Case 1, Transcontinental Gas Pipe Line, R-13-013 —:�1x. Stowe opened the public hearing at 7:03 p.m. 1�1x.
Shelton, Dixectox of Code Compliance, reported that Txanscontinental Gas Pipe Line had pedtioned to rezone
29.292 acxes (paxt of 249.95 acres), located off State Road 692/Txansco Road, in the Banistex Election District
from A-1, Agxiculmral District to M-1, Industrial District, Light Industsy to combine with the adjouung parcel of
land zoned M-1 fox fumre consrruction of a new compxessox stadon. David Clossin with Williams Uas
Pipelines-Txansco was pxesent to repxesent the perition. He stated he had notlung to add. Mx. Clossin then
xesponded to sevexal quesuons fxom the I3oaxd members conccrning safety� pxecaudons fox new pipelines and
fue pcotection measures utilized bv Williams Gas Pipelines. Thexe was no opposinon to the petition. Mr. Stowe
closed the public hearing at 7:17 p.m. t1 motion was made by Dx. �lillex, seconded by Mr. Arthur, to
xecommend the Board of Superoisors xezone thc propexty from A-1, Agricultural District ro 1�i-1, Industrial
District, Light Industry, with the provision that Mr. Sides communicates with Mr. Sleeper regarding fire
protection and makes this information available to the Board of Supervisors. Modon passed unanunously.
Case 2, Randy Ray Barber, R-Li-014 —;�1r. Stowe opened the public heaxing at 7:23 p.m. Mx. Shelton,
Dixectox of Code Compliance, xepoxted that Randy Baxbex had peritioned to rezone 035 acxe, located on State
Road 726/Ringgold Chuxch Road, in the Dan Rivex Election District fxom R-1, Residenrial Suburban
Subdivision District to A-1, Agricult�al Dis[rict to combine with the adjacent p�cel of land zoned A-1. Randy
Batbex was pxesent to repxesent the petiuon. He stated he had nothing to add. Thexe was no opposirion to the
petition. Mx. Srowe closed the public hearing at 7:24 p.m. A motion was made by Mr. .�xthux, seconded by Mr.
i�lodey, to rccommend the Board of Supen�isors rezone the pxoperry from 12-1, Residential Sub�ban
Subdivision District to A-1, A�icultuxal District. Morion passed unanimously.
Case 3, A& N Ventuces, LLC, R-13-015 — Mx. Stowe opened the public heaxing at 7:25 p.m. Mx. Shelton,
DiTectur of Code Compliance, xepoxted that A& N Ventures, LLC, had petidoned to xezone 1.25 acre, located
on L'.S. Highwav 41/F�xanklin Tuxnpike, in the Chatham-Blaus Election Distsict fxom R-1, Residenual Suburban
Subdivision District to B-2, Business Distsict, Genexal to combine with the adjacent paxcel of land zoned B-2.
1�1axk Johnson with LE&D was present to xepxesent the petition. He stated the peritioned parcel was to be
combined wi[h the residual pxopexty located behind the Family Dollar Store. Mx. Johnson then xesponded to
sevexal quesrions from the Boaxd membets concexning the layout of the pxoperty and the Comprehensive Plan
far the acea. Thexe was no opposirion to the petirion. Mx. Stowe closed the public heaxing at 7:27 p.m. During
the discussion, it was stated this properry is B-2 and is not used as xesidendal. A morion was made by 1�.

Case 4 Raymond Addison Blair, R-L3-016 — Mr. Srowe opened the public heaxing at 7:28 p.m. Mx. Shelton,
D�ectox of Code Compliance, reported that Addison Blait had petitioned to xezone 7.516 acxes (part of 116.82
acxes), located on Route 40/West Gretna Road and State Road 789/Valley� Road, in the Callands-Gretna
Election Distxict Erom A-1, Agricultuxal District to 13-2, Business District, Genexal fox an ofFice. Addison Blair
was pxesent to xepxesent the pedtion. He stated he had notlung to add. There was no opposition to the petiuon.

Case S-1, James L. Gibson & Areta H. Gibson, S-13-003 — Mr. Stowe opcned the public heaxing at 7:31 p.m.
Mx. Shelton, Duecwx of Code Compliance, repoxted that James and Areta Gibson had petitioned fox a Special
Use Permit on 12.57 acxes, located on Route 40/East Urema Road, in the Callands-Gretna Election Distxict fox
expansion of an eacisting substarion for pominion Virginia Power. Jonathan Schultis with Dominion Virginia
Power was pTesent to xepxesent the petition. He stated he had nothing to add. There was no opposidon to thc

Case V-1, Maccie A. Cobble, V-13-001- Mr. Stowe opened the public heaxing at 733 p.m. b4x. Shelton,
D�ectar of Code Compliance, xepoxted that Marcie CoUble had petitioned fox a Variance on 0.68 acxe, located
on State Road 982/rinthony Poxd Road, in the Callands-Gxetna Election District to Secdon 35-22G. Minimum
Yard Dunensions, (B.) Side Setback, of the Pittsylvania County Zoning OTdinance xequesting a variance of 11.3
feet to allow fox construction of an axtached gaxage. Mazcie Cobble was present to xepxesent the petirion. She
stated she had notified her neighboxs of her plans, and thexe was no opposirion to this. She also stated she felt
the garage would enhance her properry. One of the Boaxd membexs stated his concern that if this cariance was
granted, it would open the door fox futuxe variances ro be allowed in the area. Mx. James Lockexman spokc in
favor of construction of [he garage, and he stated there are othex homes in the axea with gaxages. TheTe was no
opposition to the petition. :�1r. Stowe closed thc public hearing at 7:40 p.m. During the discussion, it was stated
that Mxs. Cobble had done hex homewoxk and noriflcd hcr neighbors of hec intentions and thexe was no
opposirion to the peuaon. A modon was made by Ms. Mease, seconded by Mx. Motley, to recommend the
Soard of Loning Appeals grant this Vaxiance. Moaon passed unanimously.

OLD BUSINESS
Thexe was no old business.
NEW BUSINESS
Gxeg Sides, Assistant Counry Admiiiistratox, presented two (2) Conservation Easement Request summaries fox
the Boaxd's xeview. Mr. Sides also stated the pxoperries must be consistent with the Pittsylvania County
CompTehensive Plan. The first case pxesenred was a 185 acxe paxcel of land owned by Coleman Lawrence, Sx., a
family woxking faxm, compxised of xolling topogxaphy along a bend in the I3anister Rivex. This pxopexty is used
to graze xace horses, for wheat and hay collecaon and has previously been used for commexcial tunbering and
hoxse boaxding. "1'he Consexvation Easement texms include, but axe not limited to, the following: No
subdivision of the propertv is allowed; the propexry can be put in land use, but must meet the standard land use
requ�ements; one dwclling is allowed on the property. A motion was made Uv Mr. Motley, seconded by Mx.
Arthux, stating this propeTty is consistent with the Comprehensive Plan and for this propexty to go into

faxm, comprised of xolling faxmland and forest, and poxtions axe being converted to ccopland to accommodate
com to seroe a neaxby dairy owned and operated by the lando�vnexs. The pxoperty drains to Stsaightstone Cxeek,
a tributary to the Roanoke River and is adjacent to othex Conservarion Lasement pTOpernes. The Conseroadon
Easemcnt texms include, but axe not limited tq the following: Two subdicisions (three paxcels) axe allowed on
the pxopexty; five (5) dwellings are allowed. The Lien holdex fox this pxoperty is Fust Bank and Trust Company,
and D4T. Sides stated the bank must give their approval in ordex for the Conservanon Easement request to be
gxanted. A motion was made by i�1r. Axthux, seconded by �4r. Hagerman, stating this pxopexty is consistent with
the Comprehensive Plan and far this pxopexty� to go into Conseroation � asemcnt Moaon passed unanimously.
b1x. Sides then held a ciiscussion xegarding zoning designation fox truning. He stated as an example, in �1-1,
Agricultural Distxict, mining is allowed with a Special Use Permit. The Special Use Pexmit pxocess would incolve
the Planning Commission and the Boaxd of Zoning Appeals; howecer, the I3oard of Supervisoxs would not be
incolved in this pTOCess, and several of the Board members had concexns about this, especially incolving
something as potenually disruptive as mining. F'ollowing the discussion, a morion was made by b1x. Hagexman,
seconded by Dx. Nliller, to have the legal and planning staff bring back suggestive language to be used in the
Zoning Ordinance on mining before the Planning Conunission. Motion passed unanunously.
