Compliance, reported that IEL, Inc., had petitioned to rezone 334.874 acres (part of 352.151 acres), located on
State Road 686/Elkhom Road, in the Banistex Elecdon District from B-2, Business Distxict, Genexal to A-1,
Agricultucal District to expand the e�sting campgxound located on the property. Thomas Bxooks with Acxes of
V�ginia, Inc., was present to xepsesent the perinon. He stated the peritionex was requesting to rezone to A-1 to

Case S-2. Fcanklin Properties of SC, LLC, S-13-002 — N�. Stowe opened the public heazing at 7:07 p.m. Mx.
Shelton, Dixector of Code Compliancc, reported that Fxanklin Propexties of SC, I.I.C, had petitioned fox a
Special Use Permit on 7.19 acxes, located on U.S. Highway 41/Franklin Tuxnpike, in the Chatham-Blaus
Elecrion District for a school classroom far auustic chil�en. Bill Solton was present to xepxesent the petirion.
He stated he had nothing to add. Thexe was no opposiuon to the petidon. Mx. Stowe closed the public hearing
at 7:08 p.m. During the discussion, it was stated this site could accommodate up to six (6) childxen at a dme. A
morion was made by Mr. i�Iodey, seconded by Mx. Weatherfoxd, to xecommend the Board of Zoning Appeals
gxant this Special Use Pemut Modon passed unanimously.

Pursuant to Article V, Division 7 of the Pittsylvania County Zoning Ordinance, we the
Planning Commission have been empowered to hear and decide specific applications in
support of said ordinance and to make recommendations to the Boazd of Supervisors or
the Boazd of Zoning Appeals. In accomplishing this important task, we are charged with
promoting the health, safety, and general welfaze of the citizens of Pittsylvania County.
We must insure that all our decisions and recommendations be directed to these goals and
that each be consistent with the environment, the comprehensive plan and in the best
interest of Pittsylvania County, its citizens and its posterity. Anyone here to speak to the
boazd regarding zoning cases will be limited to (3) three minutes.
PUBLIC HEARING PROCEDURE
A. Prior to opening Hearing, Chairman reviews zoning law precepts for all present.
B. Open Hearing by Chairman.

WHEREAS, your Petitioner, Transcontinental Gas Pine Line, respectfully files this
petition pursuant to Sections 35-806 and 35-807 of the Pittsylvania County Zoning
Ordinance and in accordance with the Code of Vireinia, 1950, as amended, and would
respectfully show the following:
(1) The Petitioner is the owner of the above-referenced parcel of land,
or is filing with the owner's consent.
(2) The property is presently zoned under the provisions of the Pittsylvania

When a public hearing has been scheduled befare the Board of Superoisoxs for a Zoning blap amendment, thexe

Administrator indicating the date, time and place of the public heaxing. Such sign or signs shall be erected in the
same mannes as prescribed in Secdon 35-817 above.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign exected in compliance with this secdon shall be maintained at all times by the applicant up to the time of the
heaxing and it shall be the duty of the applicant at the heaxings to prove by affidavit that he has fully complied with
the xeyuirements of this secnon and has continuously maintained the sign oT signs up to the tune of the heaxing. It
shall be unlawful for any pexson, except the applicant ox the Zoning Administratox ox an authorized agent of eithex,
to remove ox tamper with any� sign fuxnished during the period it is required to be maineained undex this Secdon. All
signs exected undei this Section shall be removed by the applicant with founeen (14) days following the public
hearing fox which it was erected.

WHEREAS, your Petitioner, Randv Ray Bazber, respectfully files this petition pursuant
to Sections 35-806 and 35-807 of the Pittsylvania County Zoning Ordinance and in
accordance with the Code of Vir�inia, 1950, as amended, and would respectfully show
the following:

Sec. 35-817. POSTING OF PROPERTI' - PLANNING COMMISSION HEARING-
At least four[een (14) days preceding the Cominission's public hearing on a zoning map amendment, there shall be
eTected on the property pxoposed to be rezoned, a sign ox signs pxovided by the Zoning Administxatox indicating the
date, time, and place of the public hearing. The sign shall be erected within ten (10) feet of whatevex boundary line of
such land abuts a public road and shall be so placed as to be cleaxly visible fxom the road with the bottom of the sign
not less than two and one-half (2 1/2) feet above the ground. If moTe than one (1) such Toad abuts the pxopexty,
then a sign shall be exected in rhe same mannez as above fox each such abutting road. If no public xoad abuts
theteon, then signs shall be erected in the same mannex as above on at least two (2) boundaries of the propexty
abutting land not owned by the applicant.
Sec. 35-818, POSTING OF PROPERTI' - BOARD OF SUPERVISORS HEARING-
When a public hearing has been scheduled befoxe the Boasd of Supervisors for a Zoning Map amendment, there
shall be erected, at least fourteen (14) days preceding such hearing, a sign ox signs pxovided by the Zoning
Administrator indicating the date, time and place of the public hearing. Such sign ox signs shall be erected in the
same mannex as pxescribed in Secrion 35-817 aboce.
Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all dmes by the applicant up to the time of the
heaiing and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign or signs up to the time of the hearing. It
shall be unlawful fox any pexson, except the applicant oz the Zoning Adtninistsatox or an authorized agent of either,
to remove oc tampex with any sign furnished during the period it is =equired to be maintained undeT this Secrion. All
signs erected undex this Section shall be removed by the applicant with fourteen (14) days following the public
hearing for which it was ezected.

Sec. 25-819. MAINTENANCE AND REMOVAL OF SIGNS.
Any sign erected in compliance with this secrion shall be maintained at all times by the applicant up to the time of the
heazing and it shall be the duty of the applicant at the hearings to pxove by affidavit that he has fully complied with
the requirements of this secrion and has continuously maintained the sign ox signs up to the time of the hearing. It
shall be unlawful fox any pexson, except the applicant or the Zoning AdtninistratoT oT an authorized agent of either,
to remove or tampex with any sign fiuiushed during the period it is requ�ed to be maintained under this Secrion. All
signs exected undez this Secdon shall be cemoved by the applicant with foarteen (14) days following the public
hearing fox which it was erected.

Sec. 35-817. POSTING OF PROPERTY - PLANNING COMMISSION HEARING-
At least fourreen (14) days pxececling the Coinuiission's public hearing on a zoning map amendment, there shall be
erected on the pxopert�� pxoposed to be rezoned, a sign or signs pxovided by the 7oning l�dmiiiistrator indicating the
date, nme, and place of the public hearing. The sign shall be erected within ten (10) feet of whatecex boundary line of
such land abuts a public xoad and shall be so placed as to be clearl}' visible from the xoad with the bottom of the sign
noc less than two and one-half (2 1/2) feet above the gcound. If more than one (1) such xoad abuts the propexry,
then a sign shall be erected in the same manner as above for each such abutting road. If no public road abuts

As we discussed, I met with Mr. Addison Blair last week concerning a possible commercial entrance on Rt. 789, Valley
Road. The parcel that he wants to build on is GPIN # 2510-06-2226 and is owned by Brenda McGhee Blair (according to the
county GIS site).
We determined that there are several suitable locations along this property frontage for a commercial entrance. Once an
actual site plan has been done, VDOT can approve and issue a land use permit for a specific location.

Health (via the Pittsylvania County Health Department) to review the proposed
subdivision plat identified above. This letter is to inform you that the above referenced
subdivision plat is approved for an individual onsite sewage system in accordance with
the provisions of the Code of Virginia, and the Sewage Handling and Disposal
Regz4lations (12 VAC 5-610-10 et seq., the "Regulations ) and local ordinances.
This subdivision lot was cer[ified as being in compliance with the Board of Health's
regulations by Timothy Parker, A.O.S.E. with Anderson & Parker, Inc., telephone
number (540) �37-2392. This subdivision lot approval is issued in reliance upon that
certification that the approved lot is suitable for a"traditional system", however actual
system design may be different at the time the construction permit is issued.

the requirements of this secrion and has continuously maintained the sign or signs up to the time of the heanng. It
shall be unlawful fox any pexson, except the applicant or the Zoning Administsator or an authorized agent of either,
to xemove oT tamper with an}' sign furnished during the period it is required to be maintained under this Secrion. till

Dear Mr. Shelton:
I am requesting a variance for the above-referenced property in order to add a garage (attached
via a breezeway/pergola) to my residence at Smith Mountain Lake. I purchased the home in the
late 1980's (it was built in the mid-1970's). Since I am now retired, a garage will provide
protection for my vehicles/outdoor equipment and, most importantly, alleviate the problem of
adverse weather conditions.
The lot is considerably sloped from front (roadside) to back (lakeside). Enclosed is a plat
showing the proposed location of the structure along with some photos of the existing well house.
Although a variance is needed, the distance from the sideline of the lot would still exceed 10 feet.
The garage needs to be sited at the proposed spot for the following reasons:
1. Inability to locate the garage on the other side of the house. This is precluded by the
location of the septic system, the existing deck and the slope of the lot.
2. Allows for demolishing and incorporating the existing well house (which is an
eyesore) into the garage. Mr. Ken Vipperman from the Environmental Health
Department confirmed that this was allowed.
3. Conforms to the existing driveway and parking area.
4. Convenience of access to the home's entry.
5. Provides space for a retaining wall and steps down the slope for access to the back
of the house and dock.
6. Maintains enough distance from the windows in the side of the house so as to
maintain some of the views. Placing the garage any closer to the house would
eliminate all views except for the side of the garage.
Thank you for your kind consideration. I believe the addition of a garage will not only enhance
the usability and curb appeal of the home, it will add to neighboring property values.
