; and
WHEREAS, the City of Danville is authorized to submit all information needed to apply
for an Enterprise Zone amendment and to carry out all program administrative and reporting
requirements on its behalf, within its portion of the joint Enterprise Zone; then
BE IT HEREBY RESOLVED, that the Pittsylvania County Board of Supervisors
acknowledges the City of Danville's right to amend its portion of the joint Enterprise Zone and
supports the City's amendment application to the Virginia Department of Housing and Community
Development; and
BE IT FURTHER RESOLVED, that the Pittsylvania County Board of Supervisors
authorizes the County Administrator to sign the Joint Application Amendment Agreement, which
is a requirement of the City of Danville's Enterprise Zone Amendment Application.

and other text found in those chapters, which was unanimously approved by the Board.
DISCUSSION:
Attached hereto are the proposed changes to Chapters 17 & 29 of the Pittsylvania County Code, as well as
copies of the lawfully advertised public hearing notices.
RECOMMENDATION:
Staff recommends the Board of Supervisors, after holding the public hearing for citizen input, approve the attached

CHAPTER 17. SOLID WASTE DISPOSAL.
Article 1.
SEC. 17 -2. DEFINITIONS.
K. "Household Solid Waste" shall mean solid waste generated solely by residential use,
and shall not include any industrial waste, agricultural waste, eenstruetien waste, or demolitie
waste as defined in the Virginia Department of Environmental Quality Waste Management,
Solid Waste Management Regulations, as amended, or hazardous waste as defined herein.
Carpet shall be deemed household solid waste if it is disposed of by the occupant and /or owner
of the residential dwelling. Residential construction and /or demolition waste, created by and
disposed of by the occupant and /or owner of his /her dwelling, shall be deemed household solid
waste.
L. It shall be unlawful to place dead animals, manure, rtibbish, brush, wood, tires or
hazardous waste in any refuse container.
Article II.
SEC. 17 -3. SANITARY REFUSE CONTAINERS.
A. Sanitary refuse containers may be provided by the County Government for
household solid waste and only for the use of the individual Pittsylvania County
residential hauler.
N. Some of the container sites provided by the County Government also include sites for
compactor units. Compactor units are typified and defined as large, open sites for the
disposal of household solid waste, which includes a mechanical device for compacting
solid waste. Compactor sites may also include a large open top box for the disposal of
household furniture and appliances generated solely by residential use in Pittsylvania
County by an individual residential hauler. Household furniture and appliances shall be
accepted and disposed of only in the open top boxes located at the compactor sites, and
only those generated by the individual common residential hauler.

BACKGROUND:
At the Board of Supervisors' Adjourned Meeting on Tuesday, December 17, 2013, the Board approved holding a
public hearing to receive citizen input on a proposed amendment Section 2 -22; Running at Large Restrictions, of
the Pittsylvania County Code that would include Lakeside Drive located in the Banister Electoral District.
DISCUSSION:
Attached hereto is the public hearing notice that ran in the Chatham Star Tribune (Attachment "A "); a new
summary of Lakeside Drive (Attachment `B ") that includes all property owners /parcel ID, if they signed the
petition or not, and whether the parcel is developed or not. All 41 property owners were sent copies of the public
hearing notice, along with a Section 2 -22, Running at Large Restrictions, and a copy of the Lakeside Drive map. Of
the 41 letter sent out, as of Friday, January 16, 2014, 29 return receipt cards had been received by County
Administration. In previous reviews, undeveloped property had not been included in calculations when
determining the percentage of petitioners. The current summary includes undeveloped properties in the
calculations, bringing the percentage down to 33.89% of property owners that signed the petition.
RECOMMENDATION:
Staff submits this to the Board of Supervisors for their review and consideration.

SEC, 2 -21. SEVERABILITY CLAUSE.
It is hereby declared to be the intention of the Board of Supervisors that the sections, paragraphs,
sentences, clauses, and phrases of this Ordinance are severable, and if any phrase, clause, sentence,
paragraph, or section of this Ordinance shall be declared unconstitutional or invalid by the valid
judgment or decree of a Court of competent jurisdiction, such unconstitutionality or invalidity shall
not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this
Ordinance. (Code 1975, Sec. 1-3)
SEC. 2 -22. RUNNING AT LARGE RESTRICTIONS IN DESIGNATED ARE S
(a) Notwithstanding the provisions of Section 2 -13, it shall be unlawful fo y it't used or
unlicensed to run at large within certain designated subdivisions, town Il s, 9ier defined

(b) A majority of the property owners in any subdivision, town, vil of defined area within
Pittsylvania County may petition the Board of Superviso c among those areas
within which it is unlawful for dogs to run at large. Upon rec u petition, the Board shall
consider (l) whether the petition is signed by a majo ' the p rty owners within the area,
and (2) whether the area is well enough defined to im' quate enforcement by the Animal
Control Officer. Thereafter, the Board shall vo t� n e on. If a majority of the members

BACKGROUND:
The Historically Underutilized Business (HUB) Zone program was developed to help small businesses in urban and
rural areas gain new business by accessing federal contracts. The program criteria for certifying a business includes
the following requirements:
• It is small by SBA standards;
It is owned and controlled at least 51% by U.S. citizens, a Community Development Corporation
(CDC), an agricultural cooperative or an Indian tribe;
• At least 35% of its employees reside
in a HUBZone. Employees must
live in
a primary residence within
that area for at least 180 days or be a
currently registered voter in that
area
The advantages offered to small businesses in a HUB Zone include:
• Competitive and sole source contracting
10% price evaluation preference in full and open contract competitions, as well as subcontracting
opportunities.
The federal government has a goal of awarding 3% of all dollars for federal prime contracts to
HUBZone - certified small business concerns
DISCUSSION:
Pittsylvania County has previously been disqualified from the program because the County was linked with the City
of Danville as a Metropolitan Area. The County has tried to change this designation for many years. The most
recent Census reclassified Danville as a Micronolitan Area. The County feels that this should change our status to a
qualified Non - Metropolitan County, and make us eligible for a HUB Zone.
RECOMMENDATION-
Staff recommends that the Board show its support for small businesses and formalize our request for
reclassification as a HUB Zone by approving the attached Resolution 2014- 01 -01.

VIRGINIA: At an adjourned meeting of the Board of Supervisors of Pittsylvania County, Virginia, held
on Tuesday, January 21, 2014, the following resolution was presented and adopted:
WHEREAS, the Historically Underutilized Business (HUB) Zones program was enacted into
federal law as part of the Small Business Reauthorization Act of 1997, under the management of the U.S.
Small Business Administration; and
WHEREAS, the HUB Zone program was designed to help small businesses in urban and rural
communities gain preferential access to federal procurement opportunities; and
WHEREAS, a County can be designated as a HUB Zone based on being classified as a qualified
Non - Metropolitan County and meeting specified household income and unemployment criteria; and
WHEREAS, Pittsylvania County has previously met the economic criteria, but has been ruled
ineligible for HUB Zone designation due to its connection to the City of Danville, Virginia, Metropolitan
Statistical Area (MSA); and
WHEREAS, the 2010 U.S. Census reclassified the City of Danville, Virginia as a Micropolitan
Statistical Area, as defined by the United States Office of Management and Budget; and
WHEREAS, this federal reclassification removed the Metropolitan classification and made
Pittsylvania County eligible for HUB Zone designation as a Non - Metropolitan County; and
WHEREAS, Pittsylvania County is committed to securing designation as a HUB Zone to assist
and support the County's small businesses and recognizes that access to federal contracts can be critical to
the survival of small businesses and the income and jobs they bring to our community; then
BE IT RESOLVED, that the Board of Supervisors of Pittsylvania County respectfully requests

Pittsylvania County is committed to securing designation as a Historically Underutilized Business (HUB)
Zone to assist and support our small businesses in gaining preferential access to federal procurement
opportunities. In an increasingly competitive global economy, it is imperative that we provide the resources and
tools necessary to promote economic development and employment by providing access to more federal
contracting opportunities for local companies.
In the past Pittsylvania County has met the economic criteria to be designated as eligible for HUB Zone
designation, but has been classified as ineligible due to our classification as a "metro county." This classification
was due to Pittsylvania County's inclusion in the Metropolitan Statistical Area (MSA) with the City of Danville,
Virginia which was classified as "metropolitan ". In the OMB 2013 bulletin (February 2013) that classifies
localities; the City of Danville is now classified as "micopolitan ". This should change Pittsylvania County's
designation as a "metro county" and make Pittsylvania County HUB Zone eligible; however, the county is still
classified in the HUB Zone system as a "metro county." We are working with Congressman Robert Hurt's office
and Senator Tim Kaine's office to have Pittsylvania County's designation updated and changed to a "qualified
non -metro county." We are optimistic that this designation will be granted in the near future.

The Code of Virginia allows new streets to be added to the State Secondary Road System through a Rural Addition
program. Streets added in this way must be improved to an established guideline referred to as MINIMUM
STANDARDS FOR NEW RURAL ADDITIONS TO SECONDARY SYSTEM, which can require road widths
and surfaces that are more stringent than necessary for low traffic use. These higher standards increase the cost of
road improvements for both the State and the County. The Virginia Department of Transportation has a Rural
Rustic Road program which allows existing State roads that are in low density areas to be hard surfaced and
improved to less stringent and more flexible design standards
County staff has discussed this issue with Virginia Department of Transportation staff and a solution has been
proposed. It would lower the cost for both the State and the County if streets could be added to the State Secondary
Road System under the Rural Addition program and then those streets that meet the Rural Rustic Road
requirements could be upgraded and improved under the less restrictive Rural Rustic design standards. A proposed
legislative change in the Code of Virginia that would allow this process has been sent to Delegate Danny Marshall
to be submitted as a new bill. A copy of this prosed legislation is attached.
RECOMMENDATION:
Staff recommends that the Board support this proposed new policy to reduce road improvement costs and approve
the attached resolution to be sent to our legislators.

VIRGINIA: At an adjourned meeting of the Board of Supervisors of Pittsylvania County, Virginia, held
on Tuesday, January 21, 2014, the following resolution was presented and adopted:
WHEREAS, the Code of Virginia has provisions in §33.1 -72.1 that require the Virginia
Department of Transportation to take streets into the secondary road system, subject to available funding;
and
WHEREAS, the Virginia Department of Transportation has developed a Rural Addition Policy
that establishes the policies and procedures for road additions to the secondary road system; and
WHEREAS, under current policies, a new street or road must be accepted into the State road
system before public funds can be used to improve and stabilize a road surface; and
WHEREAS, the current guidelines of Minimum Standards for New Rural Additions to
Secondary System includes roadway design standards that must be met for road improvements that can be
more stringent than necessary for the road conditions and unnecessarily expensive for both the Virginia
Department of Transportation and the County; and
WHEREAS, the Code of Virginia has provisions in §33.1 -70.1 for a Rural Rustic Road Program
for low density development areas with average daily traffic volume of no more than 1,500 vehicles per
day; and
WHEREAS, roads or streets designated as a Rural Rustic Road may be paved and improved
based on reduced and flexible design standards; then

revision in the Code of Virginia or policies of the Virginia Department of Transportation to allow streets

Highways, as approved by this Board on October 29, 1959 and subsequent revisions, in conflict with this policy are
rescinded only to the extent of such conflict, and
8. The Boards of Supervisors of the several counties are urgently requested to instruct their appointed viewers or road
engineer to give careful consideration to the public necessity for any requested addition, and to carefully weigh the
need for the addition against other road needs in the county, so that the program of improving existing secondary
roads not be hindered by expenditures of available funds upon roads of questionable public service.
MINIMUM STANDARDS FOR NEW RURAL ADDITIONS TO SECONDARY SYSTEM

Geometric Design Standards /Rural Local Road System for the applicable terrain classification and anticipated traffic
volume.
7. Any bridge located on a rural addition shall be constructed to the applicable width and capacity as set forth in the
Geometric Design Standards /Rural Road System for the anticipated traffic volume.
8. Deviations from the above shall be fully justified and approved by the Secondary Roads Engineer.

§ 33.1 -70.1. Requesting Department to hard - surface secondary roads; paving of certain
secondary roads within existing rights -of -way; designation as Rural Rustic Road.
A. Whenever the governing body of any county, after consultation with personnel of the
Department of Transportation, adopts a resolution requesting the Department of Transportation
to hard - surface any secondary road in such county that carries 50 or more vehicles per day with a
hard surface of width and strength adequate for such traffic volume, the Department of
Transportation shall give consideration to such resolution in establishing priority in expending
the funds allocated to such county. The Department shall consider the paving of roads with a
right -of -way width of less than 40 feet under this subsection when land is, has been, or can be
acquired by gift for the purpose of constructing a hard - surface road.
B. Notwithstanding the provisions of subsection A of this section, any unpaved secondary road
that carries at least 50 but no more than 750 vehicles per day may be paved or improved and
paved within its existing right -of -way or within a wider right -of -way that is less than 40 feet
wide if the following conditions are met:
1. The governing body of the county in which the road is located has requested paving of such
road as part of the six -year plan for the county under § 33.1 -70.01 and transmitted that request to
the Commissioner of Highways.
2. The Commissioner of Highways, after having considered only (i) the safety of such road in its
current condition and in its paved or improved condition, including the desirability of reduced
speed limits and installation of other warning signs or devices, (ii) the views of the residents and
owners of property adjacent to or served by such road, (iii) the views of the governing body
making the request, (iv) the historical and aesthetic significance of such road and its
surroundings, (v) the availability of any additional land that has been or may be acquired by gift
or other means for the purpose of paving such road within its existing right -of -way or within a
wider right -of -way that is less than 40 feet wide, and (vi) environmental considerations, shall
grant or deny the request for the paving of such road under this subsection.
C. Notwithstanding the provisions of subsections A and B, the governing body of any county, in
consultation with the Department, may designate a road or road segment as a Rural Rustic Road
provided such road or road segment is located in a low- density development area and has an
average daily traffic volume of no more than 1,500 vehicles per day. For a road or road segment
so designated, improvements shall utilize a paved surface width based on reduced and flexible
standards that leave trees, vegetation, side slopes and open drainage abutting the roadway
undisturbed to the maximum extent possible without compromising public safety. Any road
designated as a Rural Rustic Road shall be subject to § 62.1 - 44.15:34. The Department, in
consultation with the affected local governing body, shall first consider the paving of a road or
road segment meeting the criteria for a Rural Rustic Road in accordance with this subsection
before making a decision to pave it to another standard as set forth in this section. The provisions
of this subsection shall become effective July 1, 2003.
D. The Commonwealth, its agencies, instrumentalities, departments, officers, and employees
acting within the scope of their duties and authority shall be immune for damages by reason of

§ 33.1 -72.1. Taking certain streets into secondary system.
A. "Street," as used in this section, means a street or highway shown on a plat which was
recorded or otherwise opened to public use prior to July 1, 1992, at which time it was open to
and used by motor vehicles, and which, for any reason, has not been taken into the secondary
system of state highways and serves at least three families per mile.
B. "County," as used in this section, means a county in which the secondary system of the state
highways is constructed and maintained by the Department of Transportation and which has
adopted a local ordinance for control of the development of subdivision streets to the necessary
standards for acceptance into the secondary system.
C. "Speculative interest," as used in this section, means that the original developer or a successor
developer retains ownership in any lot abutting such street for development or speculative
purposes. In instances where it is determined that speculative interest is retained by the original
developer, developers, or successor developers and the governing body of the county deems that
extenuating circumstances exist, the governing body of the county shall require a pro rata
participation by such original developer, developers, or successor developers as prescribed in
subsection G of this section as a condition of the county's recommendation pursuant to this
section.
D. "Qualifying rural addition cost," as used in this section, means that portion of the estimated
engineering and construction cost to improve the street to the minimum standards for acceptance
remaining after reducing the total estimated cost by any prorated amount deemed the
responsibility of others based on speculative interests as defined in subsection C.
E. Whenever the governing body of a county recommends in writing to the Department of
Transportation that any street in the county be taken into and become a part of the secondary
system of the state highways in such county, the Department of Transportation thereupon, within
the limit of available funds and the mileage available in such county for the inclusion of roads
and streets in the secondary system, shall take such street into the secondary system of state
highways for maintenance, improvement, construction and reconstruction if such street, at the
time of such recommendation, either: (i) has a minimum dedicated width of 40 feet or (ii) in the
event of extenuating circumstances as determined by the Commissioner of Highways, such street
has a minimum dedicated width of 30 feet at the time of such recommendation. In either case
such streets must have easements appurtenant thereto which conform to the policy of the
Commonwealth Transportation Board with respect to drainage. After the streets are taken into
the secondary system of state highways, the Department shall maintain the same in the manner
provided by law. However, no such street shall be taken into and become a part of the secondary
system of state highways unless and until any and all required permits have been obtained and
any outstanding fees, charges, or other financial obligations of whatsoever nature have been
satisfied or provision has been made, whether by the posting of a bond or otherwise, for their
satisfaction.

F. Such street shall only be taken into the secondary system of state highways if the governing
body of the county has identified and made available the funds required to improve the street to
the required minimum standards. The governing body of any county, in consultation with the
Department, may designate a street as Rural Rustic, provided such street is located in a low -
density development area and has an average daily traffic volume of no more than 1.500 vehicles
per day, and any street so designated may be improved in accordance with reduced and flexible
standards pursuant to §33.1 -70.1. The county may consider the following options to fund the
required improvements for streets accepted under this section:
1. The local governing body of the county may use a portion of the county's annual secondary
highway system construction allocation designated as "rural addition funds" to fund the
qualifying rural addition costs for qualifying streets if the county agrees to contribute from
county revenue or the special assessment of the landowners on the street in question one -half of
the qualifying rural addition cost to bring the streets up to the necessary minimum standards for
acceptance. No such special assessment of landowners on such streets shall be made unless the
governing body of the county receives written declarations from the owners of 75 percent or
more of the platted parcels of land abutting upon such street stating their acquiescence in such
assessments. The basis for such special assessments, at the option of the local governing body,
shall be either (i) the proportion the value of each abutting parcel bears to total value of all
abutting parcels on such street as determined by the current evaluation of the property for real
estate tax purposes, or (ii) the proportion the abutting road front footage of each parcel abutting
the street bears to the total abutting road front footage of all parcels abutting on the street, or (iii)
an equal amount for each parcel abutting on such street. No such special assessment on any
parcel shall exceed one -third of the current evaluation of such property for real estate tax
purposes. Special assessments under this section shall be conducted in the manner provided in
Article 2 (§ 15.2 -2404 et seq.) of Chapter 24 of Title 15.2, mutatis mutandis, for assessments for
local improvements.
2. The local governing body of any county may use a portion of its annual secondary highway
system construction allocation designated as "rural addition funds" to fund the qualifying rural
addition cost for qualifying streets within the limitation of funds and the mileage limitation of the
Commonwealth Transportation Board's policy on rural additions.
3. The local governing body of any county may use revenues derived from the sale of bonds to
finance the construction of rural additions to the secondary system of such county. In addition,
from the funds allocated by the Commonwealth for the construction of secondary road
improvements, such governing body may use funds allocated within the Commonwealth
Transportation Board policy for the construction of rural additions to pay principal and interest
on bonds associated with rural additions in such county, provided the revenue derived from the
sale of such bonds is not used as the county matching contribution under § 33.1- 23.05. The
provisions of this section shall not constitute a debt or obligation of the Commonwealth
Transportation Board or the Commonwealth of Virginia.
4. The local governing body of the county may expend general county revenue for the purposes
of this section.

5. The local governing body of the county may permit one or more of the landowners on the
street in question to pay to the county a sum equal to one -half of the qualifying rural addition
cost to bring the street up to the necessary minimum standards for acceptance into the secondary
system of state highways, which funds the county shall then utilize for such purpose. Thereafter,
upon collection of the special assessment of landowners on such street, the county shall use such
special assessment funds to reimburse, without interest, the one or more landowners for those
funds which they previously advanced to the count to bring the street up to the necessary
minimum standards for acceptance.
6. The local governing body of the county may utilize the allocations made to the county in
accordance with § 33.1- 23.05.
G. In instances where it is determined that speculative interest, as defined in subsection C, exists
the basis for the pro rata percentage required of such developer, developers, or successor
developers shall be the proportion that the value of the abutting parcels owned or partly owned
by the developer, developers, or successor developers bears to the total value of all abutting
property as determined by the current evaluation of the property for real estate purposes. The pro
rata percentage shall be applied to the Department of Transportation's total estimated cost to
construct such street to the necessary minimum standards for acceptance to determine the
amount of costs to be borne by the developer, developers, or successor developers. Property so
evaluated shall not be assessed in the special assessment for the determination of the individual
pro rata share attributable to other properties. Further, when such pro rata participation is
accepted by the governing body of the county from such original developer, developers, or
successor developers, such amount shall be deducted from the Department of Transportation's
total estimated cost and the remainder of such estimated cost, the qualifying rural addition cost,
shall then be the basis of determining the assessment under the special assessment provision or
determining the amount to be provided by the county when funded from general county revenue
under subsection C of this section or determining the amount to be funded as a rural addition
under subsection D of this section.
H. Acceptance of any street into the secondary system of state highways for maintenance,
improvement, construction, and reconstruction shall not impose any obligation on the Board to
acquire any additional right -of -way or easements should they be necessary by virtue of faulty
construction or design.
I. "Rural addition funds" means those funds reserved from the county's annual allocation of
secondary system highway construction funds, as defined in § 33.1 -67, for the purpose of this
section. If such funds are not used by such county for such purpose during the fiscal year they
are so allocated, the funds may be held for such purpose for the four succeeding fiscal years. A
maximum of five percent of the annual secondary system highway construction allocation may
be reserved by the governing body for rural additions.

EXECUTIVE SUMMARY
BACKGROUND:
The E911 department is in the process of upgrading the radio system and has installed new tower sites
throughout the County.
DISCUSSION:
During the 2014 budget process, data did not exist to adequately budget for the cost of additional insurance
required for the new tower sites nor the cost associated with the electricity to operate these sites. Therefore,
additional funds are required by the E911 department for insurance and electricity expense in order to have
adequate funds to complete the fiscal year. A total of $7,577.25 is needed for insurance to cover the tower
sites and $20,600.00 is needed for electricity to operate the sites.
RECOMMENDATION:

The E911 department is in the process of upgrading the radio system and has installed new tower sites
throughout the County.
DISCUSSION:
During the 2014 budget process, data did not exist to adequately budget for the cost of additional insurance
required for the new tower sites nor the cost associated with the electricity to operate these sites. Therefore,
additional funds are required by the E911 department for insurance and electricity expense in order to have
adequate funds to complete the fiscal year. A total of $7,577.25 is needed for insurance to cover the tower
sites and $20,600.00 is needed for electricity to operate the sites.
RECOMMENDATION:

The West Piedmont Workforce Investment Board currently contracts the business services function
through Pittsylvania County Community Action (PCCA), Martinsville -Henry County Chamber of
Commerce, Danville- Pittsylvania County Chamber of Commerce, and Patrick County Public Schools
(PCPS) for the Area XVII region. The contracted providers have agreed to serve as the business
services manager and job developer to take the lead to administer the following business service
functions to employers:
• Coordinating job fairs, targeted recruitment events, planned closings or layoff services,
labor market information and pre- screening of job applicants who have been deemed
WIA- eligible
• Placing WIA- eligible pool of applicants into adult internships, work experiences and /or
On -the Job - Training (OJT) as approved in advance by PCCA and PCPS as all placements are
contingent on the availability of funds allocated to PCCA and PCPS as the WPWIB's One
Stop Operator and contractor for adult and dislocated worker program services
The business services managers are responsible for the following items:
• Identify employers from the Martinsville -Henry County, Danville- Pittsylvania County and
Patrick County areas, representing job openings and employers who are willing to
consider WIA - eligible adult and dislocated workers.
• Ensure employers receive a pool of WIA - eligible individuals who have the potential to fill
their job openings.
• Work with employers to identify a pool of candidates for skilled and professional job
openings that are more difficult to fill.

• Ensure employers receive information and support for assessment and training that they
require.
• Increase resources available to employers to maximize their access to workforce services.
• Provide human resource services and data to employers to assist with their hiring and
retention.
• Provide data and feedback to workforce partners to assist in placement and training

• Coordinate with providers' WIA director to meet with designated case managers at the
Virginia Workforce Centers at least twice a week to coordinate efforts and update case
managers and the appropriate Center officials on employer needs and /or requests.
• Coordinates quarterly business service team meetings with all partners at the Centers and
workforce and economic development stakeholders, such as regional economic
development agencies, Longwood Small Business Development Center, The Launch Place,
West Piedmont Business Development Center, West Piedmont Planning District
Commission, Southern Virginia Alliance, Dan River Regional Collaborative and the WPWIB.
In addition to the responsibilities above, job developers are responsible to do the following:
• Maintain contact with WIA clients placed in Internships and /or On- the - Job - Training (OJT)
opportunities and adheres to WPWIB policies in regard to these services.
• Maintain contact with employers to stay informed of clients' progress at the worksite.
• Provide case managers with all of the necessary documentation for clients' files in order
for the contractor to stay in compliance with local, state and federal regulations and
required VOS data entries, such as, but not limited to, timesheets of clients while in

The WPWIB proposes to implement with the assistance of its partners, an enhanced
business services program which includes the following components:
Launch a speaker series that would especially appeal to small to medium sized businesses
throughout the region through partnership with each locale's Chamber of Commerce. Due to
funding issues, many small and medium sized businesses in our region do not have the
capacity to seek these types of needed training independently. A total of 9 workshops would
be provided throughout the region with 4 workshops each in the Martinsville -Henry County
area and the Danville- Pittsylvania County area and 1 workshop in the Patrick County area.
During each workshop, there would be a brief presentation regarding the services provided
by the Business Services Team and how to maximize the capability of one feature on VOS or
bring awareness to VOS as a tool for employers. Workshops would be videoed and available
online with 24 -7 access to all employers in the region at no cost on the
www.vaworkforcecenters.com website. Viewers would utilize a free account to login and
view the video library. The login feature would assist our Business Services Team with
tracking utilization. These workshops would build capacity and infrastructure for the
Business Services Team and topics may include the following topics:

The speaker series would be marketed by Workforce Center Partners, regional economic
development partners and Chambers of Commerce in Martinsville -Henry County, Danville -
Pittsylvania County and Patrick County in addition to the Business Services Team. The
business management speaker series will provide multiple opportunities to enhance the
relationships between the employer customer base and the partners of the Workforce
Network, especially the region's Business Services Team as the essential contact for meeting
business needs. During these workshops, other complementary programs can be introduced
to employers. Examples include the non -WIA funded OJT program available through the
Danville Regional Collaborative, the National Career Readiness Certification initiative,
specialized grant programs and subsidies (Chamber's Partnership for Economic Growth grant,
The Launch Place and Martinsville -Henry County Economic Development Corporation's
marketing grants) and traditional economic development incentive programs.
Measureable expected outcomes for the speaker series are as follows:
o Provide training and outreach to 260 to 400 workshop participants.
o Increase number of employers utilizing the Workforce Services Network by 25
employers.
o Increase the number of small to medium sized businesses utilizing VOS by 25
employers.
Enhance marketing efforts to include integrated social media, billboards, videos to be used to
promote hard to fill or specialized skill jobs and success stories from both employer and job
seeker perspectives. Marketing efforts will also be centered around marketing the workshops
and the video access on the Workforce Network website. Website improvements will also
include more interactive access for businesses so that they may post job openings more easily
and can access the video library 24/7 to further develop business skills. Jobseekers, including
the youth population in the region will have access to interactive tools which will assist them
with exploring career, educational and technical training at any stage in life. Website visitors
will be able to utilize tools which will enable them to realistically determine what education,
training and salary expectations are tied to occupations of interest. The site will also connect
its users with a "reality check" tool which enables website visitors to choose detailed lifestyle
scenarios and a realistic calculation of the amount of salary required to support the chosen
lifestyle.
Measurable expected outcomes for the enhanced marketing efforts include the following:

Proposed Budget:
Please provide a narrative description of the budget for the proposed project. Also, complete the
information outlined in the budget table below for each line item of expenditures (please list
personnel salaries and benefits, if any, as separate line items).
The projected budget for the WPWIB Business Services Grant for proposed activities is $50,000.
All Workforce Network partners will be utilized to leverage resources in an effort to enhance
Business Services delivery to employers and jobseekers. In -kind contributions from regional
Chambers of Commerce and other partners are estimated to be $10,000 and include marketing,
staff time and use of equipment such as copiers.
For the speaker series, we anticipate that it will cost $29,505. It is estimated that each workshop
will cost $2,359 to $4,350 depending on location. In the Danville - Pittsylvania County area, venue
expenses can cost up to $1,000 for a workshop which requires full technology. Patrick County and
Martinsville -Henry County have venues that are available at no cost through partnerships or at a
significantly lower cost. Videography costs are estimated to be $500 per event, and workshops to
be held outside of the Danville area include an additional estimate for the vendor to travel to the
other regional locations. Chambers of Commerce from Martinsville -Henry County and Danville
Pittsylvania County have committed in -kind marketing to assist with promotion of the speaker
series across the region. Each Chamber of Commerce will collect and retain any nominal fees
charged to workshop participants. Any scholarships or fee waivers will be provided by the
respective Chambers.
The anticipated marketing costs are estimated to be $20,495. Marketing estimates are based on
regional pricing which may vary by location and media source. Regional social media outlets will
be updated by WPWIB staff and Business Services team members. Each team member will have
administrator access to be empowered to add events, success stories, promote a service, etc. in a
timely manner. In the event that proposals for marketing exceed the projected budget, marketing
activities will be again prioritized and implemented according to available funding.

It is a requirement by the Department of Agriculture and Consumer Services with the Commonwealth of
Virginia that all dangerous dogs be registered with the state. This is a requirement that all dangerous dog
owners must comply with, however; the 2012 Session of the General Assembly enacted several changes to
the Virginia dangerous dog statutes that requires dangerous dog owners to work directly with local animal
control agencies (see attached letter).
DISCUSSION:
Since January 2013, Pittsylvania County has collected funds from dangerous dog owners to streamline the
process of their dog's registration with the state. These funds are currently being held in the Veterinary
Expense Fund in a separate line item called dangerous dog fees. To date, these fees have not been
appropriated because we have never received a billing from the Commonwealth for the registration of these
animals. A total of $50 needs to be appropriated to the Misc- Dangerous Dog Fee line item 245- 4- 035200-
5899 so that this invoice may be paid.
RECOMMENDATION:
Staff recommends that the Board of Supervisors approve an appropriation of $50.00 from the Dangerous Dog
Fee revenue line item (245 -3- 000000 - 130102) to the Misc - Dangerous Dog Fee expenditure line item (245 -4-

DANGEROUS DOG REGISTRY RENEWAL REMINDER
Dear Owner:
The 2012 Session of the General Assembly enacted several changes to the Virginia dangerous dog .
statutes in order to streamline and simplify the registration process. From this year forward, you will
only need to work with your local animal control agency in order to ensure that your dog's registration
remains current.
The current registration of your dog in the Virginia Dangerous Dog Registry will expire on January 31,
2013, The Dangerous Dog Law requires that the owner of each dangerous dog renew the dog's
registration by January 31 of each year they own the dog. A copy of the Dangerous Dog Renewal Form is
enclosed. Please submit the completed renewal form to your local animal control agency. They will
contact you if more information or an inspection is needed.
You no longer need to submit a $35.00 renewal fee to the state. The entire $85.00 renewal fee (the
$35.00 formerly paid directly to the state and the $50.00 local fee) should now be paid directly to your
local government by January 31.
Again, you do not iced to submit any information or payment directly to the state this year —your local
animal control agency will ensure that your information is current in the state registry. If you have any

amount of $197,590. These funds were sent to the Sheriff as a one time transfer from a settlement received

THIS MEMORANDUM OF UNDERSTANDING ( "MOU ") is made this 25th day of
November, 2013, by and between the COMMONWEALTH OF VIRGINIA, OFFICE OF THE
ATTORNEY GENERAL ( "Commonwealth" or "OAG ") and the PITTSYLVANIA COUNTY
SHERIFF'S OFFICE ( "OFFICE"),
1. PURPOSE: This Memorandum sets out the terms of an understanding between the OAG
and the Office for the use of federal asset forfeiture funds to help provide supplemental financial
support for the Office's immediate law enforcement needs as outlined in the proposal submitted
to the OAG. The OAG will provide $197,590.00 in federal asset forfeiture monies to the Office
addressing the Office's law enforcement need.
2. TIME FRAME: These funds shall be spent in no more than 24 months from receipt of
transfer.
3. BACKGROUND: On May 7, 2012, Abbott Laboratories ("Abbott ") entered into a plea
agreement with the United States, pleading guilty to one count of violating Title 21, United
States Code, Sections 331(a), 333(a)(1), 352(a), and 352(f)(1), related to the introduction and
delivery into interstate commerce the misbranded drugs Depakote, Depakote in and introduction and
Sprinkle. United States v. Abbott Laboratories, Case No. 1:12 -CR -00026 (W.D. Va.) (Judgment
entered October 2, 2012).
4. PARTIES: The OAG's Medicaid Fraud Control Unit was the lead investigative agency
in the Abbott case. As a result of the plea agreement, the OAG was awarded an equitable share
of asset forfeiture funds.
The Office submitted a proposal to the OAG for a law enforcement purpose on July 30, 2013.
5. TERMS AND CONDITIONS:
a. The OAG will directly transfer $197,590.00 to the Office.
b. The Office will use the funding to purchase five vehicles with onboard camera
and computers for the School Resource Officer Program. The mere presence of
the law enforcement vehicle on school grounds will be a deterrent, plus they will
be used for transporting potential violators to headquarters, storage of full
complement of essential law enforcement equipment, and communications with
the dispatcher.
C. The Office will abide by the signed Terms and Conditions submitted to the OAG
on 07/30/2013.

Re: One -Time Asset Foifieiture Transfer

On behalf of Attorney General Ken Cuccinelli, I am pleased to announce that your
department has been approved for an asset forfeiture transfer based upon your submitted
proposal in the amount of $197,590.00.
We will be in touch after the Thanksgiving holiday with more details regarding how the
transfer will be accomplished. We will prepare a Memorandum of Understanding (MOU)
between your department and the Commonwealth of Virginia, Office of the Attorney
General. The MOU will explain the exact amount and nature of the award approved by the
U.S. Department of Treasury. Please note the award amount may differ from your
department's original request,

the Equitable Sharing Agreement and Certification form filed by both the OAG
and recipient agencies.
f. The Office shall submit a progress report if requested by the GAG.
6. SUPPLANTING: The Office agrees that funds made available under this transfer will
not be used to supplant state or local funds, but will be used to increase the amounts of such
funds that would be, in the absence of these funds, made available for law enforcement activities
related to CIT. Federal asset forfeiture funds must be used to supplement existing funds for
program activities and must not replace funds that have been appropriated for the same purpose.
7. RECORDKEEPING AND AUDITS: The Office will maintain complete records
concerning all requests for disbursements from the federal asset forfeiture fund, and all payments
made from the fund, and report on the covered activities on an annual basis. The Office shall
retain all books, records, and other documents relative to expenditures permitted by this MOU in
accordance with record retention policy and /or Federal and State Auditing Guidelines. The GAG,
its authorized agents, and /or state auditors shall have full access to and the right to examine any
of said materials during said period. The Office will cooperate in any audit of the fund by the
Virginia Auditor of Public Accounts or the United States Department of Treasury.
8. PREVAILING LAW: This MOU shall be construed, interpreted and enforced according
to the laws of the Commonwealth of Virginia.
9. MODIFICATIONS: Any amendments to or modifications of this MOU must be in
writing and signed by the parties.
