06/05/2012 PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING June 5, 2012 MINUTES VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, June 5, 2012, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe called the roll. Miller, Jr. Banister District HEARING OF THE CITIZENS No citizens came forward to speak. APPROVAL OF THE MINUTES A motion was made by Mr. Motley, seconded by Mr. Harville, and by unanimous vote the May 1, 2012, minutes were approved as presented. CHAIRMAN’S REPORT There was no Chairman’s Report. THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:03 p.m. Planning Commission June 5, 2012 Page 2 Case 1, Frank Keatts, Jr., & Sandra K. Keatts, R-12-025. Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code Compliance, reported that Frank and Sandra Keatts had petitioned to rezone 2.51 acres located on State Road 841/Medical Center Road, in the Tunstall Election District from B-2, Business District, General to RC-1, Residential Combined Subdivision District to allow for placement of a single-wide mobile home on the property. Mr. and Mrs. Keatts were present to represent the petition. They stated they had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. During the discussion, Mr. Stowe asked Mr. Keatts if he had measured to see if the setbacks were adequate to allow for placement of the mobile home in the footprints of the old mobile home. Mr. Keatts stated he had not checked the setbacks. Mr. Stowe then stated the setbacks were inadequate to allow for placement of the mobile home in the footprints of the old mobile home and several of the neighbors had spoken to him and were in opposition to the rezoning of this property. A motion was made by Mr. Motley, seconded by Mr. Welborn, to recommend the Board of Supervisors deny this rezoning request. Motion passed unanimously. Case 2, Claude Davis Reynolds, R-12-026. Mr. Stowe opened the public hearing at 7:07 p.m. Mr. Shelton, Director of Code Compliance, reported that Claude Davis Reynolds had petitioned to rezone a total of 22.71 acres, three (3) parcels of land, located on Highway 57/Callands Road and State Road 657/South Briar Mountain Road, in the Callands-Gretna Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District, to make the zoning consistent with the adjoining parcels of land. Claude Reynolds was present to represent the petition. He stated he wanted to rezone these parcels to A-1 to make the zoning consistent with the other parcels of land he owns. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:09 p.m. A motion was made by Ms. Mease, seconded by Mr. Harville, to recommend the Board of Supervisors rezone the property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed unanimously. This concludes the Rezoning Cases. Case S-1 Michael Lee Hughes, S-12-007 - Mr. Stowe opened the public hearing at 7:10 p.m. Mr. Shelton, Director of Code Compliance, reported that Michael Lee Hughes had petitioned for a Special Use Permit on 2.00 acres, located on State Road 883/Campview Road, in the Chatham-Blairs Election District for placement of a single-wide mobile home for a family member’s residence. Michael Hughes was present to represent the petition. He stated he resides on Campview Road, there are other mobile homes in the area, and the single-wide mobile home will be for his brother’s residence. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:11 p.m. During the discussion, it was stated the area is sparsely populated and there are other single-wide mobile homes and double-wide mobile homes in the general area. A motion was made by Mr. Motley, seconded by Mr. Arthur, to recommend the Board of Zoning Appeals grant this Special Use Permit. Motion passed unanimously. This concludes the Special Use Permit case. OLD BUSINESS There was no old business. Planning Commission June 5, 2012 Page 3 NEW BUSINESS Mr. Shelton stated that he will be on vacation and will be unable to attend the Planning Commission meeting to be held on Tuesday, July 3, 2012. He advised the Board members to call Kathy Belton should there be any questions regarding the cases for the July meeting.
