BACKGROUND:
Mr. Fred Wydner, Director of Agricultural Development, is responsible for promoting existing agricultural
operations and looking for new agricultural development opportunities to bring new jobs and income to the County.
DISCUSSION:
Mr. Wydner is working with the Agriculture Development Board to promote economic development opportunities
associated with Poultry Production and Processing. On January 28 -30, 2014 the International Poultry Production &
Processing Expo is being held in Atlanta, Georgia. This is the largest annual event in the world for the poultry, feed
and meat industries. Mr. Wydner will have an opportunity to establish valuable business contacts and promote
Pittsylvania County as a desirable location for a poultry hatchery, feed mill and processing center. The funds for
this trip are within the current department budget.
RECOMMENDATION:
Staff recommends that the requested out -of -state travel be approved.

RESOLUTION
2013 -12 -01
WHEREAS, after retiring from Verizon, Mr. Ecker and his wife, Ann, moved from Maryland to
Pittsylvania County in 2000 to the Staunton River District. Mr. Ecker was quoted innumerable times in stating
Pittsylvania County was his home that he loved; and
WHEREAS, the Honorable Marshall Albert Ecker started his term on Pittsylvania County Board of
Supervisors on January 1, 2008, providing representation to the Staunton River District citizens and Pittsylvania
County; and
WHEREAS, in the November 2007 General Election, Marshall Ecker was elected as the Staunton
River District Representative for the Pittsylvania County Board of Supervisors and on January 1, 2008, Mr.
Ecker began his first 4 -year term as the Staunton River District Representative for the Board of Supervisors. In
the November 2011 General Election, Mr. Ecker was re- elected to serve a second 4 -year term to represent the
Staunton River District on the Board of Supervisors for Pittsylvania County, and in January 2013, was elected
by the Board to serve as Chairman for the Board of Supervisors; and
WHEREAS, during his tenure on the Board of Supervisors, the Honorable Marshall A. Ecker was a
very active representative who was appointed to the Pittsylvania County Service Authority Board of
Commissioners, the Metropolitan Planning Organization, and numerous committees, including all of the Board
of Supervisors' Standing Committees; and
WHEREAS, the Honorable Marshall A. Ecker, was a dedicated and loyal public servant who
faithfully performed his duties diligently and in a dependable manner as the Staunton River District
Representative on the Board of Supervisors for Pittsylvania County, giving support and guidance to his fellow
Board members and County's staff, as well as to the citizens of Pittsylvania; then
NOW, THEREFORE, BE IT RESOLVED, that the Pittsylvania County Board of Supervisors
expresses its sincere regret and grief over the loss of the Honorable Marshall A. Ecker, an honored and
respected citizen and member of the Pittsylvania County Board of Supervisors, and for the outstanding
representation he provided for the citizens of Pittsylvania County and, the Board of Supervisors expresses its
condolences to the family of the Honorable Marshall A. Ecker for their loss; and
BE IT FURTHER RESOLVED that the Board of Supervisors directs that a copy of this resolution be
given to the family of the Honorable Marshall A. Ecker.

BACKGROUND:
Currently either -sex deer hunting days in Pittsylvania County are as follows: November 23, November 30; and
December 7 through January 4. (See attached).
DISCUSSION:
The Honorable Coy E. Harville has requested the attached resolution be sent to the Department of Game and Inland
Fisheries requesting their consideration in amending either -sex deer hunting days to November 23 through January
4, with no break. Furthermore, Mr. Harville requests that a copy of this resolution also be forwarded to Pittsylvania
County's local representatives in the General Assembly, requesting their support on this issue. (Delegates Danny

VIRGINIA: At an adjourned meeting of the Board of Supervisors of Pittsylvania County,
Virginia, held on Tuesday, December 17, 2013, the following resolution was presented and
adopted:
WHEREAS, the Board of Supervisors of Pittsylvania County requests the
Department of Game and Inland Fisheries to consider either -sex deer hunting days be
amended to begin November 23 through January 4, with no break; and
WHEREAS, it appears to be a significant increase in the deer population
throughout Pittsylvania County, requiring the consideration of allowing an extended
number of doe to be removed; then
BE IT RESOLVED, that the Pittsylvania County Board of Supervisors expresses
its strong recommendation to the Department of Game and Inland Fisheries to consider
Pittsylvania County's request to amend either -sex deer hunting days to begin November 23
through January 4, with no break; and
BE IT STILL FURTHER RESOLVED that a copy of this resolution be
forwarded to the Department of Game and Inland Fisheries and Pittsylvania County's local
representatives in the General Assembly to express the Board of Supervisors' strong
support of this issue.

Each year Pittsylvania County approves a contract with the Virginia Department of Health to provide the health
services in Pittsylvania County; wherein, the County pays approximately 40% of the cost to the operation of the
department.
Attached hereto, you will find the local government agreement for the year 2013 -2014 which ends June 30, 2014.
Copies of this agreement just arrived in the County Administrator's office on mid - November 2013. The
Pittsylvania- Danville Health Department sent the agreement to the County Administrator's office when they
received it. The County Attorney has reviewed and approved the agreement.
RECOMMENDATION:
Staff recommends the Board of Supervisors to approve the current 2013 -2014 contract with the Pittsylvania
County- Danville Health District and authorize the Interim County Administrator to sign all necessary
documentations.

STATEMENT OF AGREEMENT WITH the Board of Supervisors of Pittsylvania County
Under this agreement, which is created in satisfaction of the requirements of § 32.1 -31 of the Code
of Virginia (1950), as amended, the Virginia Department of Health, over the course of one fiscal year, will
pay an amount not to exceed $814.542.00, from the state general fund to support the cooperative budget in
accordance with appropriations by the General Assembly, and in like time frame, the Pittsylvania County
Board of Supervisors will provide by appropriation and in equal quarterly payments a sum of $498,600.00
local matching funds and S0 one - hundred percent local funds for a total of $498.600.00 local funds.
These joint funds will be distributed in timely installments, as services are rendered in the operation of the
Pittsylvania County Health Department, which shall perform public health services to the Commonwealth
as indicated in Attachment A(1.), and will perform services required by local ordinances as indicated in
Attachment A(2.). Payments from the local government are due on the third Monday of each fiscal quarter.
The term of this agreement begins July 1, 2013. This agreement will be automatically extended
on a state fiscal year to year renewal basis under the terms and conditions of the original agreement unless
written notice of termination is provided by either party. Such written notice shall be given at least 60 days
prior to the beginning of the fiscal year in which the termination is to be effective. Any increase or decrease
in funding allocation shall be made by an amendment to this agreement.
The parties agree that:
Under this agreement, as set forth in paragraphs A, B, C, and D below, the
Commonwealth of Virginia and the Virginia Department of Health shall be responsible
for providing liability insurance coverage and will provide legal defense for state
employees of the local health department for acts or occurrences arising from
performance of activities conducted pursuant to state statutes and regulations.
A. The responsibility of the Commonwealth and the Virginia Department of Health
to provide liability insurance coverage shall be limited to and governed by the
Self- Insured General Liability Plan for the Commonwealth of Virginia,
established under § 2.2 -1837 of the Code of Virginia. Such insurance coverage
shall extend to the services specified in Attachments A(L) and A(2.), unless the
locality has opted to provide coverage for the employee under the Public
Officials Liability Self- Insurance Plan, established under § 2.2 -1839 of the Code
or under a policy procured by the locality.
B. The Commonwealth and the Virginia Department of Health will be responsible
for providing legal defense for those acts or occurrences arising from the
performance of those services listed in Attachment A(1.), conducted in the
performance of this contract, as provided for under the Code of Virginia and as
provided for under the terms and conditions of the Self- Insured General
Liability Plan for the Commonwealth of Virginia.

C. Services listed in Attachment A(2.), any services performed pursuant to a local
ordinance, and any services authorized solely by Title 15.2 of the Code of
Virginia, when performed by a state employee, are herewith expressly excepted
from any requirements of legal defense or representation by the Attorney
General or the Commonwealth. For purposes of assuring the eligibility of a state
employee performing such services for liability coverage under the Self - Insured
General Liability Plan of the Commonwealth of Virginia, the Attorney General
has approved, pursuant to 3 2.2 -507 of the Code of Virginia and the Self- Insured
General Liability Plan of the Commonwealth of Virginia, the legal
representation of said employee by the city or county attorney, and the
Pittsylvania County Board of Supervisors hereby expressly agrees to provide the
legal defense or representation at its sole expense in such cases by its local
attorney.
D. In no event shall the Commonwealth or the Virginia Department of Health be
responsible for providing legal defense or insurance coverage for local
government employees.
2. Title to equipment purchased with funds appropriated by the local government and
transferred to the state, either as match for state dollars or as a purchase under
appropriated funds expressly allocated to support the activities of the local health
department, will be retained by the Commonwealth and will be entered into the Virginia
Fixed Asset Accounting and Control System. Local appropriations for equipment to be
locally owned and controlled should not be remitted to the Commonwealth, and the local
government's procurement procedures shall apply in the purchase. The locality assumes
the responsibility to maintain the equipment and all records thereon.
3. Amendments to or modifications of this contract must be agreed to in writing and signed
by both parties.

Under the agency's Memorandum of Agreement (MOA) with the Virginia Department of Agriculture and

suspension, reinstatement and revocation of permits for all frozen desserts plants which are an integral
part of any premises, including Grade "A" milk plants, hotels, restaurants, and mobile units where frozen

BACKGROUND:
The City of Danville and Pittsylvania County have a Joint Enterprise Zone that was approved by the Virginia
Department of Housing and Community Development in 2001. The Enterprise Zone includes property located
solely in the City of Danville and property located solely in Pittsylvania County. Each jurisdiction has its own set of
Enterprise Zone Incentives and administers its own portion of the joint zone.
Each locality in a Joint Enterprise Zone has the ability to amend the Zone's boundaries once per year. An
application and a Public Hearing are required for the jurisdiction where the boundary amendment is proposed. The
City of Danville is submitting an application to slightly amend its existing boundaries. The attached maps show that
some small areas are proposed to be deleted and some new areas added. The City of Danville believes that these
amendments will improve the utilization of their Enterprise Zone. The City has held a Public Hearing and the City
Council approved a Resolution of support for the application on November 19, 2013. Even though the two portions
of the joint zone are administered separately by each jurisdiction, each governing body needs to support the
amendment. In order to complete their application, the City needs Pittsylvania County to sign a Joint Application
Amendment Agreement (attached).
RECOMMENDATION:
Staff recommends that the Board support the City of Danville's proposed Enterprise Zone amendment and
authorize the Interim County Administrator to sign the Joint Application Amendment Agreement.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT TO THE VIRGINIA
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AN ENTERPRISE ZONE
INCENTIVE AMENDMENT APPLICATION FOR THE CITY'S PORTION OF THE JOINT ZONE
WITH PITTSYLVANIA COUNTY (ENTERPRISE ZONE #57).
WHEREAS, the City of Danville, Virginia, desires to amend the incentives for the City of
Danville's portion of the joint zone with Pittsylvania County (Enterprise Zone #57); and
WHEREAS, the Enterprise Zone Program guidelines restrict total amount of available
acreages to include no more than seven (7) percent of the jurisdictions land area, which in
Danville totals 1,657 acres in Zone #57; and
WHEREAS, as at this time City staff is requesting the Council to approve boundary
additions and deletions to bring the City's portion of Enterprise Zone #57 more in line with the
State's incentive goals.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Danville, Virginia,
that the City Manager be, and he is hereby, authorized to submit to the Virginia Department of
Housing and Community Development an application to amend the boundaries of the City of
Danville's portion of the joint zone with Pittsylvania County (Enterprise Zone #57), and
BE IT FURTHER RESOLVED by the Council of the City of Danville, Virginia that the
boundary additions of land located within the City and suitable for development consistent with
the goals of the Enterprise Zone Program be, and are hereby authorized and consist of the
following properties:
• 2174 South Boston Road - First Piedmont Corporation
AND BE IT FURTHER RESOLVED by the Council of the City of Danville, Virginia, that
the boundary, which are less suitable for development and less consistent with the goals of the
Enterprise Zone Program and are located within the City of Danville be, and are hereby,
authorized consisting of the following properties:
• 601 Eagle Springs Rd - Evan's Park /Ormond Farm
• A portion of Parcel 78436
AND BE IT FURTHER RESOLVED by the Council of the City of Danville, Virginia, that
connector corrections need to be made in order to maximize Enterprise Zone acreage, and are
hereby, authorized consisting of Highway 29 at Little Creek Road;
AND BE IT FINALLY RESOLVED by the Council of the City of Danville, Virginia, that
that the City Manager, Joseph C. King, be, and he is hereby, authorized to submit all
information needed to apply for the Enterprise Zone boundary amendments and to carry out all
program administrative reporting requirements.

BACKGROUND:
Each year members of the Board of Supervisors submit a Project List to the West Piedmont Planning District for
their Regional Comprehensive Economic Development Strategy (CEDS). This is a requirement for Economic
Development Administration (EDA) funding and EDA projects. We must submit projects listing their project
priorities and their project types, along with the proposed funding including federal, state, local or other.
DISCUSSION:
Staff is requesting the Board of Supervisors review the attached CEDS project list, which is based on a review and
update of last year's project list. Joint projects with the City of Danville have been coordinated with City staff to
assure consistency. The proposed list includes projects that are located throughout the County. Please note that the
Priority rating is not based on importance, but is an EDA term relating to the Planning Stage of the project.
RECOMMENDATION:
Staff recommends the Board of Supervisors approve the Comprehensive Economic Development Strategy Priority
Projects list and authorize the Interim County Administrator to send the list and required EDA submittal letter to
the West Piedmont Planning District Commission to be incorporated into their regional 2014/2015 CEDS update.

At their adjourned meeting, October 22, 2013, the Board of Supervisors approved the performance agreement
for Dan River Plants, LLC and authorized the Interim County Administrator to sign all necessary
documentation on behalf of the County to submit an AFID grant to the Virginia Department of Agriculture
and Consumer Services.
DISCUSSION:
Pittsylvania County received AFID grant funds in the amount of $150,000 on December 6, 2013. These
funds need to pass through to the Industrial Development Authority (IDA) so that they can, in turn, pass them
to Dan River Plants, LLC.
RECOMMENDATION:
Staff recommends that the Board of Supervisors appropriate a total of $150,000 to the Industrial
Development (IDA) Fund and approve the payment of these funds to the IDA so that the IDA may send these
funds to Dan River Plants, LLC. REQUIRES A ROLL CALL VOTE.

Pittsylvania County Board of Supervisors and Chapter 2 -22; Running at Large Restrictions, of the
Pittsylvania County Code note that homeowners of defined areas can request the Board of Supervisors to set
an animal control area based on more than fifty (50 %) percent of the landowners signing a petition for this
service. (See Attachment A).
DISCUSSION:
Staff received a petition from residents of Lakesside Drive requesting the Board of Supervisors designate
Lakeside Drive with Running at Large Restrictions per Chapter 2 -22 of the Pittsylvania County Code . After
reviewing and comparison to the recorded plat, 19 (51.3% percent) of the landowners of the proposed
controlled area of Lakeside Drive had signed the petition letters in favor of establishing an animal controlled
area. (37 eligible parcel considerations total for subdivision (property with homes), with 19 owners'
signatures in favor of a controlled area). (See Attachment B). The petition meets the requirements of
Chapter 2 -22(b) of the Pittsylvania County Code to hold a public hearing for citizen input. Attachment C
shows a plat of Lakeside Drive. If the Board moves to advertise and hold a public hearing, the hearing date
will be January 21, 2014.
RECOMMENDATION:
Staff submits this request to the Board of Supervisors for their review, consideration and approval.

SEC. 2 -21. SEVERABILITY CLAUSE.
It is hereby declared to be the intention of the Board of Supervisors that the sections, paragraphs,
sentences, clauses, and phrases of this Ordinance are severable, and if any phrase, clause, sentence,
paragraph, or section of this Ordinance shall be declared unconstitutional or invalid by the valid
judgment or decree of a Court of competent jurisdiction, such unconstitutionality or invalidity shall
not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this

SEC. 2 -22. RUNNING AT LARGE RESTRICTIONS IN DESIGNATED AREAS.
(a) Notwithstanding the provisions of Section 2 -13, it shall be unlawful for any dogs, licensed or
unlicensed to run at large within certain designated subdivisions, towns, villages, or other defined
areas. (B.S.M. 4/19/05)
(b) A majority of the property owners in any subdivision, town, village, or other defined area within
Pittsylvania County may petition the Board of Supervisors to be included among those areas
within which it is unlawful for dogs to run at large. Upon receipt of such petition, the Board shall
consider (1) whether the petition is signed by a majority of the property owners within the area,
and (2) whether the area is well enough defined to permit adequate enforcement by the Animal
Control Officer. Thereafter, the Board shall vote upon the petition. If a majority of the members
of the Board vote in favor of the petition, the area designated therein shall be added to those on
file in the County Administrator's Office.
(c) The following areas shall be designated areas restricting dogs running at large.

During the recent inspection of the Pittsylvania County Jail by the Department of Corrections and the
Virginia Health Department, the County was cited in the inspection report due to the conditions of the inmate
showers. The Line -X covering that is in the shower stalls is cracking, splitting and peeling away from the
walls.
DISCUSSION:
In exploring the options available to correct the problem with Darrell Dalton, Director of Buildings &
Properties, the County would like to look at installing stainless steel shower units. Donna Meeks, Purchasing
Manager, sent out a request for quote for an engineering firm to design the shower units and prepare the bid
specifications for this project. We received two (2) responses. HDR Architecture, Inc., due to the size of the
project, submitted a "no quote ". A quote in the amount of $12,200, was submitted by Dewberry Engineers,
Inc. Sheriff Taylor has agreed to fund the cost of this project from Fund 311 Jail Inmate Management. There
is currently a balance of $104,748.17 in Fund 311.
RECOMMENDATION:
Staff recommends the Board award the contract to Dewberry Engineers, Inc. at a cost of $12,200.

Professional engineering and technical services for the above referenced project. We are sincerely
interested in this project, and are confident that our capabilities and related experience uniquely qualify

UNDERSTANDING OF PROJECT
It is our understanding that Pittsylvania County desires professional engineering and design services for
the installation of seven (7) stainless steel shower units in the Pittsylvania County Jail located on Bank
Street in Chatham, Virginia. The existing shower units have split and cracked and need to be replaced.
SCOPE OF SERVICES
A. Design
Dewberry will provide engineering services for the design and installation of seven (7) stainless steel
shower units. The design will include the grade or type of stainless steel, complete installation
details, all required plumbing water supply and waste connections including new drain, shower
heads and valves. Specifications will include the removal of the existing shower liner back to the
existing concrete block. We assume the existing water supply and sewer waste lines are of
adequate size and will not be replaced.
Dewberry will produce a 100% Construction Document review set for the owner. Review set will
include plans, bid and technical specifications, and estimated cost of construction. It is expected
that the owner will provide review comments within one week. Dewberry will attend a review
meeting (in Danville) with owner to go over the submittal and address any questions or comments.
At that point Dewberry will issue Final Construction /Permitting drawings within one week.

XX -XX -1. Application. In any district in which a use is otherwise permitted, if such use
constitutes an "adult use," as defined herein, the minimum requirements and standards set out in
this division shall apply to such use.
XX -XX -2. Definitions. In this section, unless the context otherwise requires, the
following words or terms are defined as set out herein:
Adult bookstore: An establishment that devotes more than fifteen percent (15 %) of the
total floor area utilized for the display of books and periodicals to the display and sale of the
following:
a. Books, magazines, periodicals or other printed matter, or photographs,
films, motion pictures, video cassettes, slides, tapes, records or other forms of visual or audio
representations which are characterized by an emphasis upon the depiction or description of
"specified sexual activities" or "specified anatomical areas;" or
b. Instruments, devices or paraphernalia which are designed for use in
connection with "specified sexual activities."
An adult bookstore does not include an establishment that sells books or periodicals as an
incidental or accessory part of its principal stock -in -trade and does not devote more than 15
percent (15 %) of the total floor area of the establishment to the sale of books and periodicals.
Adult use: Any adult bookstore, adult motion picture theatre, adult mini- motion picture
theatre, adult motion picture arcade, adult model studio, adult drive -in theatre, or massage
parlor, as defined herein.
Adult motion picture theatre: An establishment, with a capacity of fifty (50 ) or more
persons, where, for any form of consideration, films, motion pictures, video cassettes, slides or
similar photographic reproductions are shown; and in which a substantial portion of the total
presentation time is devoted to the showing of material which is distinguished or characterized
by an emphasis upon the depiction of description of "specified sexual activities" or "specified

Adult mini - motion picture theatre: An establishment, with a capacity of more than five
but less than fifty (50) persons, where, for any form of consideration, films, motion pictures,
video cassettes, slides or similar photographic reproductions are shown, and in which a

substantial portion of the total presentation time is devoted to the showing of material which is
distinguished or characterized by an emphasis upon the depiction or description of "specified
sexual activities" or "specified anatomical areas" for observation by patrons. Movies rated "G,"
"PG," "PG -13," or "R" by the Motion Picture Association of America shall be exempted from
Adult Use standards /regulations.
Adult motion picture arcade: Any place to which the public is permitted or invited
wherein coin or slug- operated or electronically, electrically or mechanically controlled still or
motion picture machines, projectors, or other image producing devices are maintained to show
images to five or fewer persons per machine at any one time, and where the images so
displayed are distinguished or characterized by an emphasis on depicting or describing
"specified sexual activities" or specified "anatomical areas." Movies rated "G," "PG," "PG-
13," or "R" by the Motion Picture Association of America shall be exempted from Adult Use
standards /regulations.
Adult drive -in- theatre: An open lot or part thereof, with appurtenant facilities, devoted
primarily to the presentation of motion pictures, films, theatrical productions and other forms of
visual productions, for any form of consideration, to persons in motor vehicles or on outdoor
seats, and presenting material distinguished or characterized by an emphasis on matter
depicting, describing or relating to "specified sexual activities" or "specified anatomical areas"
for observation by patrons. Movies rated "G," "PG," "PG -13," or "R" by the Motion Picture
Association of America shall be exempted from Adult Use standards /regulations.
Adult model studio: Any establishment open to the public where, for any form of
consideration or gratuity, figure models who display "specified anatomical areas" are provided
to be observed, sketched, drawn, painted, sculptured, photographed, or similarly depicted by
persons, other than the proprietor, paying such consideration or gratuity. This provision shall
not apply to any school of art which is operated by an individual, firm, association, partnership,
corporation or institution which meets the requirements established in the Code of Virginia,
1950, as amended, for the issuance or conferring of, and is in fact authorized thereunder to issue
and confer, a diploma.
Massage parlor. Any establishment, whether private or public, operated as a massage
salon, bath parlor or similar type of business where any physical or mechanical contact is made
to a recipient's body by another person or mechanical device for the purpose of massaging or
stimulating the recipient's body.
Specified anatomical areas:
a. Less than completely and opaquely covered:

I . Human genitals, pubic region;
2. Buttock, and
3. Female breast below a point immediately above the top of the
areola.
b. Human male genitals in discernibly turgid state, even if completely and
opaquely covered.
Specked sexual activities:
a. Human genitals in a state of sexual stimulation or arousal;
b. Acts of human masturbation, sexual intercourse or sodomy; and
C. Fondling or other erotic touching of human genitals, pubic region, buttock
or female breast.
XX -XX -3. Requirements and Standards.
A. No Adult use shall be permitted:
1. Within two (2) miles of any other existing Adult Use; and
2. Within one - thousand (1,000) feet of any existing residential use or residentially zoned
district, or any of the following uses:
a. Churches, monasteries, chapels, synagogues, convents, or other places of worship;
b. Public and private schools, or other educational institutions, up to and including
twelfth (12`) grade, and their adjunct play areas, and colleges; and
c. Public playgrounds, community swimming pools, day -care center, public parks,
and public libraries; and
3. All distances specified in this section shall be measured from the property line of one
use to another. The distance between an Adult Use and a residentially zoned district
shall be measured from the property line of the use to the nearest point of the
boundary line of the residentially zoned district; and
4. The "establishment" of an Adult Use as referred to herein shall include the opening of
such business as a new business, the relocation of such business, the enlargement of
such business in either scope or area, or the conversion, in whole or part, of an
existing business to any Adult Use; and
5. In addition to the requirements set forth in this section, all Adult Uses shall be
required to comply with any and all other local, state, or federal ordinances,
regulations, and law applicable to the same.
B. Signs and other visible messages.

1. Signs:
a. Sign messages shall make no reference to specified anatomical areas or specified
sexual activities; and
b. Sign messages may not include any graphic or pictorial depiction of material or
services available on the premises; and
c. Signs shall also meet all additional requirements contained in this ordinance.
2. Other visible messages.
a. Messages which are visible or intended to be visible from outside the property
(such as on or within doors or windows) shall not display materials, items,
publications, pictures, films, or printed material available on the premises; or
pictures, films, or live presentations of persons performing or services offered on
the premises.

DISCUSSION:
At their August 5, 2013 meeting, the Board of Supervisors approved a motion from the Legislative Committee that
the Board of Supervisors and the Planning Commission form a Joint Study Sub - Committee, along with strategic
partners, to review the Set Back Progress Report and make recommendations concerning ordinance changes. At
their meeting on December 2, 2013, the Board of Supervisors unanimously appointed Mr. Coy Harville and Mr.
Elton Blackstock as the Board's representatives on this subcommittee. The Planning Commission has appointed
Mr. Richard Motley and Mr. Curtis Arthur as its representatives. The following have been nominated to serve on
this subcommittee:
(a) Mr. Roger Jefferson and Mr. George Winn to represent the agricultural community.
(b) Mr. Tim Clark to represent the real estate /development community. (There will be a second representative
nominated for this community)

I wanted to report about the IDEAS conference that the Finance Office, the
Treasurer's Office and the Commissioner's Office attended. This conference which
was held November 8, 9 and 10, 2013 at the Hotel Roanoke was attended by myself
and Kathy Yeatts from Finance; Darlene Gibson and Donna Hudson from the
Treasurer's Office; and Shirley Hammock, Terri Calloway and Robin Goard from
the Commissioner's Office. The conference was presented by Keystone Financial
Systems, the provider of the County's financial and tax software. The purpose of
this conference was for users of the software to come together, get to know
colleagues using the software from different jurisdictions as well as to get acquainted
with the staff at Keystone. This conference was well attended and was very
beneficial for staff to learn more about the software in the areas of tax billing and
collection, general ledger and payroll. Employees from Pittsylvania County Schools
were also in attendance. Please let me know if you need any further information.
