VIRGINIA: The Pittsylvania County Planning Cominission met on Thursday, August 8, 2013, in the General
District Courtroom, Chatham, Virginia. Mr. Motley, Chairman, called the meeting to ordex at approximately
7:00 p.m. Mr. Motley called the roll.

Case 1, Marion Ba�tist Church & Parsonage, R-13-044 — Mr. Modey opened the public hearing at 7:01 p.m.
Mrs. Hayes, Code Compliance Officer/Deputy Zoning Adininistrator, reported that Marion Baptist Church &
Parsonage had peritioned to rezone a total of 2.874 acres, two (2) parcels of land, located on State Road 605/
Marion Road, in the Callands-Gxetna Election District from R-1, Residenrial Suburban Subdivision District to
A-1, Agricultural District to combine with the adjacent parcels of land zoned A-1. Attorney Seth Eltnore was
present to repxesent the peririon. He stated the peririoner had Yecently acquired seveYal parcels of land and
desired to rezone all the parcels to A-1, Agricultural District, for construction of a new church sanctuary. There
was no opposition to the petition. MY. Motley closed the public hearing at 7:04 p.m. During the discussion, it
was stated the parcels of land are surrounded by agYicultural properties. A motion was made by Ms. Mease,
seconded by Mr. Weatherford, to recommend the Board of Supervisors rezone the properties from R-1,
Residential Suburban Subdivision District to A-1, Agricultural District Morion passed unanimously.
Case 2, Teresa J. Burnette, R-13-045 — Mr. Motley opened the public hearing at 7:05 p.m. Mxs. Hayes, Code
Compliance Officer/Deputy Zoning Adininistrator, reported that Teresa Burnette had peririoned to rezone 0.37
acre, located on State Road 1009/Bennett Street, in the Westover Election District fYOm B-2, Business District,
General to R-1, Residential Suburban Subdivision District for her personal residence. Teresa Burnette was
present to represent the petition. She stated she had nothing to add. Following questions from a Board
member, Ms. Burnette stated she had resided in her home since 1982. She also stated the structure was occupied
as a commercial business (store) before it was remodeled into a residence. There was no opposition to the
petirion. Mr. Modey closed the public hearing at 7:07 p.m. A motion was made by Mr. Weatherfoxd, seconded
by Mr. Arthur, to recommend the Board of Supervisors rezone the property from B-2, Business District,
General to R-1, Residential Suburban Subdivision District. Motion passed unanimously.
Case 3, Calvin E. Williams & Leonie Williams, R-13-046 — Mr. Motley opened the public hearing at 7:07
p.m. Mrs. Hayes, Code Compliance Officer/Deputy Zoning Administrator, reported that Calvin and Leonie
Williams had petitioned to rezone 5.83 acres, located on State Road 622/West Fork Road, in the Tunstall
Elecrion Distxict from RC-1, Residenrial Combined Subdivision District to A-1, Agricultural District to
subdivide the parcel for family members. Russell NiYOn with NiYOn Land Surveying was present to represent
the petition. He stated the property is zoned RC-1, Residential Combined Subdivision District, and had been
owned by the family since the 1800's. He also stated the family desiYed to rezone to allow for family subdivision.
Following questions from a Board member, Mr. Nixon stated there was one single-wide mobile home on the
pxoperty that would be Yeplaced with a modular home ox a double-wide mobile home. He also stated there axe
other mobile homes on the property; however, he did not know if any of the mobile homes weYe abandoned.
There was no opposition to the peririon. Mr. Motley closed the public hearing at 7:11 p.m. During the
discussion, it was stated this would be an improvement to the property. A morion was made by Dr. Miller,
seconded by Mr. Hagerman, to recommend the Board of Supervisors rezone the property fxom RC-1,
Residential Combined Subdivision District to A-1, Agricultural District. Motion passed unanimously.
Case 4, Leonard A. Murray & Janet E. MurphX, R-13-047 — Mr. Motley opened the public hearing at 7:12
p.m. Mrs. Hayes, Code Compliance Officer/Depury Zoning Adininistrator, repoYted that Leonard A. Murray
and Janet E. Murphy had peririoned to rezone 0.49 acre, located on Munsons Road, in the Callands-Gretna
Election DistYict from MHP, Residenrial Manufactured Housing Park District to A-1, Agricultural District to
make the zoning consistent with the adjacent parcel of land zoned A-1. Leonaxd Murray was present to
represent the perition. He stated the pYOperries on each side of his paxcel are zoned A-1, Agricultural District.
TheYe was no opposition to the petition. Mr. Motley closed the public hearing at 7:13 p.m. Duxing the
discussion, it was stated there are three (3) paxcels of land in the area that have been rezoned from MHP,
Residenrial Manufactured Housing Park District to A-1, Agricultural District. A motion was made by Ms.

Mease, seconded by Mx. Hagerman, to recommend the Board of Supervisors rezone the property from MHP,
Residential Manufactured Housing Park District to A-1, Agricultural District. Morion passed unanimously.

Case S-1, Charles B. Davis, Jr., & Sandra M. Davis, S-13-010 — MY. Motley opened the public hearing at 7:15
p.m. Mrs. Hayes, Code Compliance Officer/Deputy Zoning Adininistratox, reported that Charles and Sandra
Davis had petitioned foY a Special Use Permit on 1.50 acre, located on State Road 878/Pine Lake Road, in the
Westover Elecrion District for a public gaYage. Charles Davis, JY., was present to represent the petition. He
stated he wanted to add on to his e�sting 50 x 40 shop. Following questions fYOm several Board members, Mr.
Davis stated his business started as a hobby and is now an ongoing business. He also stated there are no
wxecked automobiles on the property, he schedules five (5) to s� (6) cars weekly, and the automobiles that are a
total loss are parked behind his shop and are not visible fxom the highway. Harold Harxis spoke in opposition to
the petition. Mr. Harris stated he owns two (2) parcels of land across the highway that he wants to sell; however,
he is concerned the propexty will not sell if there is a commercial garage located across the highway. He also
stated there were restrictions on the propeYries when they were purchased that only allow one (1) dwelling per
parcel of land. Mr. Davis offered a rebuttal and stated the area is clean and neat; he takes pride in his property;
he has a retauung wall; and he will have a parking area behind the new shop. He also stated there will be no
wrecked automobiles on the premises. Mr. Motley closed the public hearing at 7:22 p.m. During the discussion,
it was stated this is a well-kept area and is fine for a hobby, but not for a commercial business. A morion was
made by Mr. Weatherford to recommend the Board of Zoning Appeals deny this Special Use Permit. The
motion failed for lack of a second morion. A motion was then made by Mr. Welborn, seconded by Dr. Miller, to
recommend the BoaYd of Zoning Appeals grant this Special Use Permit. Mr. Modey, Ms. Mease, Dr. Miller, Mr.
AYthur, Mr. Welborn and Mr. Hagerman voted in favor of the motion; Mr. Weatherford voted in opposition to
the motion. Motion was passed by a 6 to 1 vote.
Case S-2, Cliserio Rojas & Brenda E. Rojas, S-13-011— Mr. Motley opened the public hearing at 7:25 p.m.
Mrs. Hayes, Code Compliance Officer/Deputy Zoning Adininistrator, reported that Cliserio and Brenda Rojas
had petitioned for a Special Use Permit on 0.58 acre, located on State Road 740/Iris Lane, in the Westover
Elecrion District for placement of a single-wide mobile home for their personal residence. Brenda Rojas was
present to represent the petition. She stated she had nothing to add. There was no opposition to the petition.
Mr. Motley closed the public hearing at 7:26 p.m. A motion was made by NIY. Weatherford, seconded by Mr.
Arthur, to recommend the BoaYd of Zoning Appeals grant this Special Use Permit Motion passed unanunously.
This concludes the Special Use Permit cases.

Ladies and Gentlemen:
Pursuant to Article V, Division 7 of the Pittsylvania County Zoning Ordinance, we the
Planning Commission have been empowered to hear and decide specific applications in
support of said ordinance and to make recommendations to the Board of Supervisors or
the Board of Zoning Appeals. In accomplishing this important task, we are charged with
promoting the health, safety, and general welfare of the citizens of Pittsylvania County.
We must insure that all our decisions and recommendations be directed to these goals and
that each be consistent with the environment, the comprehensive plan and in the best
interest of Pittsylvania County, its citizens and its posterity. Anyone here to speak to the
board regarding zoning cases will be limited to (3) three minutes.
PUBLIC HEARING PROCEDURE

A-1, A�ricultural District - A district occupied by various open uses such as farms, forest,
lakes, parklands that permits single-family dwellings and accessory buildings.
RE, Residential Estates — Residential lots ranging from 5 to 20 acres for single-family
dwellings; plus accessory buildings.
R-1, Residenrial Suburban Subdivision District — Residenrial lots for affordable housing
including single-family, modular and double-wide mobile homes; plus accessory buildings.
RC-1, Residential Combined Subdivision District — Residential lots for affordable housing
inclucling single-family dwellings and mobile homes; plus accessory buildings.
RMF, Residenrial Multi-Familv District — Residential locations for apartments, townhouses,
garden style, condoinuiiums, and variety of multi-family dwellings; plus accessory buildings.
RPD Residential Planned Unit Develo�ment — Residenrial locations encouraging a variety of
housing with community facilities. Integrated into the area plus accessory commexcial uses
possibly included.
MHP, Residential ManufactuYed Housing Park District — Residential locations to
accommodate manufactuted/mobile homes wheYe the land is owned by the park and
rented/leased to the home owners.
B-1, Business District, Limited — A district for general business oxiented toward
neighborhood focus, in which the public requires direct and frequent access to, limited to
retail establishments.
B-2, Business District, General — A district for general business and commercial enterprise
limited to commercial, retail and wholesale type establishments, oriented to service the entire
country.
M-1, Industrial District, Light Industrv — A district for small-scale manufacturing and
wholesale business primarily operated within enclosed structures and not dealing with large
volumes of customers.
M-2, Industrial District, Heav� Ind �strv — A district for laxgex scale manufacturing,
processing and warehousing operarions requiring extensive community facilities, having
open storage and service areas and generating heav-y truck traffic.
G1, Conservation District — A district characterized by open space with foxests, parks,

Sections 35-806 and 35-807 of the Pittsylvania County Zoning Ordinance and in
accordance with the Code of Virginia, 1950, as amended, and would respectfully show
the following:

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Cominission's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be Yezoned, a sign or signs provided by the Zoning Adininistrator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be cleaYly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the property,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same mannex as above on at least two (2) boundaries of the pxoperty
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days pxececling such hearing, a sign or signs provided by the Zoning
Adininistrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescribed in Section 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Administrator or an authorized agent of either,
to remove or tamper with any sign furnished during the period it is required to be maintained under this Secrion. All
signs erected under this Secrion shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.
I have Yead and understand Secrions 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Ordinance. I
understand it is my responsibility to post, maintain and xemove this/these sign or signs, according to Secrion 35-817,
Secrion 35-818, and 35-819. If this sign is removed or destroyed, I understand it is my responsibility to obtain
another sign from the Zoning office, post the pYOperty and maintain the sign(s), according to the above Secrions of

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Commission's public hearing on a zoning map amendment, there shall be
erected on the property proposed to be rezoned, a sign or signs pYOVided by the Zoning Adininistratox indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the property,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the propexty
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisoxs for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days preceding such hearing, a sign or signs pYOVided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign ox signs shall be erected in the
same mannex as prescribed in Secrion 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all tunes by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requitements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Adiniiustrator or an authorized agent of either,
to remove or tamper with any sign furnished during the period it is required to be maintained under this Secrion. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.
I have read and understand Secrions 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Oxclinance. I
understand it is my responsibility to post, maintain and remove this/these sign or signs, according to Section 35-817,
Secrion 35-818, and 35-819. If this sign is removed or destroyed, I understand it is my responsibility to obtain
another sign from the Zoning office, post the property and maintain the sign(s), according to the above Sections of

Remainderman, Kenneth Ray Crane, Remainderman and Claude David Crane, Remainderman petirioned the
Planning Coinmission/Board of Supervisors on July 25, 2013, to rezone from R-1, Residential SubuYban
Subdivision District to A-1, Agricultural District on 11.20 acres. The parcel is shown on our recoxds as GPIN #
2411-89-5 525 / 125-A-39.
The applicants would like to rezone to allow for placement of a second dwelling, a 1979 single-wide mobile
home, for Mr. Crane's personal residence. The old house currendy located on the propexty will not be used as a
dwelling. It will either be used as an accessory building or will be demolished. A 1978 single-wide mobile home
is also currently located on the property.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fouxteen (14) days preceding the Cominission's public hearing on a zoning map amendment, there shall be
erected on the properry proposed to be rezoned, a sign oY signs pYOVided by the Zoning AdininistratoY indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the pYOperty,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be erected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisors for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days pYeceding such hearing, a sign or signs provided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign or signs shall be erected in the
same manner as prescribed in Section 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the dury of the applicant at the hearings to prove by affidavit that he has fully complied with
the xequirements of this section and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Administrator or an authorized agent of either,
to remove or tamper with any sign furnished duxing the period it is required to be maintained under this Secrion. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.
I have read and understand Sections 35-817, 35-818, and 35-819 of the Pittsylvania County Zoning Ordinance. I
understand it is my responsibility to post, maintain and remove this/these sign or signs, according to Section 35-817,
Section 35-818, and 35-819. If this sign is removed or destroyed, I understand it is my responsibility to obtain
another sign from the Zoning office, post the property and maintain the sign(s), according to the above Secrions of

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourteen (14) days preceding the Commission's public hearing on a zoning map amendment, theYe shall be
erected on the propeYty proposed to be rezoned, a sign or signs provided by the Zoning Administrator indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatever boundary line of
such land abuts a public road and shall be so placed as to be clearly visible from the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If more than one (1) such road abuts the pxoperty,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts
thereon, then signs shall be eYected in the same manner as above on at least two (2) boundaries of the property
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTY - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled before the Board of Supervisoxs for a Zoning Map amendment, there
shall be erected, at least fouYteen (14) days preceding such hearing, a sign or signs provided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign ox signs shall be erected in the
same manner as prescribed in Section 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this section shall be maintained at all times by the applicant up to the time of the
hearing and it shall be the duty of the applicant at the hearings to pxove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign oY signs up to the time of the hearing. It
shall be unlawful for any person, except the applicant or the Zoning Adinuustrator or an authorized agent of eithex,
to remove ox tampex with any sign furnished during the period it is required to be maintained undeY this Secrion. All
signs erected under this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was erected.

ground lease for a proposed telecommunications tower in Pittsylvania County. The proposed tower will ;
fill a gap in coverage for AT&T customers in this azea of the county. It will be open for collocation so '
that other carriers can do the same for their customers. The property, identified by GPIN 2308 46 2195, �
is zoned M-1, for which towers are considered a permitted use under section 35-383 of the Pittsylvania ;
County Code. Since no special use permit is required, please accept these documents for site plan ;
review.
