District Courtxoom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at appxo�mately 7:00

Case 1, Timber Creek Properties, LLC, R-13-052 — Mr. Stowe opened the public hearing at 7:01 p.m. Mr.
Shelton, Director of Code Compliance, reported that Timber Creek Properties, LLC, had petitioned to rezone
2.45 acres and 0.75 acre, to make the zoning consistent with the adjacent parcel of land zoned A-1. He also
stated both parcels are located on State Road 1526/Astin Lane, in the Westover Election District. Donald
Merricks was present to xepresent the peririon. He stated he had nothing to add except that one parcel had no
road fxontage, the otheY parcel was double-zoned and he just wanted to make the zoning consistent. TheYe was
no opposirion to the petition. Mr. Stowe closed the public heaxing at 7:02 p.m. A motion was made by Mr.
Weatherford, seconded by Ms. Mease, to recommend the Board of Supervisors rezone the property from R-1,
Residenrial Suburban Subdivision District to A-1, Agricultural District. Morion passed unanimously by an 8 to 0
vote.
Case 2,,Jovice B. Wilson, R-13-053 — Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director
of Code Compliance, reported that Joyce B. Wilson had peririoned to rezone 6.81 acres, located on State Road
841/Whispexing Pines Road, in the Tunstall Elecrion District from R-1, Residenrial Suburban Subdivision
District to A-1, Agricultural District to allow for placement of a second dwelling, a single-wide mobile home, for
her grandson's residence. Joyce Wilson was present to represent the petition. She stated she had nothing to add.
Warren Mustain spoke in opposirion to the perition. His concerns included, but were not limited to, the
following: He stated one mobile home on the property was switched out, was left in the field, and it was an
eyesore; he did not want a third mobile home on the property because it would look like a mobile home park; he
was also upset about all the noise in the area due to the dogs barking, etc., and he just wanted peace and quiet.
Mrs. Wilson offered a rebuttal and stated that one of the mobile homes had been replaced and had been
removed fYOm the property. She also stated that only one mobile home is currendy located on the petitioned
parcel of land. Mr. Stowe closed the public hearing at 7:11 p.m. During the discussion, it was stated this is
consistent with the area. A motion was made by Mr. Modey, seconded by Ms. Mease, to xecommend the Board
of Supervisors rezone the property fxom R-1, Residenrial Suburban Subdivision District to A-1, AgYicultural
District. Motion passed unanimously by an 8 to 0 vote.
Case 3, Ralph D. Echols, R-13-054 — Mr. Stowe opened the public hearing at 7:13 p.m. Mr. Shelton, Director
of Code Compliance, reported that Ralph Echols had petitioned to rezone 23.74 acres, located on State Road
872/Vandola Church Road, in the Westovex Election District from R-1, Residenrial Suburban Subdivision
District to A-1, Agricultural District to subdivide the parcel for family members. Mx. Shelton also stated that Mr.
Echols had proffexed that all deeds pertaining to the peritioned parcel would have a restricrion prohibiting
placement of single-wide mobile homes, to satisfy the concerns of adjacent property owners and neighbors. Mr.
Shelton then stated that should the BoaYd decide to grant the rezoning, he requested that the BoaYd member
making the motion include the proffer. Caxoline Echols was pYesent to represent the petition. She stated she
had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public heaYing at 7:14 p.m.
During the discussion, it was stated the propeYty is a well-kept, very nice area. A morion was made by Mr.
Weatherford, seconded by Mr. Motley, to recommend the Boaxd of Supervisors rezone the property from R-1,
Residenrial Suburban Subdivision District to A-1, AgYicultural District with proffer as submitted. Motion
passed unanimously by an 8 to 0 vote.
Case 4, Larrv Thomas Burnett,�Tr., R-13-055 - Mr. Stowe opened the public hearing at 7:15 p.m. Mr. Shelton,
Director of Code Compliance, reported that Larry Thomas Burnett, Jr., had petirioned to rezone 2.06 acres,
located on Cavalier Road, in the Dan River Election District from R-1, Residential Suburban Subdivision District
to A-1, Agricultural Distxict to make the zoning consistent with the adjacent parcel of land zoned A-1. No one
was present to represent the perition, and Mr. Shelton stated he would answer any questions from the Board
members. There was no opposirion to the petition. Mr. Stowe closed the public heaYing at 7:16 p.m. A morion
was made by Mr. Welborn, seconded by Mr. Arthur, to recommend the Boaxd of Supervisors rezone the

Case 5, Teffrey B. Hill & Kathy Jo Hill, R-13-056 - Mr. Stowe opened the public hearing at 7:17 p.m. Mr.
Shelton, Director of Code Compliance, repoxted that Jeffrey and Kathy Hill had petirioned to rezone 14.41
acxes, located on State Road 629/Piney Grove Road, in the Staunton River Elecrion District from R-1,
Residential Suburban Subdivision District to A-1, Agricultural District to allow for placement of a second
dwelling, a single-wide mobile home, for his mothex's residence. Jeffrey Hill was present to represent the
petirion. Thexe was no opposition to the peririon. Mr. Stowe closed the public heaYing at 7:18 p.m. A motion
was made by Mr. Arthur, seconded by Mr. Welborn, to recommend the BoaYd of Supervisors rezone the
pxoperty from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed
unanimously by an 8 to 0 vote.

Pursuant to Article V, Division 7 of the Pittsylvania County Zoning Ordinance, we the
Planning Commission have been empowered to hear and decide specific applications in
support of said ordinance and to make recommendations to the Board of Supervisors or
the Board of Zoning Appeals. In accomplishing this important task, we are charged with
promoting the health, safety, and general welfare of the citizens of Pittsylvania County.
We must insure that all our decisions and recommendations be directed to these goals and
that each be consistent with the environment, the comprehensive plan and in the best
interest of Pittsylvania County, its citizens and its posterity. Anyone here to speak to the
board regarding zoning cases will be limited to (3) three minutes.

R-1, Residential Suburban Subdivision District — Residenrial lots for affordable housing

RC-1, Residential Combined Subdivision District — Residential lots fox affordable housing

TO THE HONORABLE SUPERVISORS OF PITTSYLVANIA COUNTY:
WHEREAS, your Petitioner, Helen G. Mannin� respectfully files this petition pursuant to
Sections 35-806 and 35-807 of the Pittsylvania County Zoning Ordinance and in
accordance with the Code of Virginia, 1950, as amended, and would respectfully show
the following:
(1) The Petitioner is the owner of the above-referenced parcels of
land, or is filing with the owner's consent.
(2) The properties are presently zoned under the provisions of the Pittsylvania
County Zoning Ordinance as R-1, Residential Suburban Subdivision
District.
(3) Your petitioner now desires to have the properties rezoned to A-1,
A�ricultural District to make the zoning consistent with the adjacent parcel
of land zoned A-1.
WHEREFORE, your Petitioner respectfully requests that the Zoning Ordinance of
Pittsylvania County be amended and that the above-referenced parcels of land be rezoned
as set out in Number 3.
FURTHER, your Petitioner respectfully requests that this petition be referred by the

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fouYteen (14) days preceding the Coinmission's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be rezoned, a sign or signs provided by the Zoning Adnvnistrator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public Yoad and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such Yoad abuts the property,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the propexty
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days preceding such hearing, a sign or signs provided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescribed in Section 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning AdininistratoY or an authorized agent of either,
to remove or tamper with any sign furnished during the period it is xequired to be maintained under this Secrion. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing fox which it was erected.
I have read and understand Secrions 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Ordinance. I
understand it is my responsibility to post, maintain and remove this/these sign or signs, accorcling to Secrion 35-817,
Section 35-818, and 35-819. If this sign is xemoved or destroyed, I understand it is my Yesponsibility to obtain
another sign from the Zoning office, post the property and maintain the sign(s), accoxding to the above Sections of

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days pYeceding the Comirussion's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be rezoned, a sign or signs provided by the Zoning Administxator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If moYe than one (1) such Yoad abuts the pYOperty,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, thexe
shall be erected, at least fourteen (14) days preceding such hearing, a sign or signs provided by the Zoning
Adininistrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescYibed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this section and has continuously maintained the sign ox signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Adininistrator or an authorized agent of either,
to remove oY tamper with any sign furnished during the period it is Yequired to be maintained under this Section. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.
I have read and understand Sections 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Ordinance. I
understand it is my responsibiliry to post, maintain and remove this/these sign or signs, according to Secrion 35-817,
Secrion 35-818, and 35-819. If this sign is removed ox destroyed, I understand it is my responsibility to obtain

WHEREAS, your Petitioner, Mount Hermon Volunteer Fire Dept., Inc., respectfully files
this petition pursuant to Sections 35-806 and 35-807 of the Pittsylvania County Zoning
Ordinance and in accordance with the Code of Vir�inia, 1950, as amended, and would
respectfully show the following:
(1) The Petitioner is the owner of the above-referenced parcel of land, or
is filing with the owner's consent.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fouYteen (14) days preceding the Commission's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be rezoned, a sign or signs provided by the Zoning AdministYatoY indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the gYOUnd. If more than one (1) such xoad abuts the property,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be exected in the same manner as above on at least two (2) boundaries of the pYOperty
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days preceding such heaxing, a sign or signs provided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescxibed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this section and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful foY any person, except the applicant or the Zoning Adininistxator or an authorized agent of either,
to remove or tamper with any sign furnished duYing the period it is required to be maintained under this Section. All
signs exected under this Section shall be Yemoved by the applicant with fourteen (14) days following the public
hearing for which it was erected.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Cominission's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be rezoned, a sign or signs provided by the Zoning Adinuustrator indicating the
date, time, and place of the public heaYing. The sign shall be eYected within ten (10) feet of whateveY boundary line of
such land abuts a public xoad and shall be so placed as to be clearly visible from the Yoad with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the property,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the BoaYd of Supervisors for a Zoning Map amendment, there
shall be erected, at least fouxteen (14) days preceding such hearing, a sign or signs provided by the Zoning
Administratox indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescribed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign ox signs up to the time of the hearing. It
shall be unlawful far any person, except the applicant or the Zoning Administrator oY an authorized agent of either,
to Yemove ar tamper with any sign furnished duYing the period it is xequired to be maintained under this Section. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Coininission's public hearing on a zoning map amendment, there shall be
erected on the pxoperty proposed to be rezoned, a sign or signs provided by the Zoning Adininistratox indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the pxopeYty,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be exected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be exected, at least fourteen (14) days preceding such hearing, a sign ox signs provided by the Zoning
Adininistrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescribed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Administrator or an authorized agent of either,
to remove or tamper with any sign furnished during the period it is required to be maintained under this Section. All
signs erected under this Secrion shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Coininission's public hearing on a zoning map amendment, there shall be
erected on the propexty proposed to be rezoned, a sign or signs provided by the Zoning Aciministrator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public xoad and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the pxoperty,
then a sign shall be erected in the same manner as above for each such abutting road. If no public Yoad abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be exected, at least fourteen (14) days preceding such hearing, a sign or signs provided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign or signs shall be exected in the
same manner as prescribed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this section and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Administrator or an authorized agent of eitheY,
to remove or tamper with any sign furnished during the period it is xequired to be maintained under this Section. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.
I have Yead and understand Sections 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Ordinance. I
understand it is my responsibility to post, maintain and remove this/these sign or signs, according to Secrion 35-817,
Secrion 35-818, and 35-819. If this sign is removed or destroyed, I understand it is my responsibility to obtain
another sign from the Zoning office, post the property and maintain the sign(s), according to the above Secrions of
the Pittsylvania Counry Zoning Ordinance.
