Special Call Meeting VIRGINIA: The Special Call Meeting of the Pittsylvania County Board of Supervisors
was held on Wednesday, November 1, 2012 in Conference Room 2 of the Captain Martin
Building in Chatham, Virginia. Tim R. Barber, Chairman, called the meeting to order at 4:00p.m.

Mr. William D. Sleeper, County Administrator, Mr. J. Vaden Hunt, County Attorney, Mr. Greg L. Sides, Assistant County Administrator for Planning and Development, and Ms. Rebecca
Flippen, Deputy Clerk to the Board, were also present.
Approval of Agenda
Motion was made by Mr. Harville, seconded by Mr. Barksdale, to approve the agenda, which was unanimously approved by the Board.
New Business
Motion was made by Mr. Harville, seconded by Mr. Barber, to repeal the Solid Waste
Fee Ordinance as an emergency order, to set a public hearing, and for the County to refund fees already paid. A substitute motion was made by Mr. Ecker, seconded by Mr. Hagerman, to keep
the ordinance in place until Mark of 2014. Ms. Bowman then made a substitute motion,
seconded by Mr. Barksdale, as follows:
(1) move that the Treasurer’s Office and the Commissioner of Revenue’s office work
together to resolve the billing issues, to include an alternative procedure for collecting the Solid Waste Fees from renters and mobile home owners;
(2) That the deadline for payment of the Solid Waste Fees for the period of July 1, 2012 to
December 31, 2012, be extended until January 31, 2013; and
(3) That no penalties or late charges be fined for this first cycle of payment of fees for the
period of July 1, 2012 – December 31-2012; even for those received after January 31, 2013;
(4) That penalties and late fees only be applied for late payments beginning with the second
six-month period of the Solid Waste Fees – January 1, 2013 – June 30, 2013, which are
due in June of 2013.
After discussion, Ms. Bowman withdrew her substitute motion and Mr. Ecker amended his substitute motion to include that no penalties or late charges be fined for this first cycle of
payment of fees for the period of July 1, 2012 – December 31-2012, which was seconded by Ms.
Bowman. Mr. Hagerman then made a substitute motion to not charge abandoned homes and/or
residencies, which failed for lack of a second to his motion. Mr. Harville then withdrew his

November 1, 2012 motion, which then made Mr. Ecker’s substitute motion the main motion. Mr. Harville then
made a substitute motion, seconded by Mr. Barber, to keep the Solid Waste Fee Ordinance in
place until December 31, 2012 and then repeal the ordinance January 1, 2013. Mr. Harville’s
substitute motion failed by a 2-5 majority vote of the Board, with Mr. Ecker, Ms. Bowman, Mr. Hagerman, Mr. Barksdale and Mr. Snead opposing. Mr. Ecker’s motion passed by a 4-2-1 majority vote of the Board, with Mr. Harville and Mr. Barber opposing, and Mr. Hagerman
abstaining from voting.
Adjournment Motion was made by Mr. Harville, seconded by Mr. Snead to adjourn the meeting, which was unanimously approved by the Board. The meeting adjourned at 4.48pm.
