Joint Meeting
VIRGINIA: A Joint Meeting of the Pittsylvania County Board of Supervisors and the
Danville City Council was held on Monday, February 25, 2013 at the Olde Dominion
Agricultural Complex in Chatham, Virginia. Mr. Marshall A. Ecker, Chairman for the Board of
Supervisors opened the meeting at 6:15pm.

Mr. Tim R. Barber, Tunstall District, was absent.
Mr. William D. Sleeper, County Administrator, Mr. Greg L. Sides, Assistant County
Administrator for Planning and Development, Mr. J. Vaden Hunt, County Attorney, Mr. Kenneth
L. Bowman, Director of Economic Development, and Ms. Rebecca Flippen, Deputy Clerk to the
Board, were also present.
Motion was made by Mr. Snead, seconded by Mr. Barksdale, to approve the agenda,
which was unanimously approved by the Board with the exception of Mr. Barber who was absent.
Mayor Sherman Saunders called the Danville City Council to order at 6:15pm. The
following Council Members were present:
Vice Mayor Dr. Gary P. Miller, present
Reverend L.G. “Larry” Campbell, present
John B. Gilstrap, present
Alonzo L. Jones, present
Albert K. “Buddy” Rawley, Jr., present
J. Lee Vogler, present
Mr. Adam J. Tomer was absent.
Mr. Fred O. Shanks, III, arrived at 6:30pm.
Mr. Kenneth L. Bowman, Director of Economic Development for Pittsylvania County,
gave a presentation on current industrial sites in Pittsylvania County, and upgrades or retrofits of
projects currently going on in the County, and an overview of the Dan River Business
Development Center. Mr. Bowman’s presentation included joint industrial site projects of the
City and County.
Mr. Jeremy Stratton, Director of Economic Development for the City of Danville, gave a
presentation on current projects of the City of Danville, including the Private Investment/Public

Improvement Projects for downtown Danville, which included a briefing on Phase I & II of
streetscape improvements. Mr. Stratton’s presentation including additional information on the
City’s and County’s joint projects.
Mr. Greg Sides, Assistant County Administrator for Planning & Development, gave an
update status on the Mega Park Site project at Berry Hill that included updates on potential
Tobacco Grant monies, and where the project stands on permitting steps with the U.S. Corps of
Engineers. Mr. Sides then emphasized the need to capitalize on the proposed Career Technical
Education partnership between Danville Community College and the Pittsylvania County Schoo l
Systems, and the City School System as well, stressing the importance of having a prepared
workforce available for potential industries locating in this area. Mr. Sides stated it was
imperative that the area has a workforce of advanced manufacturing mechanics, electricians and
welders in order to compete with other areas vying for new industries.
Mayor Saunders commented that the success of the partnership between the City of
Danville and Pittsylvania County will continue to be the key to success for our communities, and
is what other localities are looking to copy.
Mr. Ecker thanked everyone for attending and the speakers for their informative
presentations.
Motion was made by Mr. Snead, seconded by Ms. Bowman to adjourn, which was
unanimously approved by the Board with the exception of Mr. Barber, who was absent.
The meeting adjourned at 8:05pm.
